Trilateral Ecosystem Management Cooperation Driving Mechanism in The Lakes Prespa Basin 7 th European Ramsar Meeting Trnava, Slovakia, September 2011 Aleksandar Ivanovski UNDP/GEF National Project Specialist

Outline General conditions in the Prespa lakes Basin The decade of evolution of the transboundary Cooperation in the Basin Current ongoing transboundary cooperation

PRESPA LAKES BASIN 1,600 km 2 shared between 3 neighboring countries 30,000 inhabitants Local economy based on agriculture, tourism, fishing

General conditions in Prespa Lakes basin Two lakes Three countries Diversity of geomorphology, peculiar hydrology, unique biodiversity, high intrinsic value... Different economical situation Different environmental awareness and policy One ultimate goal for integrated transboundary ecosystem management and protection One future

The decade of evolution of the transboundary cooperation in the Basin Trilateral Declaration signed 02 February 2000 (not legally binding) Trilateral Prespa Park Coordination Committee 2002 Strategic Action Plan for Sustainable Development of the Prespa region adopted in 2003 Resource mobilization efforts 2004 KFW sectoral studies, KFW currently active in the NP Galicica and NP Pespa (Al), SDC, SIDA 2005 UNDP/GEF: Coordination, Integration, Cooperation and Transboundary Aspect Emphasis (Trasboundary Prespa Project) tenth anniversary of Prespa Park and trilateral cooperation yield to signing of Tripartite Agreement for Protection and Sustainable Development of Prespa Park Area

Current ongoing transboundary cooperation in the Prespa watershed Enabling formalization and sustainable financing of Prespa Park Coordination Committee (PPCC) in to PPMC Conservation Action Planning for Priority Trans-boundary Habitats and Species in Prespa Lakes basin Identification of transboundary conservation landscape, development and pilot implementation of priority habitats and species conservation action plans overseen by Monitoring and Conservation Working Group.

Current ongoing transboundary cooperation throughout the UNDP/GEF Prespa Project Development of trans-boundary monitoring system Establishment of trans-boundary monitoring of ecosystem health parameters to strengthens information baseline for adaptive management in all littoral states Highly participatory process overseen by the MCWG (representatives from Ministries, scientific/research institutions, NGOs ) Transboundary cooperation in fisheries management and development of trilateral ecosystem oriented fisheries management plan

Current ongoing transboundary cooperation throughout the UNDP/GEF Prespa Project Transboundary Diagnostic Analysis and development of Strategic Action Programme In-depth analysis of key environmental stress, pressures and impacts in the basin Identification of ecological quality objectives (EQO) for the basin, development of mitigation measures Strategic Action Programme (SAP) endorsed by the PPCC

Future Challenges What will happen when the donors are gone (e.i. SAP finacing)? What will be the cooperation driving mechanism? Formalizing the trilateral cooperation in terms of PPMC and ensuring permanent financing Ramsar, Biosphere Reserve, National Goverments Is it feasible/possible on short term / barriers Is it the only way leading toward adequate management of the shared resources (water and land resources, fish, biodiversity )? Enhancing the cooperation at technical/expert level (plan developers, managers, concessionaires and etc.), Municipalities, NGOs = Reflecting regional/transboundary concerns into development and implementation of national level plans, policies and etc. (for example fisheries, water management, land-use and
