CLIMATE JUSTICE- CLIMATE JOBS Nnimmo Bridge to the Future Conference, Oslo 17 February 2017

CLIMATE JUSTICE 101 HISTORICAL ROOTS Oil, coal and gas extraction and burning Climate Change impacts, e.g. floods, droughts Human Rights abuses

PER CAPITA EMISSIONS 2009

CUMULATIVE HISTORIC EMISSIONS (2009)

DISTRIBUTION OF IMPACTS (Climate Vulnerability Monitor 2012) Diakonia 5

URGENT ACTION NEEDED If emissions peak by Expected temperature rise by C to 1.7 C C to 2.6 C C to 3.1 C 2100 and beyond 2.6 C to 4.8 C possible-emissions-pathways

KEY JUSTICE ISSUES 1) Temperatures must be kept below 1.5 o C above pre-industrial levels 2) Remaining carbon budget must be divided equitably according to CBDR, capacity and right to sustainable societies 3) Just transition/system Change 4) Ensure climate jobs 5) Trade agreements and dirty energy pollution from offshore production must count for pollution from consuming nations. (eg US consumer goods produced in China)

PARIS!

WHAT DID PARIS OFFER? INDCs post 2020 actions countries intend or propose to take to curb climate change No mechanism to compel polluters to cut emissions before 2020 Green Climate Finance Rich nations pledge to mobilize $100billion per year from How to mobilise, not agreed but may include loans, aid, private finance, etc Carbon trading Forest protection + REDD + etc Reponsibility - CBDR

AT COP22: DID WE AGREE TO PARIS? Ad Hoc Working Group on the Paris Agreement (APA) to craft various rules for implementation of the Paris Agreement How Parties understand and interpret the PA To avoid NDCs not solely focused on mitigation actions but also on adaptation, finance, technology development and transfer, capacity building and a transparency framework for action and support. While developing nations insisted on CBDR as a core principle, developed nations pressed for uniform levels of responsibilities

PARIS AGREEMENT POSTPONES CLIMATE ACTION PA has come to force 2012 in Doha, Parties agreed to amend the Kyoto Protocol (KP) to incorporate a second commitment ( ) period where developed countries - Parties to the KP will undertake aggregate emission cuts at least 18 per cent below 1990 levels. The Doha Amendment to the Kyoto Protocol (KP) that should give effect to the second commitment period of the KP (2CP) is yet to come into effect.

SKIRTING THE PROBLEMS Justice and equity denied False solutions promoted REDD REDD+ etc Agrofuels GMOs GEO-ENGINEERING

REALITY UNEP s Emissions Gap Report 2016 indicates: With the Paris pledges, the world is heading for a temperature rise of 2.9 to 3.4 this century By 2030, emissions will be 12 to 14 gigatonnes above levels needed to limit global warming to 2.

CLIMATE JOBS ARENA POTENTIAL FOR MASSIVE JOBS CREATION Renewable energy End the reign of dirty energy Energy efficient buildings Popular/Community control Accessible public transit Solidarity economy Agro-ecology localized, food sovereignty Structural transformations needed in a low-carbon development requires deed changes for enterprises, workers and society as a whole.

JUSTICE DEMANDS 1) Temperatures must be kept below 1.5 o C above preindustrial levels 2) Remaining carbon budget must be divided equitably according to CBDR, capacity and right to sustainable societies 3) Keep 80% of fossils in the ground 4) Just transition/system Change 5) Ensure climate jobs 6) Trade agreements and dirty energy pollution from offshore production must count for pollution from consuming nations. (eg US consumer goods produced in China) 7) Zero waste approaches 8) Local production and consumption of durable goods 9) Divest from dirty energy identify pressure points 10) Broaden job opportunities through production from small units Climate finance 1) Polluter Pays 2) Climate debt 3) Stop wars
