1 NOTICE OF ENVIRONMENTAL IMPACT ASSESSMENT PROCESS PROPOSED ENCROACHER BUSH BIOMASS POWER PROJECT IN NAMIBIA Introduction Notice is hereby given in terms of the Environmental Management Act (No. 7 of 2007) (EMA) and Section 21 of the Environmental Impact Assessment (EIA) Regulations (Government Notice No. 30 of 2012) of the Environmental Clearance Certificate application for the proposal by the Namibia Power Corporation (Pty) Ltd to construct and operate a biomass power plant and associated infrastructure. An application for an Environmental Clearance Certificate will be submitted to the Competent Authority (Ministry of Mines and Energy) in terms of Section 32 of the EMA, which will be forwarded to the Environmental Commissioner. Applicant: Namibia Power Corporation (Pty) Ltd ( NamPower ). Nature and location of the proposed activity The proposed power project will include a power plant, which will generate electricity by the combustion of wood from encroacher bush, growing in the surrounding area of the proposed plant. The power plant will have a base load capacity of up to 40 megawatt (MW) and be connected to the national grid at an existing substation via a new overhead power line of maximum 132 kv. The EIA project/study will be financed by the European Investment Bank (EIB). NamPower has identified six possible sites for the proposed power plant near the following existing substations: Omaere substation near Gobabis; Auas substation near Windhoek; Osona substation near Okahandja; Gerus substation near Otjiwarongo; Ohorongo substation near Ohorongo Cement and Otavi; and Otjikoto substation near Tsumeb. In order to select the preferred site and plant technology, certain technical and environmental aspects need to be considered during the scoping phase of the EIA process. Only the preferred option will be assessed in the impact assessment phase. The Environmental Clearance will specifically be applied for activities relating to the power plant and overhead power line, however, the associated bush harvesting and transportation activities will be cumulatively assessed as part of the EIA process. 6 ENVIRONMENTAL IMPACT ASSESSMENT FOR THE PROPOSED NAMPOWER ENCROACHER BUSH BIOMASS POWER PROJECT As part of the Encroacher Bush Biomass Power Project, NamPower proposes to construct a biomass power plant, which will generate electricity by the combustion of wood from encroacher bush, growing in the surrounding area of the proposed plant. Six (6) potential sites have been pre-selected by NamPower to be assessed in order to select the preferred site and then to conduct a full environmental impact assessment as per the relevant regulations in order to obtain an EIA clearance certificate for the preferred site. Public meetings will be held as part of the Environmental Scoping process for each of the proposed power plant sites.
