3 Energy Planning in Europe The first generation of local energy plans: The situation after the second oil crisis in the late seventies were characterized by expensive energy and risk of supply shortages On this background local energy plans were developed in order to assure secure and low cost energy supply and distribution 3

4 Energy Planning in Europe The first generation of local energy plans: The energy plans primarily focused on the supply side, e.g. on the expansion of natural gas and district heating systems The demand side was not integrated in the planning process Independently produced demand forecasts were used as mere input to the supply side planning 4

5 Energy Planning in Europe The second generation of local energy plans: A new generation of energy plans, characterized by the principles of climate protection and sustainable development, have emerged They focus on the demand side in order to encourage energy saving and the replacement of imported energy by local and renewable energy sources Main Drivers for the changed focus: Increased focus on and awareness of environmental problems Supply Security in EU in general 5

6 Energy Planning in Europe The second generation of local energy plans: All over Europe cities where more than 75% of the energy is consumed have become the most active players for specific actions to improve environmental conditions and to combat the threatening climate change. International city networks have been established, which aim at a substantial reduction of CO2 emissions, the improvement of energy efficiency and the increased use of renewable energies. 6

7 Energy Planning in Europe Adoption of appropriate energy planning practice in regions and cities is an essential factor in order for EU to live up to its energy and climate goals Energy planning practice has gone from being supply oriented to high focus on end-use measures and renewable energy EU support this development and Covenant of Mayors is a key initiative to activate cities to put in place local sustainable energy action plans and related measures/investments. 7

8 What cities can do The SEC Tools Project SEC Tools was a project supported by the Intelligent Energy Europe running Overall objective: Encourage the adoption of SEC visions in communities Specific objectives: To develop a Toolbox with approaches, methods and tools for obtaining Sustainable Energy Communities (SEC) in the European Union with special emphasis on the New Member States (NMS) Focus on small communities (3,000 30,000 inhabitants) To ensure community access to profound materials and tools that will facilitate an SEC vision at community level 8

15 Covenant of Mayors What is the Covenant of Mayors? A European initative for mobilising cities for energy and climate action The Covenant of Mayors is a formal commitment to go beyond the EU objectives in terms of reducing CO 2 emissions. The EU Energy for a Changing World package, adopted in 2007,commits the EU to reduce CO 2 emissions by 20% by 2020, as a result of: a 20% increase in energy efficiency, and a 20% share of renewable energy in the supply mix. To be achieved before 2020

16 What is expected from a CoM city Signing the Covenant commits the signatory to : Prepare a baseline emissions inventory Submit a Sustainable Energy Action Plan (SEAP) Submit an implementation report every 2 years after that Attend the annual Covenant of Mayors conference Share experience with other areas Promote the Covenant

17 Who can join the Covenant of Mayors? The covenant is aimed primarily at Cities, because: Over half of greenhouse gases are created in and by cities 80% of the population lives and works in cities Up to 80% of energy is consumed in cities In practice, to sign the Covenant you need to be the leader of a local authority or municipality: this may be an urban or rural authority, and of any size. 27 What regions can do The ENNEREG Project ENNEREG is a project supported by the Intelligent Energy Europe running 1 May May 2013 Overall objective: Develop sustainable energy action plans for European 12 regions in conjunction with implementation of specific sustainable energy measures 27

34 The European Sustainable Energy Campaign Sustainable Energy Europe is a networking and communications platform launched in 2005 by the European Commission offering visibility and institutional recognition to sustainable energy actors, projects and events. Extended to 2011, Sustainable Energy Europe aims to: Stimulate the necessary changes towards an increase in private investment in sustainable energy technologies Spread best practice and ensure a strong level of public awareness, understanding and support Enhance a communication and networking platform among key stakeholders in sustainable energy

38 Summary and prospects for Latvia Energy planning can be a tool for Latvian regions and cities to improve the environment and lowering energy costs A key EU initiative concerns Covenant of Mayors/CoM where so far five cities in Latvia are signatories Via CoM and related EU projects there are number of tools available that can help on how to manage the implementation process 38
