5 1 Intrductin 1.1 Summary f the Prject Manitba Hydr is prpsing t cnstruct and perate a 500 kv alternating current internatinal pwer line ( IPL ) extending frm Manitba Hydr s Drsey Cnverter Statin in Manitba t the internatinal bundary between Manitba and Minnesta ( Drsey IPL ). Manitba Hydr s prpsed rute fr the IPL crsses privately wned land, prvincial Crwn land and land that is either wned r under easement by Manitba Hydr. The Drsey IPL will cnnect with the Great Nrthern Transmissin Line, a new 500 kv transmissin line in the United States that is prpsed t be cnstructed by Minnesta Pwer, an perating divisin f Allete Inc. Based n the prpsed design and rute, the cnstructin f the Drsey IPL will require alteratins t tw f Manitba Hydr s existing IPLs, as well as alteratins t sme f Manitba Hydr s intra-prvincial transmissin lines and facilities. The cnstructin f the Drsey IPL and the assciated alteratins t Manitba Hydr s existing transmissin facilities is cllectively knwn as the Manitba-Minnesta Transmissin Prject ( MMTP r Prject ). The Prject is required in rder t: (i) deliver cntracted quantities f electricity t and frm the United States pursuant t recently executed electricity exchange agreements with Minnesta Pwer; (ii) imprve reliability f supply t Manitba custmers by increasing transmissin capacity fr imprts during times f drught and ther emergencies; (iii) increase Manitba Hydr s capacity t participate in rganized electricity markets in the United States. Based n cntractual cmmitments with Minnesta Pwer, the prpsed in-service date is May 31, Cnstructin is currently scheduled t cmmence in the summer f Descriptin f Prpnent Manitba Hydr is a prvincial Crwn Crpratin established and gverned by The Manitba Hydr Act, (R.S.M. 1987, c.h190). Headquartered in Winnipeg, Manitba Hydr wns and perates electric generatin, transmissin and distributin facilities and is the prvince s sle retail electricity supplier, serving 561,000 electric custmers thrughut Manitba. As ne f the largest integrated electricity and natural gas distributin utilities in Canada, Manitba Hydr emplys mre than 6,500 peple, has assets appraching $17 billin and annual revenues f mre than $2.8 billin. Manitba Hydr is administered by the Manitba Hydr-Electric Bard appinted by rder f the Lieutenant-Gvernr in Cuncil. Cnsistent with the stated purpses f The Manitba Hydr Act, Manitba Hydr s Crprate Missin is T prvide fr the cntinuance f a supply f energy t meet the needs f the prvince and t prmte ecnmy and efficiency in the develpment, generatin, transmissin, distributin, supply and end-use f energy. Additinal infrmatin can be fund n the crprate website at Federal Requirements Federal Authrizatins/Ntice Required Prir t Cnstructin Natinal Energy Bard Act (R.S.C. 1985, c.n-7) Manitba Hydr intends t file an applicatin with the Natinal Energy Bard ( NEB r the Bard ) fr: (i) a permit t cnstruct and perate the Drsey IPL pursuant t Sectin f the Natinal Energy 4

6 Bard Act; (ii) authrizatin t mdify the Glenbr IPL pursuant t Cnditin 13 f Permit EP-196; (iii) authrizatin t mdify the Riel IPL pursuant t Cnditin 8 f Certificate f Public Cnvenience and Necessity EC-III-16. An Order-in-Cuncil was issued by the Lieutenant Gvernr f the Prvince f Manitba n Nvember 6, 2013 pursuant t sectins 58.2 and f the Natinal Energy Bard Act designating the Minister f Cnservatin and Water Stewardship as the prvincial regulatry agency fr the Prject. Prvincial prceedings fr the Prject have been initiated as described in mre detail belw. Canadian Envirnmental Assessment Act, 2012 (S.C. 2012, c.19, s.52) Since the Drsey IPL exceeds 345 kv and requires mre than 75 km f new right f way, the Prject is a designated prject pursuant t the Regulatins Designating Physical Activities (SOR/ ) under the Canadian Envirnmental Assessment Act, 2012 ( CEAA, 2012 ). Pursuant t subsectin 15(b) f CEAA, 2012, the NEB is the Respnsible Authrity fr certain designated prjects regulated under the Natinal Enery Bard Act (R.S.C., 1985, c. N-7), and will be the authrity respnsible fr the federal review f the Prject under CEAA, Accrdingly, n separate authrizatin frm the Canadian Envirnmental Assessment Agency is required. Explsives Regulatins, 2013 (SOR/ ) Manitba Hydr has all f the reuired magazine licences fr the Prject and its cntractr hlds an imprt permit fr imprt f the required explsives. An amdnement t sectin 178 f these regulatins effective February 1, 2016 will require an apprval letter frm the Chief Directr f Explsives r equivalent dcumentatin fr emplyees r cntractrs wh have access t high hazard explsives used in the Prject. Internatinal Bundary Cmmissin Act (R.S.C. 1985, c.i-16) Authrizatin frm the Internatinal Bundary Cmmissin is required t place the Drsey IPL within ten feet f the internatinal bundary pursuant t sectin 5 f the Act. Aernautics Act (R.S.C. 1985, c.a-2) Manitba Hydr must prvide ntice t the Minister f Transprt f the cnstructin f the Drsey IPL pursuant t sectin f the Canadian Aviatin Regulatins (SOR ) regarding bstacles t navigatin Other Federal Requirements N ther federal authrizatins are anticipated by Manitba Hydr t be required prir t cnstructin f the Prject. While the Fisheries Act (R.S.C. 1985, c.29) and the Species at Risk Act (S.C. 2002, c.29) have ptential applicatin t the Prject, Manitba Hydr has designed the Drsey IPL t avid serius harm t fish and fish habitat caused by IPL water crssings and des nt anticipate that authrizatins under these statutes will be necessary. Hwever, based n the Memrandum f Understanding in place between the Bard and Fisheries and Oceans Canada, Manitba Hydr understands that the Bard s review f Manitba Hydr s applicatin may result in a determinatin that authrizatins under these Acts are necessary. As utlined in Appendix A t this Pre-Applicatin Prject Descriptin ( Prject Descriptin ), several pieces f federal legislatin have general applicatin t the Prject and have been used by Manitba 5

