2 Regional Ac2vity Center for Sustainable Consump2on and Produc2on (SCP/RAC) Body of UNEP/MAP (Mediterranean AcCon Plan) under the Barcelona ConvenCon for the ProtecCon of the Mediterranean sea and its coastal region. Serves 21 riparian countries with FPs in every country. Also a Regional Center for capacity building of the Stockholm ConvenCon on Persistent Organic Pollutants. SCP/RAC Mandate To promote sustainable patterns of consumption and production and sound chemicals management in the Mediterranean countries

3 Marine li0er and the Waste Management Hierarchy The basis of the PrevenCon measures of the Regional Plan on ML relies on the applicacon of the waste management hierarchy, both from legisla2on for the management of urban solid waste -including fiscal and economic measures to prevent generacon-, and for making the producers responsible for the en5re life-cycle of the product (EPR) as well, in order to encourage companies to design products less harmful for the environment, with long durability for reuse, apt for recycling and materials reduccon in toxicity and weight.

4 Marine li0er and the Waste Management Hierarchy The EPR requires the implementacon of a combinacon of measures such as: v Regulatory instruments, e.g. eco-design requirements for products, bans for harmful substances (health and environment) and foster toxic chemicals subsctucon inicacves. v Economic instruments: e.g. facilitacng finance, including microfinance for sustainable products; charges on products (e.g. plascc packaging and bags); tax/fee differencacon according to environmental performance of products. v Communica2on instruments: e.g. eco-label programmes for products and services; guidelines on sustainable product design; consumer campaigns, guidelines for green purchasing v Capacity building for concerned stakeholders: training programmes on eco-design and eco-innovacon for businesses, universices and financial agents v Voluntary/Procedural instruments: e.g. sectoral agreements and sustainability awards; environmental agreements with retailers; knowledge centers on sustainable product design; public-private partnerships and voluntary industry commitments on green corporate procurement.

5 SCP/RAC s par2cipa2on in ML projects {last stage of approval process} EU-UNEP MARINE LITTER-MED Project : Support Southern Mediterranean countries to implement the Marine LiZer Regional Plan endorsed by the Barcelona ConvenCon, ensuring complementarices with UNEP/MAP Medium Term Strategies , Union for the Mediterranean(UfM) H2020 IniCaCve, EU Marine Strategy Framework DirecCve (MSFD), ML and ecosystem approach (ECAP)related regional and naconal ongoing projects. The EU SWITCHMED project {last stage of approval process} ACT4LITTER (EU INTERREG MEDITERRANEAN Programme). Design measures to preserve natural ecosystems from ML in the Marine Protected Areas (MPAs).

6 EU-UNEP/MAP project on ML (project pending offinal approval) (SCP component only) Non-single use of plascc bags and promocon of EPR The objeccve is to promote at naconal level the banning of the single-use plas2c bags, and the reduc2on of plas2cs produc2on and use in packaging and other main uses (for sectors and services affeccng/generacng ML) by: - Raising awareness of EPR measures to address prevencon of ML to naconal, regional and local govs. - To provide technical support to producers to introduce ecodesign and eco-innovacon.

7 EU-UNEP/MAP project on ML: Ac2vi2es (SCP component only) To undertake an assessment of naconal regulatory frameworks in some countries and develop where appropriate the required legal and regulatory framework to introduce the non-single use of plas2c bags and EPR for plas2c bags To organize na2onal mee2ngs to raise awareness on preven2on of ML and the need to promote EPR with regards to plascc and microplascc produccon and consumpcon as well as circular economy To organize a regional/subregional workshop to share best prac2ces addressing EPR and non-single use of plas2c bags based on Mediterranean experiences Specific Guidelines and training material to prevent the genera2on of plas2cs and wastes ending up as ML.

8 EU-UNEP/MAP Project on ML: Synergies (SCP component only) The accvity would contribute to promote in the Mediterranean countries the links and complementarices between the EU Marine Strategy Framework Direc2ve (MSFD) and the EC Circular Economy Package. The accvity will be disseminated through the SwitchMed Programme website (switchmed.eu), which includes the SCP accon network with more than 1,000 members and mulcstakeholders events like the SwitchMed connect, bringing together about 400 stakeholders from Mediterranean countries.
