3 The bill Published on 17th August 2015 A few months before COP21 in Paris Environmental and economic objectives (100,000 jobs expected) French bill on energetic transition for green growth 8 sections renewable energy, buildings, transportation, nuclear safety... One full section (the fourth) on circular economy 25,000 jobs expected Strong political interest, with transpartisan support Alongside the bill Zero waste territories initiative (~150 pioneer local authorities) Voluntary commitments from private sector Calls for proposals to support innovation

4 Circular economy new bill keypoints Waste management Clear and ambitious objectives (-10% household waste in 2020, stabilise waste from economic activities, halve landfill by 2025, Increase recycling rate to 65 % by 2025, - 50% non-recyclable products on the market by 2020 Promote EPR systems PROs more and more required to support full cycle approach Sustainable production Creates «Use of ressources» hierarchy Aims at decoupling growth and ressource consumption (+ 30 % GDP/DMC by 2030 compared to 2010) Enhances life duration of products (Planned obsolescence is defined ) Product policies (bans single-use plastic bags and plates/ glasses, eco-design) Sustainable consumption Non-discrimination for recycled products in tenders Automobile spare parts retailers must propose reuse spare parts Set precise objectives on sustainable public procurement Food waste : forbids to bleach unsold food, retailers have to contract with charity

6 Change towards a new economic model : The example of SEB Worldwide market leader in electrical goods (revenues: 4,8 Mds, employees, brands : Calor, Krups, Moulinex, Rowenta, Tefal ) Eco-designe (LCA on 95% of product ranger) Fonctional economy : cooking appliances rental "Each of our repaired products is a non- sale for our competitors : «reparable for 10 years» products, 3-D printing for spare parts, repair-cafés

7 Circular economy for an industrial sector: the example of plastics New sorting instruction : by 2022, ALL plastics and ALL papers, everywhere in France Distribution of single-use plastic carrier bags is banned (from july, 2016) Upgrading of the sorting plants (from 230 existing units to 120 new high-performance sorting plants) 1000 t of recycled plastic = tco2 avoided = 8 created jobs 2016 : ORPLAST, new grants for plasturgists. Goal : within 3 years, t/year, despite current low prices of raw materials

8 Responsible consumption is a huge challenge Significant issue concerning smartphones : critical metals recycling Only 15 % of smartphones put on the market are collected for recycling. Fighting programmed obsolescence but also marketing obsolescence!
