Introduction of Project We (Gujarat Fluorochemicals Limited) are a public limited company listed on both the Bombay Stock Exchange and the National Stock Exchange of India. We represent the interests of close to 10,000 shareholders across the country. We have installed and are operating, since 2007, a Refrigerant Gas Plant to Pre Feasibility Report 4

5 manufacture HCFC-22, and other fluoro chemicals at Plot no 12/A, Dahej GIDC Estate, Tal.: Vagra, Dist.: Gujarat with state-of-the-art technology sourced from leading US Companies, GFL is the largest producer of Refrigerant Gases in India. The company is accredited with ISO 9001:2008, ISO 14001:2004 and OHSAS 18001:2007 certification by the Intertek Quality Registrar. Identification of project and project proponent. The company propose to increase the production capacity of Poly Tetrafluoroethylene, as well as related products, addition of new products and proposes to install new Back Pressure TG(5 MW) within the existing premises. The company consists of following promoters: Mr. Devendra Kumar Siddhomal Jain Chairman of the company. He is a graduate in History (Hons.) from St. Stephens College, Delhi, possesses over 55 years of rich experience in business management and international trade. Mr. Vivek Kumar Devendra Jain Managing Director of the company. He is a graduate of Commerce from St. Stephens College, Delhi and also has a post graduate degree in Business Administration from the Indian Institute of Management Ahmedabad. He has over 34 years of rich business experience in setting up and managing several businesses. Mr. Pavan Kumar Jain Director of the company. He is a Chemical Engineer from Indian Institute of Technology, New Delhi, with over 38 years of experience of handling several diverse businesses. Mr. Shailendra D. Swarup Director of the company. He is a law graduate and a Senior Advocate. He is practicing in the High Court and Supreme Court of India, at New Delhi. He has around 44 years of experience in handling various legal matters. Ms. Vanita Bhargava - She is a Commerce and Law graduate of Delhi University and partner in the Dispute Resolution Group of Khaitan & Co, New Delhi. She has 17 years of experience as practicing advocate at Supreme Court, High Court, Company Law Board, National Green Tribunal, Mining Tribunal, Consumer Forums and its Appellate Authorities. Mr. Dinesh Kumar Sachdeva Whole Time Director of the company. He is B.Tech (Chemical Engineering) from the Indian Institute of Technology, Kharagpur, and has over 41 years of experience in the technical field of various chemical/ process plants. Mr. Anand Bhusari He is a post graduate in Chemical Engineering from IIT, Bombay & has 34 years of experience essentially in Petrochemicals & Refinery Operations, technology management, project execution, debottlenecking, safety & quality systems. He is involved with process technology, design engineering, project management and construction management of large projects both in India and abroad. Mr. Om Prakash Lohia Director of the company. He is a commerce graduate from Kolkata University and after graduation, joined the family textile business, which gave him management exposure in all disciplines of business management. He is also Chairman and Managing Director of Indo Rama Synthetics (India) Limited. Mr. Deepak Asher Director of the company. He is graduated in Commerce & Law, and is a Chartered Accountant and a Cost Accountant by profession. Brief description of nature of Project In the proposed expansion project at Plot 12/A, GIDC Estate, Dahej. We are going to expand the production capacity of Fluoropolymers including Poly Tetrafluoro Ethylene (PTFE), manufacture new age refrigerant gas Difluoromethane (HFC 32) and related products. To meet the steam requirement for proposed production we intend to install new Steam Boiler (60 TPH). The high pressure steam which is to be generated from this proposed steam boiler, we would like to utilize it for the power generation by installation one back pressure turbine of 5MW, which will fulfill the power requirement in the plant. After doing work with turbine, pressure of the exhaust steam will reduce and thus will be transferred to the process plant to cater the increase in steam requirement due to proposed expansion Need for the project and its importance to country and or region The project is being proposed for expansion by increasing the production capacity of Fluoropolymers including Poly Tetrafluoro Ethylene (PTFE), manufacture new age refrigerant gas Difluoromethane (HFC 32) and related products and installation of Steam Boiler(60 TPH)and one new Back pressure TG (5 MW) in existing plant. The technology is totally proven and safe in all aspects. Various products have export potential and will help in own economy by generating foreign exchange and also will be increase employment opportunities in the region. Pre Feasibility Report 6

7 (vi) (vii) Demand supply gap No significant gap. The unit will be able to supply according to the captive demand of the product. Imports vs. Indigenous production The products which will be manufactured in said premises will be of international standards, which will have acceptability in the export as well as domestic markets. Export possibility The products envisaged as captive product at present in the said complex will be of international standards and have potential to sale out as product for feed stock of many industries who are in the business of Fluro specialty business, agro business and pharmacy business and compete with the industrial majors across the globe as well as will be able to service the domestic markets. Employment generation The company is going to expand the existing manufacturing facility at same place. The company will provide more than approx. 50 nos. of contract as well as permanent employment to the local or surrounding people. 3. Project Description Type of the project: Industry is engaged in the production of HCFC-22, and other fluoro chemicals Location of project: The location of the project is at: Plot No.12/A, Dahej GIDC Estate, Tal: Vagra, Dist.: Bharuch, Gujarat. The geographical information of the proposed project is as given below: Latitude: 21 41'34.50"N and Longitude: 72 35'21.32"E Details of alternative site considered: Not applicable Salient features of selected site: The proposed expansion activity will be carried out in our existing premises which is located in GIDC Estate, Dahej area where all the resources are easily available and well developed communication facilities, infrastructure i.e., road, sea-port, air-port etc. Size or magnitude of project: Please refer Annexure-3 of Form-1 Pre Feasibility Report 7

