1 EXECUTIVE SUMMARY 1.0 INTRODUCTION Sri Mahesh Prasad Mishra proposes to mine Sand Quarry from an approved Mining Lease over an area of Ac or 6.01 hectares (Non-Forest Land) which is located in at Under Village Kumardeipur of Sankulai Panchayat of Dhenkanal Sadar Tahasil of Dhenkanal District of Odisha. The proposed capacity during the current mining scheme period is Cum. The proposed mining project falls under Category B2 as per EIA notification 2006 of Ministry of Environment and Forests, New Delhi. 1.2 SALIENT FEATURES OF THE PROJECT The mine lease area falls under the Toposheet No. 73H/9& 73H/10 bearing following Toposheet details: Toposheet No. : 73H/9& 73H/10 Latitude : 20 44' 13.3" N to 20 44' 20.7"N Longitude : " E to 85 35'27.5 "E The nearest railway station is at Dhenkanal Rail Way Station which is about 7 km from the mine lease area. The mining activities as proposed are the backbone of all construction and infrastructure projects as the raw material for construction is made available only from such mining. The sand to be excavated is in high demand at the local market for real

3 estate and infrastructure industry. This project will also provide employment to local people helping them earn livelihood. In addition to this, it will further prevent widening of the Kumardeipur Nadi bed due to the deposition of sediments which if not mined out will result in raising of the river bed causing flooding, damage to the adjoining areas, destruction of life and property. 2.4 Demand and Supply Gap The demand for Sand is ever growing with the growth of the infrastructure sector in our country. The mineral is used mainly in the construction activities like roads, buildings, bridges etc. The requirement for the mineral is always high in the nearby cities and towns. Therefore there is always a good demand of the mineral in the domestic market. 2.5 Imports V/s Indigenous production The demand in the domestic market is high sand mineral is available in abundant quantity in the contracted area and can be excavated indigenously. Import does not apply in the present case of sand mining Export Possibility There is no proposal export the sand. 2.7 Domestic / Export Markets The sand excavated will be directly sold in the market. The proposed mining activity is for indigenous consumption only for real estate and infrastructure sector etc. No possibility of export of sand from this contract. 2.8 Employment generation (Direct and indirect due to the project) Supervisory -1 nos. of statutory personal The totals skilled, semiskilled & unskilled people to be engaged in the mine is given below in the table Category Nos. 4 3.2 Location The Mining area is located in Village Kumardeipur, Sankulai Panchayat of Dhenkanal Sadar Tahasil of Dhenkanal District, Odisha State. Mining activities are carried out based on local geology and availability of minerals. 3.4 Size of magnitude of operation The proposed mine has lease over an area of 6.01 Ha. The total extractable material would be13200 Cum. Per annum. 3.5 Project description with process details The mining will be Manual. The mining plan will be adopted for the excavation of sand. Surface mining will be done by Manual Mining method with the deployment of excavator. Mined out sand will be transported through tipper and Excavators to its destination point. 3.6 Raw material required along with estimated quantity, likely source, marketing area of final product/s, Mode of transport of raw material and finished product. No raw material will be required in the proposed project. The operation involves the excavation of sand in its existing form and transported to the end users. 3.7 Resource optimization / recycling and reuse Minerals are generally depleting asset once mined; but minerals like sand will be replenished naturally. Thus a scientific approach will be taken up for excavation of mineral with systematic method. There will be No Overburden or solid-waste generation. 3.8 Availability of water its source, energy / power requirement and source Water Requirement Thus total water requirement will be 3KLD. This water will be supplied from the pre-existing sources from nearby villages through tankers.

