1 PRE-FEASIBILITY REPORT 1.0 EXECUTIVE SUMMARY M/s Arti Chemical Industries is a project located at Plot No. E-22, Vilayat G.I.D.C. Tal: Vagra area of Bharuch district in Gujarat. M/s Arti Chemical Industries plan to manufacture Different types of PVC Stabilizer & Lubricators. The project falls under category B, section 5(f) of EIA notification 2006 and amendment thereof. The site is well connected with road and railway, nearest city Bharuch located at distance of km. There is no forest, national park, wildlife sanctuary, eco sensitive areas in surrounding 10 km radius. The project doesn t fall under CRZ boundaries. 2.0 INTRODUCTION OF THE PROJECT BACKGROUND INFORMATION 2.1 Identification of project and project proponent. M/s Arti Chemical Industries is a project located at Plot No. E-22, Vilayat G.I.D.C. Tal: Vagra area of Bharuch district in Gujarat The total area proposed by project is 8400 m2. M/s Arti Chemical Industries is promoted by Mr. Nainesh Shah. The promoter s plan to manufacture Different types of PVC Stabilizer & Lubricators. 2.2 Brief description of nature of the project. The project falls under category B, section 5(f) of EIA notification September 2006 and amendment thereof. Hence Environmental Clearance is applicable to the proposed project. 2.3 Need for the project and its importance to the country and or region The demand for products intended to be manufacture is increasing in the country by setting up this unit M/s. Arti Chemical Industries will be able to meet the demand of various products locally. The unit will use good faith efforts to employ local people from the nearby villages depending upon the availability of skilled & un-skilled man-power surrounding the project site. In operation phase, the proposed project would require significant work force of non-technical and technical persons. 2.4 Demand-Supply Gap The gap between demand and availability of PVC Stabiliser & Lubricators is likely to increase over the years. The growing demand and supply gap would require increasing 1

2 emphasis to be given to the exploration and production sector. This calls for such projects which can help in bridging the gap. 2.5 Imports. Indigenous production Raw materials purchase from indigenous production. This helps in the economic development of the country at some level. 2.6 Export Possibility The proposal does not involve any export possibility. 2.7 Domestic/export Markets Our products have good demand in local / national markets. 2.8 Employment Generation (Direct and Indirect) due to the project The project will give direct employment to local people based on qualification and requirement. In addition to direct employment, indirect employment shall generate ancillary business to some extent for the local population. In operation phase, the proposed project would require significant work force of non-technical and technical persons. 3.0 PROJECT DESCRIPTION 3.1 Type of project including interlinked and interdependent projects, if any. 4 Figure 2: Plant Layout 3.3 Details o f a l t e r n a t e s i t e s considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted. No alternative site study will be carried out as proposed project will be located in a well-developed industrial Vilayat. Major factors involved in the selection of site are listed below: Proposed project site is within the Vilayat Notified Area. The project site is located on level ground, which does not require any major land filling for area grading work. Proximity to Raw Material suppliers. Site is very well connected by road and railway. Availability of Power, Water, etc. 4

We shall procure the raw material from domestic market by roads. Finished Product will be transported using roadways. 6 3.7 Resource optimization should be briefly outlined. Not Applicable / recycling and reuse envisaged in the project, if any, 3.8 Availability of water its source, Energy/power requirement and source should be given. Water Source: The source of water for the project shall meet through GIDC Vilayat. Total water requirement for the proposed project will be 2.80 KLD. The total waste water generations from Industrial activity shall be Nil. 640 Lit/day domestic wastewater shall be disposed through septic tank & soakpit. Details of water consumption and waste water generation are g iven bel ow. Imported Coal will be used as a fuel for Thermic Fluid Heater. The total power & fuel requirement for the proposed project are given below: 6

Land use: Industrial purpose for project is to manufacture different types of PVC Stabiliser & Lubricators. Land Ownership: Partner. 4.3 Topography (along with map). The topography map of the area shall be provided at a later stage. 8

9 4.4 Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ)), shortest distances from the periphery of the project to periphery of the forests, national park, wildlife sanctuary, eco sensitive areas, water bodies (distance from HFL of the river),crz. In case of the notified industrial area, a copy of the Gazette notification should be given. The project falls inside the notified industrial area, Vilayat. There is no forest, national park, wildlife sanctuary, eco sensitive areas insurrounding10km of the plant boundary. CRZ is not applicable to the project. 4.5 Existing Infrastructure No existing infrastructure at proposed site. 4.6 Soil Classification It shall be incorporated in EIA studies. 4.7 Climatic data from secondary sources. Proposed project site is fall under seismic zone III which is not highly earthquake prone area. The climate in this area varies from dry sub humid to moist sub humid. The rain fall is erratic, unimodal and monsoon temporally variable. Average annual rainfall of the area is 712 mm. 4.8 Social infrastructure available. Depending on the growth of the company the required social infrastructure will be provided. 5.0 PLANNING BRIEF 5.1 Planning Concept (type of industries, facilities, transportation etc) Town and Country planning/development authority classification. Assessment of Infrastructure Demand (Physical & Social) On the basis of the preliminary site visit, the infrastructure demand in the villages was assessed on the basis of need and priority. Employment would be as per prevailing norms of state government for skilled and unskilled people for the project activity. 5.5Amenities/Facilities Proper site services such as First Aid, Canteen, Drinking Water, Maintenance Workshop, etc. will be provided to the workers. It is proposed to construct one room for labor. 6.0 PROPOSED INFRASTRUCTURE 6.1 Industrial Area (Processing Area) Processing Area (Plant facilities, R&D, ETP Area and Utility Services) Area: 1850 m Residential Area (Non Processing Area) Non Processing Area (Greenbelt, Raw material storage area, Admin and open area). Area: 2985 m Green Belt Total 920 m2 land area at site; 6.4 Social Infrastructure Depending on the growth of the company the required social infrastructure will be provided. 10

11 6.5 Connectivity (Traffic and Transportation Road/Rail/Metro/Waterways etc) Road and railways are very close to the working site. There is no proposal to make any new kind of connectivity. 6.6 Drinking water Management (Source &Supply of water) Water for drinking and operations will be 6.80 KLD, which will be met from GIDC Vilayat water pipeline. 6.7 Sewerage System Domestic waste water will be treated into septic tank followed by soak pit. 6.8 Industrial Waste Management Not Applicable 6.9 Solid Waste Management Ash will be generated and will be sold to brick or cement manufacturer Power Requirement & Supply/Source Electricity shall be obtained from DGVCL. The total power requirement for the proposed project is 500 kw. 7.0 REHABILITATION AND RESETTLEMENT(R & R) PLAN 7.1 Policy to be adopted (Central/state) in respect of the project affected persons including homeoustees, landoustees and land less laborers. Not Applicable because the project site within the Vilayat GIDC. 8.0 PROJECT SCHEDULE &COST ESTIMATES 8.1 Likely date of start of construction and likely date of completion (Time schedule for the project to be given). We shall start construction after getting environmental clearance and consent to establish from SPCB. 8.2 Estimated Project cost along with analysis in terms of economic viability of the project. Total Project Cost for project activity is Rs lacs. 11

12 9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS) 9.1 Financial and social benefits with special emphasis on the benefit to be local people including tribal population, if any, in the area. The project will be prove time by time for beneficial to the people as the company progress and expands its activity. By CSR activity company management will committed to improve infrastructural facilities for the local people like Educational facilities, Medical facilities, and Transportation facilities etc. as well the local people especially tribal population will be taken as employers which will improve the socio economic environment of the area. *********************************** 12
