1 ENGINEERING DEPARTMENT MISSION STATEMENT: Provide engineering and public improvements in the most economical manner. The Engineering Department performs the following services to maintain and improve the City s infrastructure: 1) Provides design, coordination, and inspection of public works projects 2) Provides engineering support to other departments 3) Processes citizen concerns 4) Plans short and long range public works projects 5) Provides the mandated departmental functions

3 OVERVIEW OF DUTIES AND SERVICES PROVIDED TO THE PUBLIC DUTIES Receive, record, investigate and report required action for citizen concerns. Maintain City and departmental records and provide information to the public from these records. Review and approve subdivision and commercial developments. Issue permits for work done in public right-of-way and assist in the enforcement of City ordinances and policies. Administer and maintain the storm water fee collections. Prepare plans, specifications and other required documents for construction of public works improvements including: Street Reconstruction Program, Street Overlay Program, bridge placement and repair projects ADA ramp compliance and Sidewalk repair Flood control system projects Trail repair, and many other projects Provide engineering assistance for all other departments. Assist during flooding emergencies. Assist Waste Management Services with EPA Mandates. Inspect flood control facilities. Develop City-wide Storm Water and Sanitary System map, develop, coordinate, and implement other permit requirements as required by the National Pollution Discharge Elimination System (NPDES). Provide surveying, drafting, design assistance, and inspection for the Local Option Sales Tax projects. Plan, coordinate, inspect and administer contracts for the maintenance and repair of flood control facilities such as riprap spraying and cleaning, tree removal, levee repairs and improvements, and gatewell repairs. Direct, review and coordinate the work of consultants contracted by the City for public works improvements.

10 Pavement Management Maintain the pavement classification, pavement distresses, & overall condition rating. Database contains: 431 centerline miles of city streets divided into 7009 street segments. New street ratings updated every 2 years using an automated distress survey, provided by Iowa DOT. Includes an updated high resolution right-of-way video log.

11 Drafting Room Responsibilities Issued approx. 140 city addresses and 32 county addresses last year Provide support via GIS and asbuilt/building scans to all city departments. Maintain the majority of all digital geospatial data for city. Provide sewer information to private contractors working in the right-of-way. Street naming & renaming. Vacate & Dedicate right-of-way & easements entered into records. Enter encroachment agreements into records.

14 Asphalt Overlay Program Jefferson Street Overlayed 12 segments of streets in Received: Smoothness award for Municipal Street Rehabilitation on Mitchell Ave. From: Asphalt Paving Assn. of Iowa In recent years have been using a newer proven time saving Interlayer Asphalt for street overlay to reduce reflective cracking.

19 Revitalize Iowa s Sound Economy Grant Funding Projects Midport Blvd. Fitzway/Galactic Drive Third phase of Midport Blvd. Project that provided second access to airport. Project connected Fitzway and Galactic Drives.

20 Shaulis Road Recreational Trail Extension from Hwy. 21 to Isle of Capri Blvd. Added approx. 1.8 miles of paved recreation trail to the existing multi-use trails that currently run 44.8 miles through the city of Waterloo.

21 Flood Protection Waterloo s levee system includes 20 miles of earthen levees and flood walls along the Cedar River, Black Hawk Creek and Blowers Creek. Levee tree clearing Blackhawk Creek Northside and Sink Creek channel cleaning contract, project encompassed 7.37 acres.

22 Flood of 2016 Engineering provided 24 hour levee monitoring during the flood emergency. Assisted in flood wall assembly and removal. Documented flood wall components & storage locations. Inventoried parts requiring replacement.