7 Hydr as guidance during the curse f develping the prpsed design and rute fr the Prject. Fr instance, with respect t the Migratry Birds Cnventin Act and the Species at Risk Act fr terrestrial species, the Prject has been designed t avid sensitive lcatins and time perids as much as pssible. The Prject has als been designed t avid any Indian Reserves, natinal parks r natinal prtected areas, areas f natural r histrical significance t the natin, natinal histric sites, histric canals, histric museums established under the Histric Sites and Mnuments Act (R.S.C., 1985, c. H-4), federal heritage buildings, histric places in Canada, r federal archaelgy. The referenced federal legislatin in Appendix A als prescribes varius ntificatins and ther requirements that must be fllwed during implementatin f the cnstructin phase f the Prject and will be instrumental in develping mitigatin measures. 1.4 Prvincial Requirements Prvincial Authrizatins Required Prir t Cnstructin The Public Utilities Bard Act (C.C.S.M. c.p280) On April 17, 2013 the Prvince f Manitba issued Order-in-Cuncil 128/2013 requiring the Public Utilities Bard f Manitba t cnduct a Needs Fr and Alternatives T ( NFAT ) review f Manitba Hydr s prpsed preferred develpment plan, which included the cnstructin f Keeyask Generating Statin, Cnawapa Generating Statin and the prpsed 500 kv Drsey IPL. The Manitba Hydr Act (C.C.S.M. c.h190) Subsectin 16(1) f the Act requires Manitba Hydr t btain apprval f the Lieutenant Gvernr in Cuncil fr the acquisitin f intercnnectin wrks. The Envirnment Act (C.C.S.M. c.e125) The cnstructin f transmissin lines greater than 230kV and assciated facilities is a Class 3 Develpment pursuant t the Classes f Develpment Regulatin (M.R. 164/88) under The Envirnment Act and is subject t licensing under sectin 12 f the Act. Class 3 Develpments typically include a public hearing facilitated by the Clean Envirnment Cmmissin ( CEC ), an arms length prvincial gvernment agency Other Prvincial Requirements As utlined in Appendix A, several ther Prvincial statutes have applicatin t the type f undertakings required fr the Prject. Manitba Hydr intends t btain permits under these statutes during the cnstructin and/r peratinal phase f the Prject, even thugh Manitba Hydr may nt be legally bund t d s as an agent f the Crwn. Numerus Prvincial statutes have als been used as guidance in the develpment f the Prject r in the develpment f mitigatin measures, as als utlined in Appendix A. 1.5 Status f Prject Engagement Prcesses: Manitba Hydr s Public Engagement Prcess fr the Prject began in June f A preengagement phase fllwed by fur runds f extensive pre-regulatry engagement has been cmpleted. 6

8 Manitba Hydr s First Natin and Métis Engagement Prcess began in August f 2013 and is nging, as described in sectin 5 f this Prject Descriptin. Public Utilities Bard Act Apprval: Fllwing cmpletin f the required NFAT review, including a public hearing frm March 3 rd t May 26 th, 2014, the Public Utilities Bard f Manitba issued a reprt cnfirming the need fr the new Manitba-Minnesta intercnnectin and recmmending that Manitba Hydr be given apprval t prceed with plans t cnstruct the 500 kv Manitba-Minnesta transmissin intercnnectin prject. Manitba Hydr Act Apprval: On December 10, 2014 the Prvince f Manitba issued Order-in-Cuncil 545/2014 authrizing Manitba Hydr t take all necessary actins fr the cnstructin and peratin f a new 500 kv intercnnectin between Manitba and Minnesta. The Envirnment Act Apprval: On Nvember 21, 2014, Manitba Hydr submitted an Envirnment Act Prpsal fr the Prject with Manitba Cnservatin and Water Stewardship ( MCWS ). The submissin included a draft Scping Dcument that described the prpsed scpe nd cntent f the envirnmental impact statement ( EIS ). On January 8, 2015 MCWS published the Prpsal n its website and the public was given until February 9, 2015 t prvide cmments. During this time the prpsal was als reviewed by a prvincial Technical Advisry Cmmittee (TAC) cmpsed f experts frm prvincial departments with knwledge and expertise n the ptential issues. On April 24, 2015, MCWS psted the results f the TAC/public review n their website ( and n May 5, 2015 MCWS prvided Manitba Hydr with a letter with instructins n the revisins required fr the draft Scping Dcument, based n the TAC/public review prcess. On June 24, 2015 MCWS psted the final Scping Dcument t their website defining the scpe and cntents f the EIS. Manitba Hydr filed the Envirnmental Impact Statement ( EIS ) fr the Prject with MCWS n September 22, Filing f the EIS triggers the prvincial envirnmental review f the Prject, which will include a public hearing facilitated by the CEC if rdered by the Minister f Cnservatin and Water Stewardship, fllwed by a reprt cntaining recmmendatins frm the CEC t the Minister. Crwn cnsultatins by the Prvince f Manitba cmmenced in July f When cmplete, a reprt cncerning Crwn cnsultatins will be prvided t the Minister prir t the Minister s decisin t issue a licence fr the Prject. Fllwing Bard apprval, authrizatin frm the Internatinal Bundary Cmmissin will be sught. 7