8 (vi) (vii) (viii) (ix) (x) Project description with process details The proposed project is for the expansion of the production capacity of Fluoropolymers including Poly Tetrafluoro Ethylene (PTFE), manufacture new age refrigerant gas Difluoromethane (HFC 32) and related products. Installation of 60 TPH Steam Boiler and installation of new Back Pressure TG (5 MW). The proposed expansion would be carried out within our own existing premises. The products detail of the existing as well as proposed production capacity are as stated above and for the details manufacturing process of the above stated products please refer attached Annexure-3 of Form- 1. Please refer Annexure-4A of Form-1. Raw material requirement The details of raw materials required for the proposed products is mention in Annexure- 3 of Form-1, please refer the same. Raw Material sources: The company will be purchase raw materials from local and / or import depends on availability and market value. Mode of transportation of raw material and products: The required raw material for the manufacturing of proposed products would be transported by either sea or road. In case of products, it would be transported by either sea or road/air-ways and also the same will be depending upon the availability / comfort ability. Recycle/Reuse options: Water reuse/recycling arrangements has already been provided for water conservation. Quantity of waste to be generated along with its mode of disposal: Please refer Annexure-6 of Form-1 for the type, quantity and mode of disposal of solid / hazardous wastes generated from the proposed unit. 4. Site Analysis Point Description Connectivity The proposed activity is to be carried out within the existing premises located at Plot No A/12 GIDC Dahej, Gujarat. Existing roads and rails will be used. No new roads or rails are envisaged outside the boundary of the plant. Unit is approx. 65 KM from Surat Domestic Airport. Land use pattern The proposed activity is to be carried out within our existing premises which are located in notified Dahej GIDC Estate allocated for the industrial use. 9 Point Existing infrastructure Description Land: sq. m Utilities: Power requirement for the will be met by GEB/DGVCL and Captive Power Plant. o Water: GIDC water supply system. o Fuel: Coal, Natural Gas and LDO are used. Diesel is use in D.G.Sets (for emergency purpose only) o Power: GEB/DGVCL and Captive Power Plant. However, in case of power failure D.G.Sets will be used as a source of power backup Transport: o Rail: The nearest broad gauge railhead is Bharuch. o Road: The plant is connected to Bharuch by road routes. The distance from the plant to Bharuch is about 42 Km. o Air: The nearest domestic airport is available at Surat (65 km). Communication: o All facilities are available i.e. Telephone, Fax, Internet etc. Soil classification The characteristic of soil is fine soil with slight erosion and strong salinity. (vi) Climatic data from secondary sources Temperature: o Maximum: 47.8 C o Minimum : 4 C Rainfall: o Average (annual) : mm o Number of days per year : 42.9 days Relative Humidity (%): o Maximum: 74% o Minimum : 46% Wind Speed: o Avg. wind speed: 8.7 kmph. Basic amenities like education, medical, drinking water, post office, telephone, transportation & communication, banks, power supply, approach to road etc. are available in the nearby villages. 5. Proposed Infrastructure Point Land area Residential area Description The proposed project is to be set-up in existing premises of GIDC, Dahej Area. Within the existing land area of m². Not applicable Green belt area Green Belt area is developed in accordance with Environmental Clearance. Moreover, green belt will be developed in and around the premises. Social infrastructure The proposed expansion will be carried out within our existing premises located in notified industrial estate. Connectivity (traffic & transportation road/ rail metro/ water ways) (vi) Drinking water management (source and supply of water) No new road, rail, air/waterborne or other transport infrastructure including new or altered routes and stations are envisaged for the proposed plant. Existing transportation facilities available within the notified industrial area are enough to take care of the increasing traffic. GIDC Water supply system. (vii) Sewerage system Sewage will be discharged into the Septic tank/soak Pit system. (viii) Industrial management waste Water Pollution : o Effluent generated from proposed production will be treated in our existing effluent treatment plant. Air Pollution : o Flue Gas / Fugitive Emission Adequate control measures will be provided. Process Emission Adequate scrubber with each process emission reactor will be provided. Solid & Hazardous waste: o Quantity of generated solid/ hazardous/ Electronic/ Battery wastes will be properly managed and disposed. Pre Feasibility Report 10

11 Point (ix) Power requirement & supply/source Description o Source of existing power supply is GEB/DGVCL and Captive Power Plant, after expansion source of power supply will be same. o In-case of power failure, D.G.Sets will be used as a power backup. 7. Rehabilitation and Resettle (R& R) Plan Not applicable, since proposed expansion is to be carried out within our existing premises located in notified GIDC industrial estate. 8. Project Schedule & Cost Estimation Likely date of start of construction and likely date of completion (Time schedule for the project to be given) o Proposed date of start of construction and machine erection/ installation: After getting Environment Clearance from SEAC and No Objection Certificate from the GPCB. o Date of completion: It would be approximately months from the date of start construction and other activities. o Proposed date of start production: After getting the statutory required Consent & Authorization from the GPCB. Estimated project cost along with analysis in terms of economic viability of the project. o Estimated project cost: total estimated cost for the proposed amendment would be Rs Crore, details are as summarized under: 9.
