1 CITY OF BULLHEAD CITY COUNCIL COMMUNICATION MEETING DATE: AprilS, 2016 SUBJECT: DEPT OF ORIGIN: Water Conservation Rebate Program CM- Water Resources DATE SUBMITTED: March 28, 2016 SUBMITTED BY: SUMMARY/REQUEST: Toby Cotter, City Manager This is a request for approval to add three items to the City's Water Conservation Program. A total of $200,000 was included in the FY 2016 budget for water conservation programs. These dollars come from the City's Impost Fee Fund. It is important to note that this funding is not from the General Fund. The impost funds cannot be used for other general fund purposes. The impost fees can only be used for water projects and programs that are permitted by the City's master contract with the Bureau of Reclamation. At the October 13,2015 Water Resources Advisory Committee (WRAC) meeting the group recommended approval of a Turf Rebate Program. Of the $200,000 set aside in the budget, $100,000 was allocated to single family residential projects and $100,000 to multiple family residential, commercial and industrial projects. Each single family residential project can be rebated up to $5,000 (as funding permits). Multiple family residential, commercial and industrial projects are allowed up to $10,000 per project (as funding permits). A property is permitted one turf rebate annually. The City Council approved this program at their October 20, 2015 meeting. To date, staff has processed fifteen applications with approximately ten more in various stages for the Turf Conservation Program. A flyer regarding the Turf Rebate Program was included in the March cycle of wastewater bills. Also, at the WRAC's October 13, and December 8, 2015 and March 8, 2016 meetings, the Committee discussed other forms of water conservation for the rebate programs. Below is a list of the other items that some communities are offering rebates on. Also included in the packet are excerpts from the agencies researched, including: Irrigation Controllers Low-Flow Toilets Low-Flow Shower Heads High Efficiency Washing Machines Pool Covers WATER RESOURCES COMMITTEE RECOMMENDATIONS The Water Resources Advisory Committee discussed this item during their October 13 and December 8, 2015 and March 8, 2016 meetings. The group reviewed the information provided from other communities. They noted that the local water companies were already providing low flow shower heads. The Committee did not believe the pool covers would stand up to Bullhead City's wind. As such, they selected the rebate programs set forth below:

Funding in the amount of $200,000 has been set aside in the 2016 budget for this purpose. Given that the Turf Rebate Program will not use the entire amount originally set aside, this same source of funding can be used for the other rebates. LEGAL REVIEW: ATTACHMENTS: 1.