In rder t accmmdate Manitba Hydr s prpsed rute fr the Drsey IPL, Manitba Hydr plans t mve a prtin f its existing Riel IPL slightly nrth within its transmissin line crridr, s as t avid the cnstructin f tw 500 kv transmissin line crssvers. The alteratins t the Riel IPL will invlve the remval f three twers and a segment f the IPL, the cnstructin f tw new twers and the relcatin f a segment f the IPL. In effect, a prtin f the Riel IPL will be cnverted int a segment f the new Drsey IPL. The Glenbr IPL will als require alteratins in rder t mitigate pre-cntingency verlads n the Riel IPL resulting frm increased pwer flws ver the Manitba-U.S. interface nce the Drsey IPL is in service. Tw phase shifting transfrmers will be added t the terminal facilities f the Glenbr IPL at Glenbr Statin. In rder t accmmdate the phase shifting transfrmers, Glenbr Statin must be expanded and a segment f the IPL must be relcated. The Prject will als include the additin f equipment t the 8

10 Drsey Cnverter Statin and Riel Cnverter Statin, and sme mdificatins t intra-prvincial transmissin lines. Maps describing the Prject can be fund in Appendix B. Map 1 shws the lcatins f the varius Prject cmpnents. Manitba Hydr des nt cnsider the upstream facility, Keeyask Generating Statin ( Keeyask ), as falling within the scpe f the Prject, althugh the purpses f the Prject include the delivery f cntracted energy under new exprt sales agreements made pssible in part with the additin f Keeyask. Sectin 2 f CEAA, 2012 defines a designated prject as including ne r mre physical activities that are designated by the regulatins made under paragraph 84(a) (such as the cnstructin f certain IPLs), as well as any physical activity that is incidental t thse physical activities. Fr a number f reasns, Keeyask is nt cnsidered incidental t the Prject. Firstly, the Prject is nt dependent n Keeyask in particular. As demnstrated in the NFAT prceeding referenced in Sectin 1.5 f this Prject Descriptin, the Prject is justified based n a variety f factrs, including the increased pprtunity fr imprts t Manitba, either t supprt reliability in times f drught r ther emergencies, r when ecnmically beneficial. These factrs are unrelated t the cnstructin f Keeyask. Furthermre, even thugh the Prject will als be used fr exprting surplus energy, this surplus is surced frm Manitba Hydr s integrated, predminantly hydraulic, system, which includes numerus ther generating facilities and cannt be linked specifically t generatin surced frm Keeyask. Secndly, the cnstructin f Keeyask is nt dependent n the Prject. The Prvincial NFAT prceeding justified the cnstructin f Keeyask based n a number f factrs including dmestic resurce needs and recmmended prceeding with the cnstructin f Keeyask withut impsing any cnditins related t the cnstructin f MMTP. Similarly, the Order in Cuncil authrizing the cnstructin f Keeyask is nt cnditinal n cnstructin f the Prject (Manitba Order in Cuncil 0029/2014). It shuld als be nted that the assessment f the envirnmental effects related t the cnstructin/peratin f generating statins in Manitba falls under prvincial jurisdictin and is regulated under the prvisins f The Envirnment Act. The envirnmental assessment fr the Keeyask Generatin Prject has already been cnducted and an Envirnment Act Licence was issued n July 2, Cnstructin f Keeyask began in July f last year, well in advance f any apprvals fr this Prject. Manitba Hydr s ratinale fr excluding upsteam facilities such as Keeyask frm the scpe f the Prject and therefre the scpe f the assessment is cnsistent with previus decisins f the Natinal Energy Bard, such as Hearing Order OH regarding the TransMuntain Expansin Prject, and OH issued with respect t the TransCanada Keystne Pipeline. With respect t dwnstream facilities, Manitba Hydr des nt cnsider the Great Nrthern Transmissin Line ( GNTL ) as falling within the scpe f the Prject and its assciated envirnmental assessment. Althugh the Drsey IPL will be intercnnected with the GNTL, this dwnstream facility is a separate prject that is being develped by separate prpnents. Accrdingly, the U.S. transmissin line is nt under the sle cntrl f the prpnent f the Prject - Manitba Hydr. The GNTL is subject t envirnmental assessment prcedures under U.S. law at bth the federal and state levels. Furthermre, the exclusin f dwnstream facilities is cnsistent with the general apprach taken by the Natinal 9

