1 1. EXECUTIVE SUMMARY OF THE PROJECT BRIEF SUMMARY OF THE PROJECT : TYPE OF PROJECT : Proposed Project for manufacturing of pharma intermediates by Halcyon Labs Pvt.Ltd. LOCATION : Proposed Project of Halcyon Labs Pvt. Ltd, D-2/CH: 335, 336, 337, GIDC Dahej-2, Dist: Bharuch, Gujarat. Refer Annexure - A for proposed products detail. Rs crore RESOURCE REQUIREMENT : : Water requirement for proposed project will be satisfied through GIDC Dahej. Total water consumption : 124 KLD(70 KLD - Fresh Water, remaining 54 KLD will be reused from ETP RO.) FUEL : 0.6 MT/Day diesel consumption for D.G.Set Coal 14 MT/day and/or Natural gas 4912 SCM/day for boilers POWER : The power will be sourced from DGVCL. The connected 1500 KVA will be adequate for proposed project. One D.G. Set of capacity 750 KVA will be proposed for emergency purpose. WASTEWATER GENERATION PROPOSED EFFLUENT TREATEMENT PLANT FLUE GAS EMISSION PROCESS GAS EMISSION HAZARDOUS WASTES : Total: Industrial: 83.5 KLD & Domestic: 6.4 KLD ENVIRONMENTAL MANAGEMENT SYSTEM : : Generated effluent from proposed activity will be treated and then subjected to RO and its product will be reused. ETP RO reject will be either sent to subjected to MEE or CETP. Domestic sewage will be disposed through septic tank - soak pit system. : There will be two boilers of 2 TPH and 1.5 TPH installed. The coal consumption will be 14 MT/day and/or Natural gas will 4912 SCM/day. Details are enclosed as Annexure-F : Process emission will be from reactor (2-CTC). Details are enclosed as Annexure-F : Use Oil, ETP/MEE Sludge, Discarded containers, Spent Carban/Hyflow media, Distillation/stripper Residues, Spent solventsolvent stripper for effluent, HCL Solution, Aluminum Chloride Details are enclosed as Annexure-D

INTRODUCTION OF THE PROJECT / BACKGROUND INFORMATION (i) Identification of project and project proponent Looking to the market scenario and an increase in demand for the pharma product was observed in both domestic as well as international markets, M/S. Halcyon Labs Pvt. Ltd proposes to manufacture the pharma products and pharma intermediates in GiDC-Dahej-2,Bharuch,Gujarat. The project area falls under notified Industrial area of GIDC, Dahej. Mrs. Rupa S. Merchant, Mr. Aditya S. Merchant, and Miss. Nandini S. Merchant all three directors are looking after the needs of industry. Brief description of nature of the project The proposed project is for manufacturing of Pharma Intermediates having total production capacity of MT/Month. M/S.Halcyon Labs Pvt Ltd proposes the pharma intermediates manufacturing facility, to manufacture certain well developed pharma products as well as certain new products at the location of D-2/CH: 335, 336, 337, GIDC Dahej-2, Dist: Bharuch, Gujarat. The project area falls under notified Industrial area of Dahej, GIDC. Need for the project and its importance to the country or region The demand of pharma intermediates in India is increasing rapidly due to rapid growth of population. The requirement addition at the present rate will not be able to meet the projected demand and would result in a large intermediates deficit. To mitigate the gap between demands and supply Govt. of India is facilitating large scale capacity additions at shorter time through public and private investments. India with its large talented manpower, cost effective chemical synthesis, legal & financial framework is poised to become sourcing destination of pharma intermediates to the global market. Demand - Supply gap Owing to a significant increase in Pharmaceuticals exports India's USD 3.1 billion pharmaceutical industry is growing at the rate of 14 percent per year. It is one of the largest and most advanced among the developing countries. Even the number of pharmaceutical exporters, manufacturers and suppliers are increasing tremendously.since the proponent is manufacturing of pharma intermediates products, these products have a big market scope in the domestic as well as export markets.

3 Imports vs. Indigenous production The products mentioned in the list will replace the major imports for the manufacturing of formulations. (vi) Export Possibility These products have already identified and captured substantially large export market. (vii) Domestic / Export markets These products have good future in exports as well as domestic markets. (viii) Employment generation (Direct and Indirect) due to the project The proposed project will generate employment opportunity about 50 to 60 persons during construction phase through direct or indirect through permanent or temporary basis. During construction phase,the requirement of man power will be locally employed or will come from nearby area. In the operation 50 persons will be employed both on roll and off roll, with a staggered weekly off. 3. PROJECT DESCRIPTION (i) Type of project including interlinked and interdependent project, if any: No, The project is not interlinked and interdependent. The proposed project is for manufacturing of pharma intermediates and falling under category 5(f) of category B. Location (map showing general location, specific location and project boundary & project site lay-out) with co-ordinates: The proposed project is located at D-2/CH: 335, 336, 337, GIDC Dahej-2, Gujarat. Key Plan and Layout of the industry is attached as Annexure J & K. Co-ordinates for the site are: N and E N and E N and E

