3 Agenda Note for Connectivity Applications in Southern Region as per CERC Regulations, 2009 Connectivity to Inter-State Transmission System (ISTS) for generation projects in Southern Region under CERC Regulations, 2009 In accordance with CERC regulations 2009, following IPP generation developers has applied for Connectivity of their proposed Generation projects. Feb, 2015 Total 10,520 The Connectivity to ISTS for above IPP generation projects is proposed to be granted as explained below. East Godavari Dist., Andhra Pradesh The availability of Natural Gas in Krishna-Godavari river basin has facilitated the establishment of number of IPP Natural Gas based generation projects in Vemagiri area of East Godavari Dist. in Andhra Pradesh. Presently there are 7 numbers of IPP generation projects under operation and meeting the load requirements of the State of Andhra Pradesh. For this APTRANSCO has established a 400/220kV pooling station at Vemagiri & bringing the power from these IPP generation projects. These IPP generation projects are connected to Vemagiri (APTRANSCO) at 400kV level like GVK (Jegurupadu) Phase-II (220MW), Vemagiri Power (370MW), Konaseema (434MW) & GVK Gautami (Samalkot) (464MW). The other three 3 numbers of IPP generation projects are connected through 220kV line & meeting the local load Page-1 of 10

4 requirement of the area, they are GVK (Jegurupadu) Phase-I (217MW), Spectrum Power (208MW) & Reliance Energy (220MW). GVK & Reliance Vemagiri 400kV S/s GVK & RVK Further availability of the Natural Gas as fuel has attracted the IPP developers for expansion of their generation plants with additional units. These IPP developers have applied for Connectivity to Inter-State Transmission System (ISTS) under CERC Regulations, Earlier GMR Energy have already been granted Connectivity to ISTS through GMR switchyard Khammam 400kV quad D/c line as well as granted Long Term Access, however beyond Khammam additional strengthening is to be identified, if required, and GMR Energy & other IPP shall share the transmission charges. Further in addition to GMR Energy, IPP generation developers located in the Vemagiri area as mentioned in the Table above at Sl. No. 1 to 6 have also applied for Connectivity to ISTS. From the Vicinity map it may be seen that these generation projects are located very nearby to each other, even some of them share the boundary walls. Therefore looking into the additional connectivity applications of 6860MW natural gas based generation in the vicinity, it proposed for establishment of 2 nd 400kV pooling station in Vemagiri area through LILO of Gazuwaka Vijayawada 400kV S/c line with the provision of 765kV level upgradation in addition to the existing Vemagiri (APTRANSCO) to pool the power from these IPP generation projects. The pooled power can further be evacuated to supply different load centers Page-2 of 10

5 through 765kV lines which may be planned subsequently once these IPP developers apply for Long Term Access. The charges towards establishment of Vemagiri Pooling Station-II shall be shared by the IPP developer located in East Godavari Dist, Andhra Pradesh. Here it is pertinent to mention that Grant of Connectivity to ISTS as per CERC Regulations, 2009, shall not entitle an applicant to interchange any power transfer with the grid unless it obtains long-term access, medium-term open access or shortterm open access. Looking above into view some of the generation expansion which are connected at 400kV level may be granted connectivity through bus extension of the existing generation switchyard, which later on may be inter-connected to Vemagiri pooling station-ii once they apply for Long Term Access. 1. Connectivity of M/s GVK Gautami Power Ltd. (800 MW) M/s GVK Gautami is having an existing gas based power plant of 464MW at Samalkot in the East Godavari Dist. of Andhra Pradesh under operation. This power plant is connected to Southern Region grid at Vemagiri (APTRANSCO) 400/220kV substation through 400kV D/c line. Now M/s GVK Gautami is planning for expansion through a Natural Gas based power plant of 800MW capacity within the same area. Therefore, looking into the feasibility, the connectivity of this power plant is proposed through bus extension of the existing generation to the proposed expansion generation. Connectivity of 800 MW generation of M/s GVK Gautami Power Ltd. to ISTS through bus extension of existing power plant is granted, subject to: Bus reactor of 1x80 MVAR at generation switchyard. 6 2. Connectivity of M/s GVK Power (Jegurupadu) Pvt. Ltd. (800 MW) M/s GVK Power (Jegurupadu) is operating an existing gas based power plant Phase-I of 217 MW & Phase-II of 220MW at Jegurupadu in the East Godavari Dist. of Andhra Pradesh. The phase-i is connected to SR grid through 220KV D/c line to Bommur (APTRANSCO) substation. However phase-ii is connected to SR grid through 400kV D/c line to Vemagiri (APTRANSCO) substation. Further M/s GVK Power (Jegurupadu) has proposed for expansion of its existing power plant through 800MW Natural Gas based capacity. Therefore, the connectivity of the expansion power plant is proposed through LILO of one circuit of existing GVK Power Vemagiri 400kV D/c line or bus extension of existing phase-ii generation which ever is feasible. Connectivity of 800 MW expansion generation of M/s GVK Power (Jegurupadu) Pvt. Ltd. to ISTS through LILO of one circuit of existing GVK Power Vemagiri 400kV D/c line or bus extension of existing phase-ii generation which ever is feasible is granted, subject to: Bus reactor of 1x80 MVAR at generation switchyard. 7 3. Connectivity of M/s Spectrum Power Generation Ltd. (1400 MW) M/s Spectrum Power is proposing to setup a Natural Gas based power plant of 1400MW capacity in the East Godavari Dist. of Andhra Pradesh. The connectivity of M/s Spectrum Power is proposed through 400kV (Quad) D/c line from generation project to proposed 400kV Vemagiri Pooling Station-II (as explained above). Connectivity of 1400 MW generation of M/s Spectrum Power Generation Ltd. to ISTS through 400kV (Quad) D/c line from Generation switchyard to Vemagiri Pooling Station-II is granted, subject to: Bus reactor of 1x125 MVAR at generation switchyard. 4. Connectivity of M/s Rajanagarm Gas Power Pvt. Ltd. (1100 MW) M/s Rajanagarm Gas Power Pvt. Ltd. has proposed to setup a Natural gas based power plant of 1100MW capacity in the East Godavari Dist. of Andhra Pradesh. The Page-5 of 10