11 Energy Bard as stated in previus decisins such as OH in the TransMuntain Pipeline matter. 2.2 IPL Ruting Methdlgy The final preferred rute fr the Drsey IPL that is being prpsed was determined using an apprach based n the EPRI-GTC Ruting Methdlgy (EPRI-GTC, 2006). The methdlgy is a quantitative, cmputer-based methdlgy develped by the Electric Pwer Research Institute (EPRI) and Gergia Transmissin Crpratin (GTC) fr use as a tl in evaluating the suitability f an area fr lcating new verhead transmissin lines. Based n analysis, macr crridrs are created which define the rute planning area. Using mre detailed infrmatin, alternate crridrs are then develped. Within the alternate crridrs, alternate rutes are identified and analyzed. Emplying increasingly detailed data fcused n areas f greater suitability, the methdlgy allwed Manitba Hydr t take int cnsideratin large amunts f infrmatin and t quantitatively cnsider input frm Manitba Hydr s engagement prcesses during Prject develpment. The ruting prcess began with mre than 700,000 alternatives fr cmparisn. This was reduced t 550,000 in the secnd rund, and in the last rund f final preferred rute determinatin, nearly 4,000 alternatives were cmpared. Feedback received thrugh the Prject engagement and envirnmental assessment prcesses was incrprated int ruting decisins. Envirnmental and sci-ecnmic ruting criteria were cnsidered in the rute selectin prcess. Ruting criteria included prximity t residential cncentratins, majr develpments, cnservatin lands, resurce uses, riparian areas, and existing rights f way. Ruting als cnsidered sensitive sites - lcatins, features, areas, activities r facilities identified by discipline specialists, thrugh the First Natins and Métis and Public Engagement Prcesses t be eclgically, scially, ecnmically r culturally imprtant r sensitive t disturbance in relatin t Prject infrastructure. Sensitive sites included valued and prtected vegetatin, wildlife and habitats, cultural sites (e.g., heritage/archaelgical and spiritual sites), unique terrain features, ersin- and cmpactin-prne sils, and ther imprtant lcatins where rute avidance wuld be an effective means f mitigatin. 2.3 Prject Lcatin Overview Map 1 (Appendix B) displays the varius Prject cmpnents and their lcatin in Manitba. Further details regarding the lcatin f the Prject cmpnents are prvided belw Drsey IPL and Mdificatins t Riel IPL Use f Existing Crridrs Manitba Hydr has been planning, acquiring and btaining easements fr dedicated transmissin crridrs that cntain multiple transmissin lines since the early 1960s. The purpse has been t minimize the effects f multiple independent right-f-ways ( ROWs ) in an area subject t extensive develpment surrunding the City f Winnipeg. The result is the establishment f a crridr that culd huse multiple transmissin lines cnnecting statins arund Winnipeg fr the purpses f enhanced reliability and mvement f pwer int and ut f the Winnipeg centered grid. The Drsey IPL will utilize tw existing crridrs: the Suthern Lp Transmissin Crridr, which traverses frm Drsey Cnverter 10

12 Statin t sutheast Winnipeg, and the Riel Vivian Transmissin Crridr which traverses frm Riel Cnverter Statin eastward (see Map 2, Appendix B). During the transmissin line ruting prcess the utilizatin f existing crridrs was encuraged by stakehlders and the public and factred heavily in the transmissin line ruting prcess. As a result, the existing Suthern Lp and Riel-Vivian Transmissin Crridrs were used t rute a substantial prtin f the Drsey IPL as a mitigative decisin. The decisin was made early in the ruting prcess t avid acquiring a new ROW within prime agricultural land and rural residential develpment areas in lcatins where an existing planned transmissin crridr had sufficient space t huse the transmissin line. As prpsed, clse t half f the rute (92 km) is lcated in existing transmissin line crridrs. In additin, the majrity f land (157 km, r almst 74%) that wuld be crssed by the Drsey IPL fr the entire prpsed rute is privately wned, with a large prtin f this (74 km) cnsisting f land either already under easement r wned by Manitba Hydr. Suthern Lp Transmissin Crridr The Suthern Lp Transmissin Crridr (SLTC) is a utility crridr that extends frm Drsey Cnverter Statin suth and then east, circumventing the City f Winnipeg and ending at the Riel Cnverter Statin lcated n the east side f the City adjacent t the Red River Fldway (Map 2, Appendix B). The existing SLTC is up t 245 m wide and is designed t accmmdate multiple transmissin lines necessary fr system reliability and t meet future energy demands in suthern Manitba. Apprximately 68 km f the Drsey IPL will be cnstructed within the SLTC between the Drsey and Riel Cnverter Statins. At the Riel Cnverter Statin, the IPL will exit the SLTC and enter the Riel-Vivian Transmissin Crridr. Drsey Cnverter Statin t La Verendrye Segment Starting frm the Drsey Cnverter Statin, at gegraphic crdinates f apprximate latitude f degrees and lngitude f degrees, the Drsey IPL will head suth alng the SLTC as shwn in Map 2. As described belw, the IPL will need t crss a variety f infrastructure in the SLTC due t physical cnstraints. The IPL will als need t crss ne duble circuit 115kV transmissin (VT63, VJ50) and ne prpsed single circuit 230 kv transmissin line (V95L). 11

