1 Syria Market Monitoring Exercise Snapshot: October 217 OVERVIEW KEY FINDINGS The most significant trend was the near doubling of SMEB costs in besieged areas. While SMEB data collected was incomplete due to shortages and consequently the paucity of price data, the sudden increase in the price of key items in the past month is evident. The shortages of chicken and potatoes continued in multiple communities in Eastern Ghouta, with additional shortage of eggs and milk in. In addition, LPG continues to be unavailable in since May, with residents reportedly using wood and fuel processed from plastics as a substitute. The exchange rate for the three assessed currencies decreased this month, which resulted in decreasing prices of several assessed items. The median exchange rates for USD/SYP decreased by 1%, TRY/SYP by 1%, and JOD/SYP by 5% across assessed areas. SMEB cost changes greater than 1% were observed in 6 of the 57 subdistricts with comparable data between September and October. There were three subdistricts reporting a decrease of 1% or greater. Monitored commodities reflect those that are typically available, sold in markets and consumed by an average Syrian household including food items, non-food items, fuel, water and smartphone data. Between 16 and 23 October 217, a network of 12 NGOs involved in cash-based responses in Syria (CARE/Shafak, Concern, Danish Church Aid, GOAL, IRC, Mercy Corps, People in Need, REACH, Save the Children, Solidarités International and Violet) contributed data from 72 subdistricts spanning 11 governorates. For coverage, see the map on the left. Situation overviews and data sets from all months of the Market Monitoring Exercise are available on the REACH Resource Centre and are distributed to the broader humanitarian community. For additional details on methodology and shifts in coverage, please consult the appendix at the end of this document. CHALLENGES AND LIMITATIONS As the Syria Market Monitoring Exercise currently includes 13 partners based in 3 hubs, achieving a consistent approach is inherently challenging. Participating organisations are therefore requested to adopt harmonised data collection methodologies and tools to ensure that the data uploaded is as accurate as possible. Confirming commodity shortages in certain communities was difficult due to a lack of information about general market availability. When follow-ups were unable to confirm these shortages, this is stated in the text. Due to an escalation in the security situation and resultant operational constraints, Deir-ez-Zor could not be assessed in October. Given security and access constraints in the divided cities of Al-Hasakeh and Quamishli, markets on only one side of the city could be surveyed.

Spread of cheapest reported food prices 13 FOOD ITEMS Noteworthy price changes since October: Chicken (+9%) Salt (+22%) Cucumbers (+45%) Milk (+13%) Sugar (-7%) The median cheapest price of chicken increased by 62 SYP (+9%) to approximately 725 SYP/kg. While 16 subdistricts reported prices increases between +3% and +65%, 1 subdistricts reported decreases or no changes. The median cheapest price of salt increased by 14 SYP (+22%) to 75 SYP/5g. Janudiyeh, Ma arrat an Nu man and Badama subdistricts in Idlib Governorate saw increases of over %. The median cheapest price of cucumbers increased by 63 SYP (+45%) to SYP/kg. Among 26 subdistricts assessed, all but one reported an increase ranging from 12% to 129%. The median cheapest price of milk increased by 25 SYP (+13%) to 225 SYP/L. This ended two months of price decreases. The median price of sugar decreased by 25 SYP (-7%) to 35 SYP/kg. This continues a general trend of decreasing prices since February where the median price was approximately 43 SYP/kg. The median cheapest price for the remaining food items did not change notably from the previous month across the northwest. WATER The median cheapest rate for private water trucking services increased by.9 SYP to approximately.66 SYP/L. A significant price decrease was observed in six sub-districts, reporting a range between 7% and 84%. In parallel, nine subdistricts reported no change, and five reported increases with no consistent trends observable by district or governorate. Prices had previously fluctuated since May 217. The median cheapest price of manually refined diesel remained at approximately 25 SYP/L in the 21 subdistricts that reported prices on this item in September and October. The median cheapest price of dishwashing liquid increased by 112 SYP (6%) to approximately 3 SYP/L. Prices ranged from approximately to 6 SYP/L across subdistricts in the northwest. The median cheapest price of toothpaste increased by 31 SYP (21%) to approximately 3 SYP/g. Prices have been decreasing since they peaked in May 217 when median cheapest prices were approximately 5 SYP/kg. The median cheapest price for the remaining food items did not change notably from the previous month across the northeast. However, while the median milk price decreased by 21%, there was notable variations between subdistricts, with price decreases of over 5% reported in three subdistricts and price increased of over 5% reported in two. The median cheapest price of rice increased by 25 SYP (+1%) to approximately 5 SYP/ kg across 11 subdistricts that reported prices in September and October. The median cheapest prices of cucumbers increased by 1 SYP (+7%) to approximately 16 SYP/kg. The median cheapest price in all reporting subdistricts varied between 15- SYP/kg in October. The median cheapest prices of chicken increased by 5 SYP (+7%) to approximately 75 SYP/kg. There were no systematic changes in SMEB costs between September and October among the 17 subdistricts with comparable coverage for both months. While