5 1.0 INTRODUCTION In accordance with Schedule D of the Wastewater Discharge Licence Ref No D , the following Annual Environmental Report covers the period January 2011 to December This is the first Annual Environmental Report submitted to the Agency for the Delvin Wastewater Treatment Plant and agglomerations. The format of the report has taken into consideration the Environmental Protection Agency Guidance Document on the Preparation of the 2011 Annual Environmental Report (A.E.R.) for Waste Water Discharge Licences. 2.0 Executive Summary This Annual Environmental Report relates to the requirements of the Discharge Licence Ref D for the Delvin Town and agglomeration. The design population equivalent (P.E.) of the Delvin Wastewater Plant is 1,250 and the actual measured organic population equivalent for 2011 is 950. The Delvin network consists of a 225mm diameter combined sewer. The treatment plant, located in the townland of Southhill, consists of an extended aeration, activated sludge process with denitrification and chemical phosphorus removal. The primary discharge from the treatment plant is to the River Stonyford. The Delvin agglomeration is situated to the northeast of county Westmeath and incorporates the majority of the village of Delvin. The waste water treatment plant (WWTP) is sited close to and discharges to the Stonyford River. A Wastewater Discharge Licence was granted by the Environmental Protection Agency (EPA) to Westmeath County Council for the Delvin WWTP on 15 th December, Under Condition 6 of the granted licence, an Annual Environmental Report shall be submitted to the EPA by the 28 th February of each year. This report is the first Annual Environmental Report completed for the Delvin WWTP under the granted licence D Discharge from the Agglomeration The following section of the report is a synopsis of the monitoring results from discharges that are monitored in accordance with the discharge licence D Influent Monitoring In accordance with condition 4 schedule B: Monitoring of influent. Appendix 1 presents the influent monitoring data for the period January 2011 to December 2011 The average monthly flows and quality of the influent are presented in Appendix 3.The results show the Delvin Wastewater Treatment plant has an daily average flow of 388 m3/d and a hydraulic population equivalent (P.E.) of 1, Effluent Monitoring. In accordance with condition 4 schedule B: Monitoring of the Effluent. Appendix 3 presents the effluent monitoring data for the period January 2011 to December A total of 12 samples were taken of the final effluent during 4

6 the period January 2011-December During the sampling period nine of the samples exceeded the emission limit values 6 for orthophosphate, 2 Suspended Solid and 1 for COD. All these excedences occurred before the license was issued and therefore where not notified to the EPA 3.3 Ambient Monitoring of the Receiving Water The ambient monitoring of the receiving water was carried out in accordance with Schedule B4: of the Wastewater Discharge Licence D The results are presented in Appendix 4, upstream monitoring data for sampling station asw1u and the downstream monitoring data for sampling station asw1d. The arithmetic mean for the water quality parameters tested indicate that the receiving water upstream of the primary discharge point is in compliance with the good water quality status of the European Communities Environmental Objectives ( Surface Waters) Regulations, 2009 (S.I. No 272 of 2009) and results show that the arithmetic mean for the parameters tested downstream of the primary discharge show that the primary discharge point is have a very slight to negligible impact on surface water quality of the Stonyford River. 3.4: Mass Loadings. The monthly mass loadings from the primary discharge point to the river Stonyford are presented in Table 1. 7 3.5 Waste Water Treatment Plant Efficiency Table 2, presents the treatment efficiency for the Delvin Wastewater Treatment plant. Pollutant Release and Transfer Register (P.R.T.R.) report is not required since the WWTP was newly licensed in Q4 of Pollutant Release and Transfer Register Proposal for Current Year. Introduction The following section of the report is includes an assessment of the organic and hydraulic treatment capacity with the wastewater works, storm water overflow identification and the progress report on the program of improvements previously submitted to the Agency as part of the wastewater discharge licence application process Treatment Capacity The Average daily flow at the Delvin WWTP was 388m³/day with the average strength of the influent in terms of BOD was 147mg/l for results taken in The Urban Waste Water Treatment Regulations define that one population Equivalent (PE) is equal to 60g of BOD. There was no development or infrastructural works carried out during the AER period January 2011 to December ENVIRONMENTAL LIABILITY AND FINANCIAL PROVISIONS 6.1 Environmental Liabilities Risk Assessment (ELRA) There are no additional measures adopted during the reporting period. Under condition of the granted WWDL Environmental Liabilities Risk Assessment is required to be completed and included in the AER report. This report is due to be submitted as part of the 2012 AER and is to be submitted to the Agency by 28 th February LICENCE SPECIFIC REPORTS 7.1 Development/Infrastructural Works Summary In accordance with condition 5.1 this report is due to be submitted as part of the 2012 AER and is to be submitted to the Agency by 28 th February Screening for Priority Substances Screening for Priority Substance report is not required since the WWTP was newly licensed in Q4 of Improvement Programme Requirements. There are no specified Improvement programs in Schedule C of the license. 8