Suth f the TCH, the prpsed rute crsses the Assinibine River. Suth f the Assinibine River the prpsed rute cntinues suth alng the SLTC thrugh agricultural land fr apprximately 6.5 km, crssing ver PR 241, PR 427 and the Canadian Pacific Railway. The prpsed rute then crsses ver tw duble circuit transmissin lines (D11Y & D15Y and D14S & D55Y) then turns east paralleling these lines. It then cntinues east thrugh agricultural land, crssing PR 334 heading t LaVerendrye Statin. La Verendrye t Deacn s Reservir Segment At LaVerendrye Statin, the transmissin line will turn suth, crssing three intraprvincial transmissin lines (YM31, Y51L, & YT10) cnnected t LaVerendrye Statin. Frm LaVerendrye Statin the prpsed rute heads suth alng the SLTC thrugh agricultural land and crsses PTH 2, then heads east crssing YF11 and Prvincial Trunk Highway ( PTH ) 3. It cntinues east thrugh agricultural land crssing PR 330 and PTH 75, heads nrtheast, crsses thrugh Duff Rblin Prvincial Park then ver the Red River just nrth f the Red River Fldway inlet. East f the Red River, the prpsed rute crsses ver the fldway, then ver PR 200 and parallels the fldway n the suth side fr apprximately 14 km, crssing ver PR 300 twice, then the Seine River just suth f where it enters the fldway. The prpsed rute then crsses PTH 59, ne duble-circuit 115kV transmissin line (VT63, VJ50) and ne prpsed single-circuit 230kV transmissin line (V95L). It cntinues t parallel the fldway as it turns nrth crssing the TransCanada Highway. The prpsed rute travels nrth fr apprximately 3 km, 12

14 passing alng the west side f Deacn Reservir and the City f Winnipeg s Water Treatment Plant suth f the Riel Cnverter Statin, as shwn n Map 2 (Appendix B). Riel Vivian Transmissin Crridr After the prpsed rute leaves the SLTC it heads east within the Riel Vivian Transmissin Crridr (RVTC) alng the nrthern end f Deacn s Reservir alng the suth side f Riel Cnverter Statin. The RVTC is a utility crridr that extends frm the Riel Cnverter Statin east t just suth f Vivian, Manitba (Map 2, Appendix B). The existing RVTC is 177 m wide. Within this crridr there is currently ne 500 kv AC internatinal pwer line (M602F - Riel IPL) and ne 500 kv high vltage direct current (HVDC) intraprvincial transmissin line (Biple III), which is under cnstructin. With the additin f the Drsey IPL, there will be three lines in this crridr. When tw 500 kv transmissin lines are in clse prximity t each ther there is increased risk t reliability due t ptential extreme weather events r equipment failures impacting bth transmissin lines. The risk t reliability is exacerbated when these lines crss ver each ther. The verhead crssing lcatin f the Drsey IPL and Riel IPL within the RVTC creates the ptential fr multiple lines t be ut f service if the upper line were t fail and fall n the lwer line. In rder t mitigate this risk and avid the cnstructin f tw 500 kv crssver structures, the existing Riel IPL and future 500kV transmissin lines (D604I and Biple III) have t be arranged t avid r minimize the effects f crssing each ther. T facilitate this, a segment f the existing Riel IPL frm Riel t PTH 12 (apprximately 24 km) will be utilized as a prtin f the new Drsey IPL. A prtin f the Riel IPL will be mved frm its current lcatin and be built n new structures ver the same 24 km distance just nrth f its current lcatin within the transmissin crridr. At the pint where the Drsey IPL exits the RVTC t the suth n a new right f way, the Riel IPL will rute back and cnnect t its existing structures, as shwn in Figures 2 and 3. The new ROW, as designed, passes thrugh a prtin f sutheast Manitba that has a variety f land uses including agriculture, rural residential, and prvincial Crwn land. The ROW width requirement will be apprximately 80 m fr self-supprting twers and 100 m fr guyed twers. Suth f Anla, Manitba and east f PTH 12 the prpsed rute turns suth, entering a new ROW thrugh agricultural land. The prpsed rute crsses the Greater Winnipeg Water District (GWWD) aqueduct and the GWWD Rail Line. At this pint, the landscape starts t change frm primarily agricultural land t a mix f pasture land and frested area. Land wnership becmes a mix f prvincial Crwn and private land. The prpsed rute parallels the existing 230kV Transmissin line (R49R) frm Ridgeway Statin t Richer Suth fr just ver 4 km. The prpsed rute cntinues sutheast then turns suth crssing ver R49R then paralleling it n the west side, in a sutheasterly directin fr apprximately 8 km. The prpsed rute runs east f Cttnwd and Oakwd Glf Curses and crsses the TransCanada Highway fr the third time. The prpsed rute separates frm R49R at Richer Suth Statin and turns suthwest. It runs thrugh several parcels f prpsed prtected area at Richer Suth Statin. Frm that pint the prpsed rute crsses PR 302 and then heads generally suth fr apprximately 37 km. It then runs alng the eastern edge f La Verendrye Glf Curse then crsses PR 210 and the Canadian Natinal Railway. It then turns sutheast running adjacent t the western bundary f the Watsn P. Davidsn Wildlife Management Area ( WMA ). At the suth end f the WMA, the prpsed rute runs sutheast passing thrugh the 14

