1 WELCOME Thank you for taking the time to come along and view our proposals for Merrylees Industrial Estate. About Flogas We re a leading LPG (Liquefied Petroleum Gas) supplier with more than 30 years experience providing reliable, affordable energy solutions to customers across the UK. Flogas Britain, a Leicestershire based company, was founded in 1984 and we ve since evolved to become one of Europe s leading LPG suppliers, with a presence in Britain, Republic of Ireland, Northern Ireland, Sweden, Norway, Belgium and the Netherlands as part of the FTSE 100-listed DCC Plc a large Irish company with an annual turnover of 11 billion. That said, we re still a small company at heart, and looking after our customers individual needs remains our top priority. This Public Exhibition The project team has been developing plans for the site on Merrylees Industrial Estate, which housed a similar facility from 1984 to As part of our commitment to community engagement, we have organised today s event to update the local community on the details of the scheme, including the on-site safety infrastructure. 2 THE SITE The site About Merrylees Industrial Estate The Site s History Merrylees Industrial Estate in Desford hosts more than 10 local businesses, from autobody centres to food products to manufacturing. It is surrounded by woodland, fields and agricultural land, while the nearest settlements are approximately a mile away (as the crow flies) from the site. The site was used by Flogas for a similar purpose to the current proposals between 1984 and 2007, before Flogas moved to a larger facility in Birmingham. The site housed storage and distribution facilities for LPG as well as a small office unit to the south of the site. The Brickworks and Clay quarry lie to the north and west and a freight railway line lies to the east. To the south there are existing buildings used for employment. The site is therefore well suited to this kind of operation. The Site Today The site is currently vacant and partly derelict after Flogas relocated in 2007 to Syston and Birmingham. There are a number of existing bases for pipes, the switch room and fire ponds which are in a condition that can be re-used in any future development. 3 THE PROPOSALS CGI of the proposed development from the East The Proposals The proposed new facility will store up to 1,400 tonnes of LPG and up to 120 tonnes of liquefied natural gas (LNG) for use by home and business users. The existing buildings will be demolished and replaced by a new one-storey office building and a cylinder-filling building. There will also be associated infrastructure, including storage tanks and parking. Because of its location, and screening around the site, there will be minimal visual impact on the surrounding area. Activity on Site The main activity at the site will be: Bulk unloading of LPG into the site storage tanks by road tanker Bulk loading from the storage tanks to smaller road tankers to distribute to the surrounding areas Receipt and refilling of empty LPG cylinders Outbound transport of full LPG cylinders by truck to other Flogas sites and customers Parking facility for LPG and LNG tankers Degassing facility The site will be in operation 24 hours per day. Licence number KEY: = 7.5 Tonnes Weight Limit except for loading = HGV route = Site location Proposed HGV route Site Access Access to the site is via the existing access to Merrylees Industrial Estate: via an existing private road (The Sidings), which joins with Merrylees Road. We propose that HGV traffic coming from the site will be from the B585 via Heath Road and Merrylees Road, then travel north towards the A511 and Junction 22 of the M1. Both the B585 and the A511 are recommended HGV routes. Traffic coming to the site will follow the same route in the opposite direction. Trip Generation Because it is currently unused, there will be an increase in traffic coming to and from the site. However, there will only be a small increase in vehicle movements compared to when the site was previously in use. We estimate that there will be: Construction Management Plan As part of our commitment to minimise disruption during the construction phase, a full construction management plan will be in place. We will work closely with Leicestershire County Council (the local Highways Authority) to create a plan that reduces the impact on surrounding roads and keeps noise and air pollution to a minimum. We expect construction working hours to be: on Monday to Friday on Saturdays 25 two-way HGV movements per day (i.e. 25 in and 25 out) 25 two-way car movements per day (i.e. 25 in and 25 out) This amounts to an additional 10 car movements and 30 HGV movements per day compared to when the site was in used in These will be spread out over a 24-hour period but will peak between 6am to 8am and 2pm to 4pm, so will not interfere with local peak traffic times. Parking All car and truck parking will be contained onsite, and sufficient parking spaces have been created to ensure there is no overspill onto Merrylees Industrial Estate. Site entrance

5 SAFETY Site Safety Safety is of the upmost importance to, and a core value of, Flogas, who understand that local residents will be keen to find out about the safety implications of the proposals. The scheme has been designed with safety in mind for both staff and those who live and work in the surrounding area. Risk of Incident We have already undertaken modelling on the likelihood of incidents that extend beyond the boundaries of the site. This modelling has shown that the likelihood of an event that sees a risk to people outside the site is 1 in 10,000 years and would only affect those within 10m of the eastern and western boundaries of the site. We are not aware of any serious incidents that took place while we operated from the site between 1984 and Safety Measures The highest risk area on the site is around the storage tanks and loading facility. The storage tanks will be buried underground. A large deluge lagoon and water pumps will be located next to the storage area and will act as the initial fire defence system. The only boundary with occupied buildings is to the south. However, there will be no actual operations or storage near this point. 6 ENVIRONMENTAL PROTECTION Habitats and Wildlife Ecological surveys have been undertaken to establish the impact of the proposals on local wildlife and habitats, including bats, birds, flora and reptiles. The studies find that there will be limited impact on wildlife and flora given that the site is largely hardstanding and therefore provides limited opportunities for breeding. We will be providing a buffer to the woodland to the north and will conduct additional surveys and look at mitigation and relocation measures where necessary. Opportunities for biodiversity enhancement, including bat and bird boxes, are included in our plans. In addition, once the site is operational we will ensure that there is no impact on local wildlife as a result of our use. Noise and Light Pollution There is the potential for the operations and access to the site by HGVs to give rise to noise. A noise assessment has been carried out on a worst case 24-hour operation basis. The assessment finds that the main source of noise on site would be from the LPG pumps at the northern end of the site. The pumps will be surrounded by an acoustic enclosure that will ensure that this part of the site will not give rise to a noise nuisance. We will implement a Travel Policy to ensure that drivers drive with due care and attention to local residents, particularly during the night time period. On site plant and vehicles will be fitted with white noise reversing alarms to further reduce noise. Light pollution can be a problem for local residents and local wildlife. For health and safety reasons it will be necessary to install lighting on the site, but low LED lighting and lighting column shields that direct light onto the site will be used. Flood Risk and Drainage We have also considered the impact the redevelopment of the site will have on flood risk and drainage. The site is located within an area at low risk of flooding, but the underlying clay means that surface water needs to be managed. There is an existing private surface water sewer running through the site which will be used to drain existing concreted areas. The proposed parking areas will also be concreted and will drain into a balancing pond, via an interceptor and then to the existing sewer. This drainage system will ensure that there will be no increased water run-off from the development. Operational controls Future operation of the site would be controlled by planning conditions.

7 BENEFITS OF THE PROPOSALS We are committed to ensuring that our development will be a positive one for the local community, bringing an underutilised site back into use. Bringing the site back into use will provide a number of benefits including: Appropriate site: Making best-use of a derelict, brownfield site, therefore protecting nearby green spaces New jobs: Approximately 44 new jobs, from managerial roles to supervisors, drivers and plant operatives Operational spending locally: The annual budget for operational costs associated with the site is likely to exceed 2 million per year, much of which will be spent with local shops and suppliers Construction spending locally: More than 5 million will be spent on the construction phase, including on local subcontractors New tax revenue: Business rates estimated at 78,500 per annum