the median SMEB cost did not notably change, there was notable variations between subdistricts, with changes ranging between -19% and +7%. No subdistricts in Al-Hasakeh governorate reported water trucking data, so all have incomplete SMEB costs. Data collection partners reported that this method of water access is rare due to the availability of piped water there. Of the 18 assessed subdistricts, 6 reported an increase between 7% and %. While no subdistricts reported a decrease in prices, 11 reported no change in prices. The median cheapest price of sugar decreased by 35 SYP (-11%) to 29 SYP/kg. This continues a trend of generally declining prices observed in the region since April 217. However, two subdistricts reported moderate increases in price, while one subdistrict reported no changes. The median cheapest price of lentils increased by 32 SYP (+9%) to 382 SYP/kg. This appears to break the trend of declining prices that has been observed since July 217. However, 6 of the 17 assessed subdistricts conversely reported a decrease in price ranging from 3% to 25%, and 4 subdistricts reported no changes. The median cheapest price of cucumbers 5 ($1.) Decreases were reported in all assessed subdistricts except Quneitra, Jasim and Qudsiya, which saw increases ranging from 1 to 6%. The median cheapest price of manually refined diesel decreased by 5 SYP (-11%) to 4 SYP/L in the south. This trend was observed across all subdistricts except Babella that saw no changes and Damascus where prices increased by 2%. HYGIENE AND SANITATION ITEMS The median cheapest price of dishwashing liquid increased by 37 SYP (+11%) to 387 SYP/L. However, 6 of the 12 subdistricts reported declining prices. The median cheapest price of laundry soap decreased by 96 SYP (16%) to 5 SYP/kg. Of the 18 assessed subdistricts, 1 reported decreases between 3% and 36%, while the rest reported no or minimal changes. SMEB (SURVIVAL MINIMUM EXPENDITURE BASKET) The median cost of a complete SMEB in southern Syria was 66, SYP ( USD). 11 Besieged Communities and Appendix APPENDIX WHAT IS THE CASH-BASED RESPONSES TECHNICAL WORKING GROUP? The Technical Working Group (CBR TWG) was established in March 214 to analyse the impact of the ongoing conflict on markets in Syria and guide the implementation of humanitarian cash and voucher programmes within those markets. REACH and the CBR TWG have been partners on the Syria Market Monitoring Exercise since early 215. Since February 217, the exercise expanded coverage into the south, bringing monthly market assessments to communities in Damascus, Rural Damascus, Dar a and Quneitra governorates. Overview Syria Market Monitoring Exercise partners collect data from eight currently besieged communities across three subdistricts. Confirmed Shortages Sub-district Item SMEB: Chicken, eggs, milk and potatoes SMEB: Chicken and potatoes SMEB: Cooking Fuel (LPG), potatoes and chicken ADDITIONAL INFORMATION ON METHODOLOGY To be included in the Syria Market Monitoring Exercise, markets must be permanent in nature, large enough to support at least two wholesalers, and diverse enough to provide a sufficient variety of goods and commodities. The shops surveyed within each market must be housed in permanent structures and must sell certain items to be eligible for inclusion. Participating organisations train their enumerators on the Market Monitoring methodology and data collection tools using standard training materials developed by REACH. Each enumerator aims to assess three to five shops of each type in the main market in their assigned subdistrict, using surveys to collect information about prices, current product inventory and the time needed to replace current stocks. In subdistricts where direct surveying by enumerators is not possible, such as Lattakia and Deir-ez-Zor, data collection is conducted remotely through key informants such as shop owners, suppliers and consumers. Five survey forms are deployed on KoBo each month to capture price and stock information from different types of establishments, including grocery stores, fuel traders, currency exchange shops, water trucking services and mobile phone shops, among others. Nearly all participating partners submit their data to these KoBo forms, using the KoBoCollect Android app to upload data. A small number of partners, by prior permission, collect data using fully harmonised data collection tools deployed on other platforms, then submit their raw data to REACH for standardisation, compilation and cleaning. Following data collection, REACH compiles and cleans all partners data, normalising prices and cross-checking outliers. The cleaned data is then analysed by commodity and by subdistrict. Prices are divided into quartiles and boxplots are created to help CBR TWG members understand the distribution of prices. To illustrate local variations in prices and availability, REACH uses the collected data to map the price of an SMEB in each subdistrict. The cleaned data sets are available on the REACH Resource Centre and are distributed to all participating partners, as well as to interested clusters and the broader humanitarian community. CALCULATION OF MEDIAN CHEAPEST PRICE This figure is calculated by taking the median of the minimum-reported prices of a region s sub-districts. In turn, the minimum-reported prices for each subdistrict was taken from the median of the minimumreported prices of the constituent shops assessed. CALCULATION OF SURVIVAL MINIMUM EXPENDITURE BASKET (SMEB) COSTS The cost of a SMEB is calculated for each assessed subdistrict by calculating the median cheapest price of each SMEB commodity in that subdistrict, then multiplying these medians by the number of units that an average Syrian household requires to purchase in a month.
