Thom Roth Horry County Stormwater Department

Audit conducted by Woolpert July Inspected various facilities Administration Buildings & Health Clinics Recreational Facilities Library Jail and Detention Center EMS & Fire Department Public Safety Maintenance Facilities

All facilities should be inspected annually to ensure ponds are functioning properly. Large vegetation should be removed from within the pond

All trash receptacles and containers should have lids to help prevent contaminating the surrounding area due to leaking.

It is recommended that trash cans have lids or be placed in a covered area. An inlet at Waccamaw Park is clogged and the grate needs to be reset. Pet Waste signs or receptacles are recommended at all County Parks where patrons are likely to walk their dogs.

Coquina should continue to be maintained to ensure it sediments do not enter the road or the stormwater system. Library staff should be trained about how to visually inspect stormwater systems to ensure it is functioning properly, they should also be given a contact number when structures need to be maintained.

Inspections should continue for the J Reuben Long Detention Center due to the continuation of building construction. The pipe discharging into the vegetated swale behind the minimum security facility is half filled with sediment and should be cleaned. Upon completion of the construction project the pond should be inspected and cleaned out to ensure the storage capacity has not changed.

Ponds should be maintained to include removal of excessive vegetative growth and inspected on an annual basis. Vehicle washing at all County Fire Stations should use a low surfactant detergent such as Simple Green

Excessive sediment in the curb and gutter system should be routinely swept by a street sweeper. The old vehicle battery needs to be removed and disposed of properly.

Public Works and Fleet Facility Maintenance sheds store heavy equipment as well as used to repair County equipment. Due to the number of vehicles there is a potential for oils and grease to enter into the storm drain system. Special care needs to be taken when cleaning these facilities. Spill response material or a point of contact sign should be posted around areas that have a greater potential for stormwater pollutants. The area surrounding one of the sheds is used to store scrap metal, batteries, tires and used oil filters. A secondary containment should be installed around this area in an attempt to minimize direct contact with rain water.

Continue to inspect the facility for Sediment and Erosion control issues. Stabilize areas of concern with vegetation or erosion control matting. Storage areas used to store vehicles that are either damaged or to be auctioned should have the fluids drained out of them to minimize potential pollutants.

Maintenance Complex Continue to maintain the areas around the sheds to ensure sediment does not enter the stormwater system. Sediment should be swept off of the asphalt on a regular basis with a street sweeper.