16 Calient Bg. The prpsed rute stays west f the Spur Wds WMA then runs east-sutheast thrugh mixed pasture and natural areas, then turns sutheast running west f Piney Creek. It then crsses ver Piney Creek and meets the internatinal brder just east f Piney Creek at gegraphic crdinates f apprximately degrees latitude and degrees lngitude Mdificatins t Statins and Glenbr IPL Drsey Cnverter Statin Mdificatins and additins will be undertaken at the existing Drsey Cnverter Statin nrthwest f Winnipeg in Rsser, Manitba t cnnect the Drsey IPL t the existing electrical netwrk. In rder t accmmdate the new equipment and line terminatin the statin site will als need t be mdified. The statin fence line will be expanded t the west fr a ttal f 15,902 m 2 n Manitba Hydr-wned prperty. Map 4 (Appendix B) utlines the planned statin expansin Riel Cnverter Statin Mdificatins will be undertaken at the Riel Cnverter Statin lcated east f the Red River Fldway and nrth f the City f Winnipeg s Deacn Water Supply Reservir in the Rural Municipality f Springfield (Map 5, Appendix B). All additins will be cntained within the current fenced area f the 500 kv switchyard prtin f the Riel Cnverter Statin Glenbr IPL and Glenbr Suth Statin Manitba Hydr s Glenbr Suth Statin is lcated 1.5 km suth f the junctin f Prvincial Trunk Highway (PTH) 2 and PTH 5 in an agricultural dminated landscape (GPS crdinates 49 32'18"N, 99 17'02" W). This statin cntains the terminatin facilities f the Glenbr IPL that transmits pwer frm Glenbr Suth Statin t intercnnected U.S. facilities at the internatinal bundary. T accmmdate the additin f tw new phase shifting transfrmers ( PSTs ), the site will need t be mdified. The Glenbr Suth Statin fence line will be expanded 130 m x 91 m east f the existing 230 kv switchyard n Manitba Hydr wned prperty. In additin t the abve, mdificatins t tw intraprvincial lines (S53G, G37C) and the Glenbr IPL (G82P) will be required. Map 6 (Appendix B) displays the prpsed expansin and relcatin. In rder t expand the Glenbr Suth Statin t accmmdate the PSTs, a segment f the Glenbr IPL must be relcated. A prtin f the IPL frm Glenbr Suth Statin t Twer 3 spanning apprximately 345 metres will be salvaged, as well as Twers 1 and 2. Frm Twer 3, a new segment f the IPL (500 metres) and tw new steel lattice twers will be built t cnnect t the statin. 2.4 Prject Schedule and Wrkfrce General Figure 4 displays the current Prject schedule, develped subject t regulatry apprvals. In ttal, clearing and cnstructin f the Prject will require apprximately 33 mnths t cmplete. This is rganized int three general phases f wrk: cnstructin within the existing SLTC, cnstructin frm Riel t the internatinal brder, and realignment at the Glenbr Suth Statin. 15

Wrk frce requirements assciated with the peratins and maintenance f a particular transmissin line generally invlve deplyment f established reginal peratins and maintenance persnnel, and cntractr staff as required. Line inspectins culd invlve cncurrent inspectins f varius lines in the regin. Maintenance wuld include repairs as required. The wrkfrce fr maintenance activities culd be between three and five wrkers. During emergency situatins, the size f the wrkfrce is largely dictated by the wrk required Statins Riel Cnverter Statin Subject t regulatry apprvals, wrk at Riel Cnverter Statin will cmmence in the summer f 2017 and will be cmpleted in the fall f Cntractr wrkers will peak during this time between the fall f 2017 and the summer f 2018 with apprximately 55 wrkers n site. There will be tw mnths at the end f cnstructin that will nly have Manitba Hydr emplyees n site. 2.5 Engineering Design and Prject Activities Transmissin Line Design Drsey IPL The prpsed IPL will be a single circuit, 500 kv AC transmissin line that will be 60% series cmpensated at the midpint. The transmissin twers will supprt ne set f triple Aluminum Cre Steel Reinfrced cnductr bundles fr each f the three phases suspended frm insulatrs. The IPL will be cnstructed f self-supprting lattice steel twers n agricultural and rural residential land t mitigate adverse effects by reducing twer ftprints and ROW width. Guyed lattice steel twers will be used n nn-agricultural lands t mitigate effects n twer stability caused by saturated sils and t reduce material and cnstructin csts. Fur types f twers will be used: tangent twers, anti-cascading twers, angle twers and dead-end twers. Intercnnected prcelain r glass disc insulatrs will be placed between the cnductr bundles and the twers t prevent arcing and grunding. Twers will be placed apprximately 400 metres apart, depending n site cnditins. The IPL structure height is expected t range frm metres, depending n terrain cnditins and envirnmental sensitivity. Tw skywires will be strung alng the tps f the twers t prvide lightning prtectin. One f the skywires will be equipped as an Optical Grund Wire ( OPGW ). The OPGW is designed t prvide system prtectin and cmmunicatin fr the IPL. An undergrund fibre ptic cable (400 metres lng) will be installed frm the crner twer f the IPL t the Richer Suth Statin cntrl building t prvide cnnectin t the Statin s repeater equipment. The twer fundatin design will vary with sil and terrain cnditins (mat r pile) as detailed in Sectin Riel IPL Relcatin A prtin f the Riel IPL will be relcated slightly nrth within the existing transmissin line crridr t allw the preferred ruting f the Drsey IPL as prpsed withut the cnstructin f tw 500 kv crssver structures that wuld therwise be required t enable the Drsey IPL t crss ver the Riel IPL. Figures 5 and 6 depict the details f the relcatin. Twer 6 f the Riel IPL will be remved and the existing segment f the IPL frm Twers 5 thrugh 7 (442.5 km lng) will be relcated t tw new twers shwn as B and C n Figure 5. The Riel IPL will then cntinue eastward alng a new sectin f line frm Twer C (as shwn in yellw n Figure 5) fr 22.8 km t existing Twer 63 as shwn n Figure 6. The frmer prtin f the Riel IPL between Twer 7 and Twer 60 will becme part f the Drsey IPL with the replacement f Twer 60. Existing Twers 61 and 62 f the Riel IPL and apprximately 1.07 km f transmissin line will be remved and salvaged. 17

