South Landfill Annual Cover Rate Screening Criteria Checklist The following checklist is taken from the Guide to Environmental Assessments for Waste Management Projects, Part B Environmental Screening Process (MOE, March 15, 2007). The purpose of this checklist is to identify which of these environmental assessment criteria apply to this project, along with a brief description of the reason. Where the answer is Yes, then further review and assessment is to be carried out as indicated below. Note that the symbol () indicates a preliminary conclusion for the purposes of this draft, subject to further verification. 1. Surface & Ground Water 1.1 cause negative effects on surface water quality, quantities or flow? 1.2 cause negative effects on ground water quality, quantity or movement? 1.3 cause significant sedimentation or soil erosion or shoreline or riverbank erosion on or off site? 1.4 cause negative effects on surface or ground water from accidental spills or releases (e.g., leachate) to the environment? 2. Land 2.1 cause negative effects on residential, commercial, institutional or other sensitive land uses within 500 metres from the site boundary? 2.2 not be consistent with the Provincial Policy Statement, provincial land use or resource management plans? 2.3 be inconsistent with municipal land use policies, plans and zoning bylaws (including municipal setbacks)? No changes will be required to the physical characteristics of the site. systems or monitoring programs anticipated. systems or monitoring programs anticipated. systems or monitoring programs anticipated or landform so there will be no change in visual impact. Noise, traffic and dust studies performed during the South landfill EA centered on worse case and/or perfect storm While initial review of these studies indicate this project will not cause additional negative effects, our consultants are reviewing them in further detail and will identify any further investigative work that may be required due to the increase in the volume of truck traffic that is spread out throughout the year. No changes will be required to the physical characteristics of the site. The PPS are not applicable to the proposed project. Land-use of the site has been established by Region of Niagara s Regional Policy Plan amendment and the Niagara Falls Official Plan amendment No. 70 and Niagara Falls Zoning By-law Proposal complies with land-use policies, plan and zoning bylaws. 1

2.4 use lands not zoned as industrial, heavy industrial or waste disposal? No change to landfill footprint so no additional lands are required for the project. 2.5 use hazard lands or unstable lands subject to erosion? No additional lands are required for the project. No hazard lands or unstable lands will be required 2.6 cause negative effects related to the remediation of contaminated land? no additional lands are required for the project. No remediation of contaminated lands will be required. 3. Air & Noise 3.1 cause negative effects on air quality due to emissions (for parameters such as temperature, thermal treatment exhaust flue gas volume, nitrogen dioxide, sulphur dioxide, residual oxygen, opacity, hydrogen chloride, suspended particulates, or other contaminants)? 3.2 cause negative effects from the emission of greenhouse gases (e.g., carbon dioxide, carbon monoxide, methane) 3.3 cause negative effects from the emission of dust or odour? 3.4 Cause negative effects from the emission of noise at the site? 3.5 Cause light pollution from trucks or other operational activities at the site? 4. Natural Environment 4.1 cause negative effects on rare (vulnerable), threatened or endangered species of flora or fauna or their habitat? The proposal should have no effect on light. The hours of operation for the site are not changing. required. No natural areas would be removed. No rare 2

4.2 cause negative effects on protected natural areas such as, ANSIs, ESAs or other significant natural areas? 4.3 cause negative effects on designated wetlands? required. There are no natural areas that would be removed or affected. required. There are no wetlands that could be affected. 4.4 cause negative effects on wildlife habitat, populations, corridors or movement? 4.5 cause negative effects on fish or their habitat, spawning, movement or environmental conditions (e.g., water temperature, turbidity, etc.)? 4.6 cause negative effects on locally important or valued ecosystems or vegetation? 4.7 increase bird hazards within the area that could impact surrounding land uses (e.g., airports)? 5. Resources 5.1 result in practices inconsistent with waste studies and/or waste diversion targets (e.g., result in final disposal of materials subject to diversion programs)? 5.2 result in generation of energy that cannot be captured and utilized? 5.3 be located a distance from required infrastructure (such as availability to customers, markets and other factors)? 5.4 cause negative effects on the use of Canada Land Inventory Class 1 3, specialty crop or locally significant agricultural lands? 5.5 cause negative effects on existing agricultural production? 6. Socio-Economic 6.1 cause negative effects on neighbourhood or community character? required. No natural areas would be removed. required. No physical change to water resources are required. required. No natural areas would be removed. The increase in annual volume of waste into the landfill is for cover material only. Adequate daily cover plays an important role in bird control. There is an existing bird control plan for the site that mitigates any potential bird hazars. The proposal involves increasing cover volumes only and this type of material is not identified in the Regional Niagara waste diversion program. Proposal will not change the potential for energy utilization at the site. There is an existing landfill gas collection and utilization system installed at the site. No change will be made to that existing system based on this proposal. The site is an approved and operating landfill. The proposed change has no affect on distances to infrastructure. required and there is no change affect on Canada Land Inventory Class 1 3, specialty crop or locally significant agricultural lands. required and there is no change affect on Canada Land Inventory Class 1 3, specialty crop or locally significant agricultural lands. There are no changes to the existing land-use so the character of the community in the vicinity of the site will not change as a result of the proposal. 3

6.2 result in aesthetics impacts (e.g., visual and litter impacts)? required so there will be no change in visual impact. The site has an existing litter control program which includes the use of daily cover. The proposal will provide more flexibility in addressing litter. 6.3 cause negative effects on local businesses, institutions or public facilities? 6.4 cause negative effects on recreation, cottaging or tourism? 6.5 cause negative effects related to increases in the demands on community services and infrastructure? 6.6 cause negative effects on the economic base of a municipality or community? 6.7 cause negative effects on local employment and labour supply? 6.8 cause negative effects related to traffic? Existing land-use; recreation, cottaging and tourism will not be affected. 6.9 be located within 8 km of an aerodrome/airport reference point? Existing land-use; the landfill is located near the St. Catharines airport. A bird control program is in place and was developed in consultation with the airport. The proposal will assist in more operational flexibility in daily cover thickness which is part of the bird control program interfere with flight paths due to the construction of facilities with height (i.e., stacks)? 6.11 cause negative effects on public health and safety? required so there will be no interference with flight paths due to the height of the landfill and its ancillary structures. No public health and safety concerns are expected. 4

7. Heritage & Culture 7.1 cause negative effects on heritage buildings, structures or sites, archaeological sites or areas of archaeological importance, or cultural heritage landscapes? 7.2 cause negative effects on scenic or aesthetically pleasing landscapes or views? 8. Aboriginal 8.1 cause negative effects on land, resources, traditional activities 9. Other 9.1 result in the creation of nonhazardous waste materials requiring disposal? 9.2 result in the creation of hazardous waste materials requiring disposal? 9.3 cause any other negative environmental effects not covered by the criteria outlined above? required so there will be no negative effects on heritage buildings, structures or sites, archaeological sites or areas of archaeological importance, or cultural heritage landscapes. required so there will be no negative effects on heritage buildings, structures or sites, archaeological sites or areas of archaeological importance, or cultural heritage landscapes. Aboriginal communities are not expected to be affected by the project. Niagara Waste will communicate with Aboriginal communities. Not applicable Not applicable None anticipated 5
