Enhance water in the UN Realizing the Global Goals - Agenda 2030 Nathalie Rizzotti Programme manager Global programme Water, SDC, FDFA

Because the water crisis is a global challenge, we need a global response. The behavior of a single country cannot solve such a complex problem. Switzerland has recognized the need to foster global commitment, accelerate action, and coordinate responses. Didier Burkhalter, Swiss Federal Councillor

September 2015: adoption of a dedicated Water goal (Goal 6) SDG 6 expands the MDG focus on drinking water and sanitation to now cover the entire water cycle, including the management of water, wastewater and ecosystem resources Includes three dimensions of sustainability (economical, social and environmental) Is universal, for all 193 UN Member States Opportunity to improve current water governance to this new paradigm/ defragment the water community

Improved energy efficiency in the water sector doubles the energy efficiency rate; Hydropower More time for education and production; Reducing the risk of sexual violence Reduction of absence times; Dismantling of gender inequalities General resource efficiency increase in production and consumption; Decoupling of economic growth and environmental degradation Contribution towards sustainable & inclusive industrialization; Resilient infrastructure for industry & water supply/sewage systems Contribution towards a universal social and economic inclusion; Income gains for the lower 40 % of the population; Nondiscriminatory social, political and economic participation Appropriate housing and basic services; Provision of sanitation in public spaces; Reduction of casualties/ damages in respect of water related catastrophes Containment of waterborne diseases; Reducing the infant mortality rate Productive resources; Adaption to floods and droughts; Avoidance of diarrhoea induced malnutrition Basic services, economic-/ income basis (e.g. argiculture) Water essential for success of whole Agenda 2030! Managment of natural resources; Waste water reduction through chemicals and litter; Water demand reduction for food waste Strengthening the resilience and adaptive capacity (e.g. natural catastrophes) Reduction of mainland (e.g. agriculture) caused pollution of the seas Mobilising additional financial resources; Promotion of policy coherence (energy/agriculture) Increase trust in the state; Stabilisation to avoid violent conflicts; Peaceful regional development Protection and restoration of freshwater ecosystems; Combating devastation and loss of biodiversity;

Only what is measured can be managedimportance of the monitoring and reportingimportant for implementation and «accoutnability» SG report (2016) toward a coherent, efficient and inclusive follow-up and review at the global level: Limited time at the HLPF, comprehensive reviews to be synthesized ahead of the forum s session Underlines the central role of the UN intergovernmental process and bodies, and their corresponding supporting entities, for the follow-up and review process

National Regional WATER? Sectoral/thematic CSW CFS UNFCCC..ect- Global Agenda 2030 and Follow up and Review Architecture High-Level Political Forum on SD under UNGA Mobilise action at highest political level UN HL Dialogue on Financing prior to HLPF under UNGA High-Level Political Forum on SD under ECOSOC Country review sessions Thematic review sessions Selection of goals GSDR Scienti fic task force Intergovernmental bodies and forums Regional follow-up and review - Different according to regions, options of peer learning, thematic review.s (tbd) - Aggregation of information and data National country reports

Many sectors already organized themselves and discussed on their role to support the HLPF and in depth discussions. Ex. Committee on Food Security Unique platform to review progress and share lessons Support global thematic review and make strong contribution to the integrated review at the HLPF (key for progress and accelerating implementation) Advance many dimensions of the integrated 2030 agenda Covers also many other important functions: Catalyzing and coordinating action by all Promote policy convergence (and implementation of policy tools developed by CFS and support governments in this effort) Strengthening role between countries and multistakeholders and sharing experience Bring the voice of the unheard to the global policy debate on W&S

The UNGA President Mapping assessment (July 2016): Amongst all SDGs the only 2 SDG that are largely uncovered under the GA and ECOSOC agendas are SDG 6 and SDG 12 (Ensure sustainable consumption and production patterns).

November 2015: UN Secretary-General s advisory board on Water and Sanitation (UNSGAB ) final report emphasizes: Mismatch between the integrated and ambitious 2030 vision of water management and the international political structures available Currently a highly fragmented global governance structure weak coordination Existing structures will not allow for effective implementation and review of SDG6 and related water targets. Weak articulation between high level fora on water global view No dedicated UN intergovernmental body

Ex. Establish a UN intergovernmental committee on water Strengthen UN Water as the coordinating structure and serves as a Secretariat for the UN interg.committee Set up a comprehensive global monitoring framework Convene a Heads of State panel (HLP on water)

Strong advocacy and engagement to develop a coalition (CH, Germany, NL, Hungary, Finland, France) Support to a global monitoring and first synthesis report(2018)- GEMI/JMP/GLAAS Swiss support to UN-Water

Support entity to the HLPF (Discuss monitoring and water -synthesis report; in depth review, complementing HLPF) and follow-up and review of global commitments Foster integrated reviews by linking water issues with other related goals Advocate for priorites and global challenges Promote coherence and exchange between the activities of governments and other stakeholders resulting in more effective and efficient use of resources- Enhance priority setting in an integrated way Maximize system-wide coordinated action and coherence of the UN system Decision and recommendations endorsed by UN member states-legitimate Political Guidance- advancement of rules Knowledge exchange

Outside UN system GEMI/JMP/ GLAAS Monitoring UN Water Coordination of UN Organisations on water High-Level Panel on Water (10 head of States,Secretariat: UN/DESA/WB) High-Level Panel on Water & Peace Multitude of global and regional Water Weeks, Water Forums, etc.

Pursue discussions in a larger Group of interested countries including G77 countries. 71e UN session- 2017: Dialogue upon invitation of the President of the General Assembly to discuss improving the integration and coordination of work at the United Nations on waterrelated goals and targets (Launch 22.3 in New-York) End 2017: resolution on the setup of a more effective global water architecture May 2018: First meeting of the UN intergovernmental Water body/ platform to discuss synthesis report before HLPF July 2018: HLPF with SDG6 on the agenda

Talk about it around you and get supports and elements to the discussion What could be the added value? Support Outreach process (in global events related to water, such as, WWD, Stockholm ) Support and join forces / to develop the initiative in a large coalition Reflect on where /how you can engage Other ideas? Thank you!
