Challenges and lessons of integrated management in Gauja/Koiva river and Daugava/Dvina river Aija Caune Elita Kalniņa Environmental Protection Club (Latvia)

What initiatives have been done together A map with whole Gauja/Koiva river was made Existing quality assessment methods were compared between both countries Proposals were elaborated for changes to harmonise water quality assessment VAK participated in this cooperation and organised public awareness in press and in local municipalities as well as Cross border river clean up from barrage in the lenght of about 500 m

Gauja/Koiva river During the project Latvian and Estonian experts elaborated 6 case studies on Gauja/Koiva river to demonstrate criteria for point and diffuse pollution sources and hydromorphological changes in water bodies. Analysis of the point sources pollution loads and the resulting impact and diffuse pollution loads and the resulting impact (Latvian and Estonian case study report) Analysis of the loads of hydrological and morphological modifications from standing bodies of water and watercourses and the resulting impact (Latvian and Estonia case study report)

Lessons learned from Gauja/Koiva river management (Estonia/Latvia) It was a good cooperation example of coworking together on one river basin management and assessment between EU Member States, but on project basis and there is no continuity Scientists, policy makers and NGOs participated together although common management plan was not elaborated

Co operation on Daugava/Dvina Current status on Daugava/Dvina there is very weak evidence of our cooperation among Dvina/Daugava river basins on state level, as well as on non formal level There are few initiatives on scientific researches regarding biological diversity in Riča lake which is on Latvian/Belarussian border (These projects are carried out by Daugavpils University, which is situated almost on Latvian/Belarussian border), and is part of Daugava river basin.

Co operation examples in previous period EUROPEAN NEIGHBOURHOOD AND PARTNERSHIP INSTRUMENT CROSS BORDER COOPERATION PROGRAMME LATVIA LITHUANIA BELARUS had 3 projects with environmental importance: PROJECT I Cooperation of Civil Protection Systems In Emergencies, Arising from Transporting Dangerous Substances in the Transboundary Region of LatviaLithuania Belarus PROJECT 2 Establishment of Cross border Protected Nature Territory Augsdaugava Braslav Lakes and Creating Preconditions for Integrated Area Management Beneficiary: Nature Conservation Agency (Rezekne, Latvia) PROJECT 3 Set up of Joint Response System to Chemical and Oil Spills into River West Dvina (Daugava) in Winter Time cbc.eu/index.php?

Challenges for future co operation Different requirements/pollution measures/mechanisms for same river basin in different countries unification challenge Pollution monitoring on borders of Latvia/Belarussia and Belarussia/Russia (Dvina/Daugava), exchange of information among both countries on N, P, etc. involvement of society on river monitoring process for Dvina/Daugava

Co operation needed Cooperation flood risk plan compilation (if Belarus Daugava basin has one) Cooperation on the environmental impact assessment of the 4 planned hydroelectric power stations in Belarussian/ Latvian territory Natura 2000 Daugava upstream as well as on EIA on enermously big industrial pig farm

Challenges and opportunities for public participation and civil society engagement To initiate Daugava /Dvina river basin free from pig farms Pig free nature reserve Thank you for attention!