This mdificatin is required in rder t mitigate pre-cntingency verlads n the Riel IPL resulting frm increased pwer flws ver the Manitba-U.S. interface nce the Drsey IPL is in service. In rder t accmmdate the phase shifting transfrmers, the Glenbr Statin must be expanded and a segment f the IPL must be relcated. A prtin f the IPL frm Glenbr Statin t Twer 3 spanning apprximately 345 metres will be salvaged, as well as Twer 1 and Twer 2. Frm Twer 3, a new segment f the IPL (apprximately 230 metres) and ne new permanent tubular steel twer will be built t cnnect t Glenbr Statin. Tw temprary tubular steel twers will als be required Transmissin Line Cnstructin Prcess General The fllwing sectins describe the varius activities assciated with the cnstructin phase f the Drsey IPL, including the fllwing: access, mbilizatin, ROW clearing, transmissin line cnstructin, marshalling yards, brrw surces, accmmdatins and cnstructin camps, clean-up and dembilizatin. 18

20 Access Access fr cnstructin and subsequent line maintenance activities will generally ccur alng the ROW using existing public access rads r trails wherever pssible. This minimizes the requirement fr the develpment f new temprary trail access and the assciated envirnmental effects. Minr deviatins (bypass trails) frm the ROW may be necessary in severe terrain cnditins. Unless required fr nging maintenance, the ROW access trails will nt be regularly maintained pst cnstructin. Cnstructin activity and access fr the purpses f cnstructin will be subject t standard envirnmental prtectin measures assciated with Manitba Hydr s transmissin line cnstructin practices. These will be identified and crss-referenced in site-specific Envirnmental Prtectin Plans, and adherence t them will be stipulated in related cntract specificatins. At waterway crssings, structures will be lcated as far back frm the water s edge as pssible, t maximize stability and prevent bank ersin. Cnstructin prcedures used at each required crssing will be based n site-specific cnsideratins, such as existing sil and subsurface cnditins, biphysical sensitivities, and peratinal requirements. Site-specific cnstructin techniques will be develped where necessary fr difficult terrain r steep slpe cnditins. Cntractrs will be required t develp sediment and ersin cntrl plans. Equipment access and cnstructin activities will be carried ut in a manner that will minimize disturbance t shrelines. Vegetative buffer znes will be retained alng the shrelines wherever pssible. The precise character and extent f buffer znes will be determined n a site-specific basis. In general, existing and ptential future tree heights will gvern the amunt f clearing that must be dne in buffer znes t ensure the safe peratin f the line. Existing intersectins, such as thse fr trails, PTHs, PRs and railways, are cnsidered sensitive t change r cnflicting land uses. Use f trails is imprtant fr recreatinal, cmmercial and subsistence hunters, gatherers and trappers. Ensuring there is safe access t these trails is imprtant t minimize effects n resurce users. In cnjunctin with general mitigatin measures, a standalne dcument called the Access Management Plan (AMP) has been develped by Manitba Hydr t safeguard and supprt the preservatin f envirnmental, sci-ecnmic, cultural and heritage values within the Prject s area f direct impact in the creatin f new access Mbilizatin The first step in clearing and cnstructin is the mbilizatin f a wrkfrce t an area. Mbilizatin includes the mvement f Manitba Hydr and cntract staff, vehicles and equipment t the jb site. Generally, mbilizatin is nging thrughut the cnstructin phase as different types f equipment are required fr specific activities such as clearing, twer cnstructin and cnductr stringing Right-f-Way Clearing and Getechnical Investigatins Clearing and dispsal f trees n the prpsed ROW will be undertaken in advance f cnstructin t facilitate cnstructin activities. ROW clearing will be subject t standard envirnmental prtectin measures that have been established in assciatin with Manitba Hydr transmissin line cnstructin practices, as well as the Cnstructin Envirnmental Prtectin Plan, filed as part f the EIS. With the exceptin f envirnmentally sensitive areas, the cleared ROW width fr the structures will vary 19

