5 Proposed Deicing ELG Rule Deicing effluent limitation guideline under development by EPA since 2004, including industry surveys, visits, sampling, information collection. Proposed regulation published on August 28, Comments due February 26, 2010 (after granting 60-day extension). 5

6 ELG Collection and Treatment Requirements >1,000 annual scheduled commercial jet departures = essential urea ban >10,000 annual departures <460,000 gallons annual ADF = 20% collection (GRV) + COD limit for discharges (AFBR) 460,000 gallons annual ADF = 60% collection (Pad) + COD limit for discharges (AFBR) EPA assumes 80% Type I and 10% Type IV is available for collection. 6

7 Overview of ACI-NA Final Comments Scope: Base on factors reflecting actual ADF use (e.g., climate, geography) rather than departures Include a de minimus threshold (e.g., 100,000 gallons annual ADF usage). Identified best available technology is not available at all airports (e.g., land constrained airports). Operational and safety impacts were ignored. 7

8 Overview of ACI-NA Final Comments EPA overestimated the environmental benefits of its proposal. EPA underestimated the costs of its proposal. 8

15 Implementation of NextGen Procedures RNP/RNAV procedures can provide environmental benefits through reduced emissions, fuel burn, and noise. Concentrating flights can have unforeseen consequences. Consultation with airports and communities is critical. 15

16 ACI-NA s Role in Sustainability Providing a forum for information sharing and educating. Recognize and encourage adoption of sustainable practices. Collaborated with other associations and FAA to develop a compendium of sustainability practices (SAGA). Examining next steps in airport sustainability tools (e.g., metrics - GRI). Provides a comprehensive, searchable resource that can be tailored to the unique requirements of individual airports. Identifies measures applicable to airports of all sizes and includes all airport activities capital improvement programs, routine maintenance, and daily operations. 18

23 Other Sustainability Initiatives and Next Steps Pursuing Airport Cooperative Research Program funding to update and enhance SAGA database. Global Reporting Initiative - developing international sustainability reporting guidelines and metrics for airports (completion by 2011). Exploring possible airport sustainability rating/certification program. 23