4 N and E Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted. For the proposed project, the plot is acquired in GIDC, Dahej area. The plot area is quite enough to produce proposed products. Hence, no alternative site is required to be considered for the said product. Size or magnitude of the operation Details on proposed product profile is mentioned at Annexure - A. Project description with process details (a schematic diagram / flow chart showing the project lay-out, components of project etc.) The key plan and site layout of the plant is attached as Annexure J & K. The process description of the product manufacturing is given at Annexure C. (vi) Raw material required along with estimated quantity, likely source, marketing area of final product/s, mode of transportation of raw materials and finished products Required raw materials will be ill indigenous. In case of non availability it may be imported to fulfill balance requirement. The details of raw material consumption are given at Annexure B. (vii) Resource optimization / recycling and re-use envisaged in the project, if any, should be briefly outlined. Solvent recovery will be practiced through distillation and the recovered solvents / mixed liquor will be reused in the next batch process. (viii) Availability of water its source, energy / power requirement and source should be given. The total water requirement shall be KLD from which 70.0 KLD fresh water will be met through GIDC Dahej for which the unit has already obtained the permission. Power requirement will 1500 KVA which will be satisfied through DGVCL. D.G. set of 750KVA will be installed at the premises to deal with power shortages in emergency situations.

5 (ix) Quantity of wastes to be generated (liquid and solid) and scheme for their management / disposal Details of waste water generation from the project are given at Annexure -D. Details of solid hazardous wastes anticipated to be generated from the project are given at Annexure E. (x) Schematic representation of the feasibility drawing which gives information of EIA purpose. This project falls under Schedule 5(f) as per the EIA Notification, 2006 and amendments there under. The project is categorized as Category B, since it falls within notified industrial area. 4. SITE ANALYSIS (i) Connectivity The site is located in GIDC Dahej and is well connected with highways. Land form, land use and land ownership The location of proposed project is within industrial area. Hence, the land use at present and in future will remain for industrial purpose only. Topography The project site is having a fairly plain ground level. Topography of the proposed site is shown at maps included at Annexure - I. Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ)), shortest distances from the periphery of the project to the periphery of forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from HFL of the river), CRZ. In case of notified industrial area, a copy of the Gazette Notification should be given. The proposed project is to be established within notified industrial area of GIDC. The project site does not fall in the 10 km vicinity of any national park, wildlife sanctuary or eco-sensitive areas. Existing infrastructure The project is new upcoming project so it does not have any existing infrastructure.

6 (vi) (vii) Soil Classification As becoming a proposed project, soil classification at site area will be carried out and it will be covered under EIA. Climatic Data from secondary sources Bharuch District has a dry climate. The district experiences hot summers and ambient dryness except for monsoons. Moderate windy conditions prevail all through the year. Majority of the total rainfall occurs during June to October. Site specific climatic data will be covered under the EIA Report. (viii) Social Infrastructure available Bharuch being a developing district, social infrastructure is readily available in the vicinity of the site. 5. PLANNING BRIEF (i) Planning Concept (type of industries, facilities, transportation, etc) Town and Country Planning / Development authority classification The proposed project is to be developed within notified industrial area. All requisite facilities like power, water and civil amenities are already available at the location. Population Projection Due to the proposed project, there will be an increase in employment prospects, which will lead to minor influx of people in the region however, major increase in population is not envisaged. Land Use Planning (break-up along with green belt) Since the project is to be developed within notified industrial area, there will not be any change in the land use. The total green belt area to be provided for the project will be equivalent to 33% of the total project land area. Assessment of Infrastructure Demand (Physical & Social) Since the project is to be developed within notified industrial area, established infrastructural facility in terms of physical and social will be available to the project. Amenities / Facilities The required amenities / facilities will be constructed.

PROPOSED INFRASTRUCTURE (i) Industrial Area (Processing Area) Location of the project being within well notified industrial area, no additional infrastructure is envisaged for industrial area development but for processing area the unit will be carried out proposed infrastructure as per plan layout. Residential Area (Non-Processing Area) Not applicable. Green Belt Green-belt will be developed within the project area along with the development of the project. Social Infrastructure Location of the project being within notified industrial area, no additional social infrastructure is envisaged. Connectivity (Traffic & Transportation Road / Rail / Metro / Water Ways, etc) The site area is well connected with roads and railways since Bharuch is a developing district. (vi) Drinking Water Management (Source and Supply of water) Domestic water demand for the project will be satisfied through GIDC Dahej. (vii) Sewerage System Domestic sewage will get disposed off through septic tank - soak pit system. (viii) Industrial Waste Management The details of hazardous wastes have been incorporated in Annexure -E. (ix) Solid Waste Management Solid wastes will be managed and disposed off in accordance with the prevailing statutes and guidelines. (x) Power Requirement and Supply / Source

8 The power requirement for the project will be 1500 KVA and will be satisfied through DGVCL. One D.G set having capacity of 750 KVA will be proposed to meet power requirement in case of any emergency only. 7. R & R PLAN (i) Policy to be adopted (Center / State) in respect of the project affected persons including home oustees, land oustees and landless labourers (a brief outline to be given) The project is to be developed within a notified industrial area, hence R&R plan will not applicable. 8. PROJECT SCHEDULE AND COST ESTIMATES (i) Likely date of start of construction and likely date of completion (time schedule for the project to be given) The proposed project is anticipated to be commissioned at the earliest after having Environmental clearance and other statuary permission required from GPCB. Estimated project cost along with analysis in terms of economic viability of the project. The estimated cost for proposed project Rs Crore. 9. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS) (i) Financial and social benefits with emphasis on the benefit to local people including tribal population, if any, in the area. The project will reap financial benefits to the State through income from taxes and duties as well as exports.