5 3.9 Quantity of wastes to be generated (liquid and solid) and scheme for their management / disposal Solid waste generation & its disposal Not Applicable Liquid effluent No liquid effulent will be generated at the mine site due to the mineral excavation. 4. SITE ANALYSIS 4.1 Connectivity The area is connected by fair weather road. Dhenkanal is the Nearest Town to Kumardeipur, at a distance of 20 km from the lease area Nearest Railway Station The nearest railway station Dhenkanal is at a distance of 7Km from the lease area Nearest Airport The nearest airport facility is available at Bhubaneswar at about 80 km from the mine site Nearest Highway The Dhenkanal State Highway passes at about 8 KM North of the village Kumardeipur. 4.2 Land form, land use and land ownership The area is located on Topo sheet No. 73H/9& 73H/10 in Survey of India and falls on Latitude 20 44' 13.3" N to 20 44' 20.7"N and Longitude " E to 85 35'27.5 "E The river sand is located at Kumardeipur Nadi non-forest area.. Existing infrastructure The site being on Kumardeipur Nadi bed has no existing infrastructure. 4.3 Soil classification Not Applicaple 4.7 Climate data from secondary sources CLIMATE AND RAINFALL 4.4 It is Hot in summer. Dhenkanal District summer highest day temperature is in between 31 C to 42 C. Average temperatures of January is 18 C, February is 23 C, March is 29 C, April is 32 C, May is 33 C 4.5 Social infrastructure available Other statutory and social infrastructures facilities like hospitals, schools, colleges etc are available nearby villages and other facilities like rest shed, first-aid-centre, ambulance

6 service, drinking water facilities, Canteen, Time Office etc., has been proposed to be provided. 5. PLANNING BRIEF 5.1 Planning concept (Type of industries, facilities, transportation etc) town and country planning / development authority classification Manual Mining method will be adopted for sand mining. Project will annually produce13200cum sand Per Year, which will be utilized for domestic use only (in order to fulfill the local requirement). 5.2 Population projection The project will employ most of the workers from nearby villages except for supervisory staff. 7 5.5 Amenities / facilities The management of the mine will extend facilities like a) Direct and indirect employment opportunities b) Provision of drinking water c) Education and Medical facilities d) Arrangement of safety and healthy working conditions e) Conducting medical camps for workers and nearby villagers at regular intervals. 6. PROPOSED INFRASTRUCTURE 6.1 Industrial area (Processing area) No Industrial area proposed. 6.2 Residential Area (Non processing area) As the workers will be hired from the nearby villages, no residential areas are required. 6.3 Green Belt 6.4 Connectivity The area is connected by fair weather road. Dhenkanal is the Nearest Town to Kumardeipur, at a distance of 20 km from the lease area. 6.5 Drinking Water Management Water required for drinking purpose will be obtained through tankers from the nearby available sources. 6.6 Sewerage System Not Applicable 6.7 Industrial Waste Management Not applicable 6.8 Solid Waste Management 6.9 Power requirement & Supply / sources The mine will work in day time only, so no lighting arrangement will be required. 7. REHABILITATION AND RESETTLEMENT (R&R) PLAN 7.1 Policy to be adopted (Central / State) in respect of the project affected persons including home oustees, land oustees and landless labourers (a brief outline to be given) No human settlements are existing in the ML area and no humans will be displaced from the area, so the proposed project does not involve any rehabilitation and resettlement. 8. PROJECT SCHEDULE & COST ESTIMATES 8.1 Likely date of start of construction and likely date of completion (Time schedule for the

8 project to be given) The project will commence once the Environmental Clearance and other necessary statutory clearance certificates are obtained from the respective departments / authorities. 8.2 Estimated project cost along with analysis in terms of economic viability of the project The Estimated cost of the proposed Project is approximately Rs. 26 Lakhs. 9. ANALYSIS OF PROPOSAL (Final recommendation) The Project will bring economical benefits to the state by way of royalty on the mineral excavated and dispatched. Achieving a huge infrastructure as being envisaged by Government of India particularly in road and housing sector requires basic building materials. Sand is one of primary building material required for the purpose. The mining activities as proposed are the backbone of all construction and infrastructure projects as the raw material for construction is available only from such mining. Sand excavated is in high demand at the local market for real estate industry. The project operation will provide livelihood to the poorest section of the society/ economically backward population and tribal s in the area. It provides employment to the people residing in vicinity directly or indirectly. The mine management will also help nearby villages by providing aid to school, conducting medical and social awareness camps, helping in formation of self help groups, etc. Thus the project will bring about socio-economic improvement of the area and will prove beneficial to the area. ********
