2 GENERAL INFORMATION CITON is part of the Romanian Authority for Nuclear Activities (RAAN) an Romanian state company CITON main activity is dedicated to Design and Engineering works for Nuclear Projects and to Research and Development studies associated with the implementation of National Nuclear Program.

6 CITON CERTIFICATIONS CITON is licensed to develop activities of research and development studies and design and engineering work for structures, systems, components, products and services for nuclear power plants and other nuclear facilities. The license for the right to develop such activities in the nuclear field has been provided to CITON by Romanian regulatory body CNCAN (The National Commission for Nuclear Activities Control); CITON has also established and implemented a Integrated Management System certified according to ISO 9001, ISO and ISO standards.

9 SERVICES OFFERED (3) Basic Design Documentation Technical conceptual design as base for technical-economical evaluation of the investment and as support for regulatory bodies approvals/permits. Detail design documentation: Documents and drawings required for construction and systems installation; Basic requirements and design analyses documents (thermal and hydraulic computation, stress reports, radiological consequences of abnormal and accident states); Manufacturing drawings/documents for selected equipment/components; Procurement engineering documentation. As-built design documentation for configuration control.

10 SERVICES OFFERED (4) License and Safety Documentation Licensing documentation: Initial Safety Analyses report (for site approval); Preliminary Safety Analyses report (for construction permit); Final Safety Analysis Report (for commissioning permit). Safety support documentation Accident analyses; Safety design matrices; Systems acceptance safety documentation; Probability analyses for safety and interface systems; Establishment of technical limiting conditions for safe operation; Severe accident analyses and emergency program and associated procedures.

13 SERVICES OFFERED (7) Research and Development Services Nuclear safety developing accidents management strategies and radiation protection; Nuclear power technology-supporting technological upgrading and advances; Back-end of the fuel cycle-safe and efficient management of spent nuclear fuel and highly radioactive wastes; Nuclear policy supporting the establishment of the national nuclear policy.

14 EXPERIENCE (1) CITON provided Design and Engineering services as main contractor or General Design Authority for the following major projects and customers: Design and engineering services for the Institute of Atomic Physics (nuclear research center) located in Bucharest-Magurele: Design and engineering services for the Institute of Nuclear Research in Pitesti- Mioveni (former Institute for Nuclear Power Reactors, a nuclear research and production center). Design and technical assistance services for the Nuclear Fuel Factory for CANDU-6 type nuclear fuel production unit (former Institute for Nuclear Power Reactors). Design, technical assistance and consulting services for the National Society "Nuclearelectrica" for the implementation in all phases of the Cernavoda Nuclear Power Plant 5 units x 700 MWe equipped with CANDU-6 nuclear power reactors

15 EXPERIENCE (2) Design, technical assistance and expertise services for ROMAG - Drobeta Turnu Severin for the heavy water fabrication plant Design and consulting services for National Uranium Company related to uranium ore processing and concentration units up-grading. Design and technical assistance for the Institute of Physics and Nuclear Engineering "Horia Hulubei" (Bucharest-Magurele) for the retrofitting and upgrading of the low and intermediate level radioactive wastes storage repository located in Baita-Bihor. Development studies for the former Ministry of Electrical Power and State Committee for Nuclear Energy for the implementation of second romanian NPP. Research and Development Studies for the Ministry of Economy and Trade / RAAN within yearly approved Research Program as support for National Nuclear Program (new technology adaptation and development, nuclear safety and radiation protection improvement, radioactive wastes management, operational reliability enhancement, extension of service life, etc).

16 REFERENCE PROJECTS (1) Design and Engineering Cernavoda NPP - 5x700 MWe (S.N. Nuclear electrica S.A.) CITON acted as General Design Authority ( ) and as Design and Engineering main contractor ( ). Major works: NPP program development study (optimum type of reactor, establishment of unit power, integration in national power grid, etc); Site selection study; Optimum lay-out certification study; Feasibility study; Safety and licensing support documentation; Environmental impact studies; Probabilities safety analysis (PSA) level1 study (Unit 1); Project documentation (based on CANDU-6 reactor license and in cooperation with AECL (Canada) and Ansaldo (Italy), conceptual technical design and detail design for all disciplines) for construction/installation and commissioning of the units (Unit 1 - commercial operation since 1996, Unit 2 - under construction, 2007 planned start-up, Unit 3,4 and 5 - in preservation). Procurement engineering for components supply by Romanian manufacturers; On-site permanent technical assistance (field engineering and quality survey, integration in Project Management team); As-built documentation (Unit 1); Operation engineering support services (Unit 1); Technical assistance on manufacturing line for components designed by CITON Precontractual works for Cernavoda 3&4 project

CITON - Main Design and Engineering Contractor Major works: Conceptual technical design (in cooperation with CAE - Canada), detail design and technical assistance for the Cernavoda NPP Personnel Training Center equipped with full scope simulator; Safety and Licensing documentation, Conceptual technical design (in cooperation with AECL - Canada), Detail design and technical assistance for the Cervanvoda NPP (Unit 1 and 2) Spent Fuel Intermediate Day Storage Facility; Development and sitting studies for the Final Radioactive Wastes Treatment and Storage Facility near Cernavoda NPP Platform (Client - ANDRAD).

22 REFERENCE PROJECTS (7) Domestic R&D Programs and Projects CITON is involved constantly in the Ministry of Economy and Trade's R&D Programs supporting the National Nuclear Programme and Ministry of Education and Research's R&D Projects in the energy and environment protection field.

23 REFERENCE PROJECTS (8) International Research and Development Cooperation Programs SITON has active and fruitful international cooperation relations with foreign nuclearrelated institutes and organizations. A significant feature of the international cooperation during last years was the technical scientific activity realised through the Romanian participation in the EU 5th and 6th Framework Programmes (FP), PHARE projects and bilateral cooperation with EU institutes. It is worth mentioning the traditional cooperation of CITON with the International Atomic Energy Agency (IAEA) through national and regional technical cooperation projects or through participation in coordinated research projects. An important element of international cooperation was the continuous participation of CITON experts in a series of IAEA Advisory Groups, Technical Committees and International Symposia and Conferences.
