7 Description of the Project Main Constraints on Site 1. Works to have a minimal impact on the waterproofing level of the roofs. 2. The inverters will be installed at a distance of m from the last row of PV panels in an open area below the balcony roof. 3. The distance between the proposed location for the inverters and the connection point is around 80m. The bidders are requested to verify the measurements and distances on site. 4. The design and weight of the metallic structure to be optimized. 5. Relocation of electro-mechanical equipment might be required. 6. Highly corrosive environment. 7

8 Technical Specifications of the Plant The contractor is free to select the components of the PV plant as long as: 1. They comply with the specifications, regulations or international standards 2. The photovoltaic plant is located in the assigned area while taking into consideration boundaries, solar masks, etc The final layout plan meets any requirements related to the building permit 4. The minimum installed capacity is 200 kwp and must be designed in a way to optimize the energy production 8

9 RFP 200 kwp PV MoET- Beirut Wheat Silos General A site visit will be conducted to inspect the allocated area for installation at the Ministry of Economy and Trade - Beirut Port Wheat Silos. LCEC will communicate the exact date and time to all bidders in due time. The location of the project has been jointly chosen by the Ministry of Energy and Water and the Lebanese Center for Energy Conservation. The financing for the project is completely available to the LCEC through funding by MEW. Proposal is due on 03 December 2018 at 2:00 p.m. 9

10 RFP 200 kwp PV MoET- Beirut Wheat Silos Scope The contractor shall build as per the requirements of the technical specifications book, a 200 kwp on-grid solar PV system at the Ministry of Economy and Trade - Beirut Port Wheat Silos in Beirut, to operate with the existing EDL grid at the facility. One generator of 300 kva is used in case of emergency just to turn some critical machines. The PV system will have to be automatically disconnected once the generator is in use, and automatically reconnected once it is not. 10

11 RFP 200 kwp PV MoET- Beirut Wheat Silos Evaluation Process and Scoring Method The proposal will undergo a four-stage evaluation: Stage 1: Administrative and Technical Qualification (Pass/Fail); Stage 2: Capability and Technical Scoring (700 or higher out of 1000); Stage 3: Financial Offer Comparison; Stage 4: Negotiation. 11