21 depending n lcatin and twer type. Clearing will be mdified in envirnmentally sensitive areas (e.g., river and stream crssings) and will be subject t a variety f pre-determined but adaptable envirnmental prtectin measures. Clearing requirements fr the new transmissin line ROWs will als require selective clearing f danger trees beynd the ROW. Such trees culd ptentially affect the functin f the transmissin line r result in safety cncerns, and are nrmally identified during initial ROW clearing activities and remved. A variety f methds are available fr ROW clearing. Typically, these include cnventinal clearing dne by V and KG blades n tracked bulldzers, mulching by rtary drums, selective tree remval by feller bunchers (e.g., fr remval f danger trees with minimal adverse effect t adjacent vegetatin and trees) and hand clearing with chain saws in envirnmentally sensitive sites. Final clearing methds will be determined n the basis f detailed surveys f the transmissin line rutes, and site-specific identificatin f envirnmentally sensitive features. Trees within the ROW will be cleared t a maximum height f apprximately 10 cm (4 inches) abve the grund. Grund vegetatin will nt be grubbed except at twer sites, where the fundatin area will typically be scraped t allw unencumbered access fr equipment and safe walking areas fr wrkers. Dispsal f cleared vegetatin typically invlves a variety f ptins including piling and burning, mulching, cllectin and secndary use by lcal cmmunities (e.g. firewd), r salvage and marketing f merchantable timber resurces if feasible. The final decisin fr dispsal f vegetatin will be determined based n the methd f clearing used and The Envirnment Act licence cnditins applicable t the Prject. Apart frm remval f danger trees alng the ROW edges, clearing prcedures are nrmally cnfined t the ROW. Where access utside the ROW is necessary (e.g., bypass trails) and has nt been identified in advance, supplementary apprvals, if required, will be btained frm the Manitba Gvernment (e.g., wrk permits and timber permits relating t activity n prvincial Crwn lands) r frm individual landwners. Getechnical investigatins invlve the excavatin f test pits and in sme instances, such as angle twers, sil drilling t create a sil prfile that is used by civil designers in the develpment f specialty fundatins. Investigatins take place as the ROW is cleared t allw access. Test pits lcated at twer fundatin sites are excavated by a tracked excavatr. They are backfilled nce tests are cmplete Twer Installatin and Wire Stringing Transmissin line cnstructin invlves several stages - installing twer fundatins and anchrs, assembling and erecting structures, and stringing f the cnductr and verhead grund wires. The different stages entail the use f varius types f vehicles and heavy equipment, and invlve a range f skills and trades. At the time f filing this Prject Descriptin, bth structure and cnductr designs are subject t final detailed design. N substantial changes are anticipated that wuld alter the cnclusins f the envirnmental assessment f the Prject. Unless therwise specified, the fllwing descriptins are based n current design and n prir experience with similar prjects and cnditins. The dimensins prvided fr the varius structure and fundatin types are subject t revisin in the curse f final design and cnfirmatin f field cnstructin cnditins. 20

22 Fr the guyed suspensin lattice steel structures, design and cnstructin f the twer fundatins will depend n sil and terrain cnditins. Fr surface r shallw bedrck cnditins, the lattice structures will be funded n a steel clumn fixed directly t the rck by steel dwels drilled and gruted int the rck. Where rck is nt encuntered, the structures will be funded n mat ftings, sized t prvide adequate bearing supprt (typically in the rder f 1.8 m [6 ft.] square) and buried t a depth f apprximately 3 m (10 ft.). Depending n sil cnditins, deep fundatins (i.e., piles) may als be used. Fr shallw r surface bedrck cnditins, guy anchrs will be secured by drilled and gruted anchrs. Where bedrck is nt encuntered, deadman anchrs, r ther deep anchrs (e.g., screw anchrs, verburden) will be used. Self-supprting suspensin lattice steel structures will be supprted by either mat r pile fundatins. Mat fundatins will typically be 3 m 2 (9.8 ft.) by 3 m 2 (9.8 ft.) deep. Pile fundatins will invlve individual piles r pile grups, ne fr each leg f the structure. Piles will be cast-in-place cncrete, generally 900 mm (36 in.) in diameter and apprximately 10 m (33 ft.) in length, r steel pile grups with a welded cap (similar in ftprint t cncrete piles). Guyed triple-shaft dead-end structures will be funded similarly t guyed suspensin structures but will require a separate fundatin fr each f the three vertical members. In the case f mat ftings, their dimensin will be in the rder f 1.8 x 3.6 m (6 x 12 ft.). Self-supprting angle and dead-end structures will be supprted by either mat r pile fundatins. Mat fundatins will typically be 4 m 2 (13.1 ft.) by 3 m 2 (9.8 ft.) deep, fr each leg f the structure. Pile fundatins will typically cnsist f fur 1200 mm (48 in.) diameter cncrete piles apprximately 11 m (36 ft.) in depth, r steel pile grups with a welded cap (f similar ftprint t cncrete piles). Dimensins will be subject t detailed design and will vary fr specific fundatin cnditins. Where necessary (e.g., in the case f rganic sils), fundatin excavatins will be backfilled with sil r granular material. Where wet r unstable sil cnditins are encuntered, the mat fundatins may be installed inside a large diameter steel culvert sectin t prvide additinal stability. These requirements may be limited t guyed tangent r suspensin structures. Different cntractrs will have different preferences with respect t structure assembly. Sme will chse t assemble structures at each twer site and then erect them by crane. Others will chse t assemble the structures at a central marshalling yard and then either truck the structures t the site and erect them by crane, r use a helicpter t fly the twers t the site and erect them. Insulatr strings will be attached t the structure crss arms prir t twer erectin. The insulatrs will separate the cnductrs frm the structures. Cnductr will be transprted t the site in reels, then suspended frm the insulatr strings, and tensined by machine t prvide the grund-t-cnductr design clearances specified at the mid-span pints f maximum sag. Each reel hlds abut 3,200 m (10,500 ft.) f cnductr.