8 connectivity of this power plant is proposed through 400kV (Quad) D/c line from M/s Rajanagaram Power to 400kV Vemagiri Pooling Station-II (as explained above). Connectivity of 1100 MW generation of M/s Rajanagarm Gas Power Pvt. Ltd. to ISTS through 400kV (Quad) D/c line from Generation switchyard to Vemagiri Pooling Station-II is granted, subject to: Bus reactor of 1x125 MVAR at generation switchyard. 5. Connectivity of M/s Reliance Infrastructure Limited (2400 MW) M/s Reliance Energy is having an existing combined cycle power plant of 220MW at Samalkot in the East Godavari Dist. of Andhra Pradesh under operation. This power plant is connected to AP grid through 220kV lines. Further M/s Reliance Infrastructure Limited is planning for Natural Gas based expansion in Phase-I (1200MW) by September, 2012 & Phase-I (1200MW) by September, 2013 within the same area. The connectivity of this power plant is proposed through 400kV (Quad) D/c line from M/s Reliance Infrastructure Limited to 400kV Vemagiri Pooling Station- II (as explained above). Connectivity of 2400 MW generation of M/s Reliance Infrastructure Limited to ISTS through 400kV (Quad) D/c line from Generation switchyard to Vemagiri Pooling Station-II is granted, subject to: Page-6 of 10

9 Bus reactor of 1x125 MVAR at generation switchyard. 6. Connectivity of M/s RVK Energy (Rajahmundry) Pvt. Ltd. (360 MW) M/s RVK Energy (Rajahmundry) Pvt. Ltd. has proposed expansion of 486 MW Combined Cycle gas based power plant of its ongoing 50MW power plant at Jegurupadu in the East Godavari Dist. of Andhra Pradesh. The IPP developer have applied connectivity to ISTS for 360MW from the proposed power plant. The connectivity of this power plant is proposed through dedicated 400kV D/c line from M/s RVK Energy (Rajahmundry) Pvt. Ltd. to 400kV Vemagiri Pooling Station-II (as explained above) which is under the scope of IPP developer. Connectivity for 360 MW generation of M/s RVK Energy (Rajahmundry) Pvt. Ltd. to ISTS through dedicated 400kV D/c line from Generation switchyard to Vemagiri Pooling Station-II is granted, subject to: Bus reactor of 1x80 MVAR at generation switchyard. The dedicated line shall be implemented by the applicant / IPP developer. Page-7 of 10

10 7. Connectivity of M/s. Sheshadri Power & Infrastructure (P) Ltd. (1320 MW) M/s Sheshadri Power has proposed to setup a thermal power plant of 1320 MW capacity in the Mahabubnagar District of Andhra Pradesh. The connectivity of this plant is proposed through 400kV (quad) D/c line from Sheshadri Power to 765/400kV Raichur new substation. Connectivity of 1320MW generation of M/s Sheshadri Power & Infrastructure (P) Ltd. to ISTS by 400kV (quad) D/c line from Generation switchyard to 765/400kV Raichur new substation is granted, subject to: Bus reactor of 1x125 MVAR at generation switchyard. 11 8. Connectivity of M/s Simhapuri Energy Pvt. Ltd. (1235 MW) M/s Simhapuri Energy Pvt. Ltd. is constructing a coal based power plant of 1320MW at Nellore Dist. in Andhra Pradesh. In this complex, POWERGRID has already granted Long Term Open Access to Simhapuri (491MW) & Meenakshi (546MW) and it shall be connected to Southern Region grid through a 400kV D/c quad line at Nellore (POWERGRID). Further M/s Simhapuri Energy Pvt. Ltd. is planning for expansion of the under construction power plant through 2x660MW capacity within the same area. Therefore, the connectivity of this power plant is proposed through bus extension of the under construction generation to the proposed expansion generation. Connectivity of 1235 MW generation of M/s Simhapuri Energy Pvt. Ltd. to ISTS through bus extension of existing power plant is granted, subject to: Bus reactor of 1x125 MVAR at generation switchyard. 9. Connectivity of M/s. North Chennai Power Co. Ltd. (1105 MW) M/s North Chennai Power Co. Ltd. has proposed to setup an imported coal based thermal power plant of 2x600 MW capacity at Tiruvallu Dist. of Tamil Nadu. The connectivity of this plant is proposed through 400kV (quad) D/c line from North Chennai Power to proposed 400kV Tiruvalem POWERGRID substation. Page-9 of 10

12 Connectivity of 1105MW generation of M/s North Chennai Power Co. Ltd. to ISTS by 400kV (quad) D/c line from Generation switchyard to 400kV Tiruvalam POWERGRID substation is granted, subject to: Bus reactor of 1x125 MVAR at generation switchyard. As per the CERC regulations, 2009, if the applicant opts for construction of dedicated transmission through POWERGRID, then the applicant shall have to sign separate Transmission Agreement for bearing its charges & shall also be require to submit Bank Rs. 2.5 Lakhs (for less then 20 kms of dedicated line) Rs. 5 Lakhs (for more then 20 kms of dedicated line) per MW of connectivity applied. Southern Region constituents may forward their comments if any on the connectivity to above generation projects within 15 days. Page-10 of 10
