2 1. EXECUTIVE SUMMARY The applied area was initially sanctioned under prospecting license for 2 years period vide state government order no. F-2-24/2006/12/2 Bhopal Dated over an area of Acre or ha. The prospecting license deed in form F was executed on for two years period upto The applicant applied for grant of mining lease vide application dated over Acres area held under PL. The State Government of MP has taken decision to grant precise area of ha. under mining lease and communicated such decision vide letter No. F-3-40/2011/12/1 Bhopal Dated , & About TPA of Laterite will be produced. PIN Code Phone No The project is for mining of mineral Laterite by opencast method. The letter of intent has been appended as Annexure. (ii) BRIEF DESCRIPTION OF NATURE OF THE PROJECT (iii) (iv) (v) (vi) Opencast other than fully mechanized method of mining will be adopted in the lease area. All operation of mining such as development, winning of ore and loading will be carried out by mechanized means. No Drilling and blasting will be carried out. Sorting & sizing of mineral will be carried out by manual means. NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY OR REGION The mineral laterite is found localized and a major raw material for production of cement. The occurrence is site specific. The project will be a source of supply of laterite to cement plants. It will not only provide employment to local populace but also benefit to the State in the form of Royalty and fund in district mineral foundation for use in CSR activity and development of the project located district. DEMAND-SUPPLY GAP The region is a major hub for cement. The Laterite will be supplied to the cement plants. The ML area full fills the requirements and hence the demand is always adequate and more than supply. IMPORTS VS. INDIGENOUS PRODUCTION Indigenous production of mineral will be use for cement sector in our country. No export is envisaged of the mineral presently and in future also. EXPORT POSSIBILITY - No export is proposed. (vii) DOMESTIC/ EXPORT MARKETS The Laterite has a good potential market in the country. No export market exists of the available grade. 3

5 (viii) EMPLOYMENT GENERATION (DIRECT AND INDIRECT) DUE TO THE PROJECT - The requirement of various technical and non-technical personnel is determined while adopting the following norms:- 1. The mine will be worked in a single shift in day light hours. 2. In estimating the requirement of competent person, mates, etc. due consideration has been given to the statutory provisions. Man power requirement and its distribution. The proposed project is an independent project that involves mining of mineral Laterite. 7 (iii) DETAILS OF ALTERNATE SITES CONSIDERED AND THE BASIS OF SELECTING THE PROPOSED SITE, PARTICULARLY THE ENVIRONMENTAL CONSIDERATIONS GONE INTO SHOULD BE HIGHLIGHTED The mining is a site specific activity and the mineralisation is located on the mound. The ML area confirms to the location. The State Government has granted mining lease at the proposed site. No environmentally sensitive area is located within the buffer zone. (iv) SIZE OR MAGNITUDE OF OPERATION - Area hectares. Proposed capacity = TPA (v) PROJECT DESCRIPTION WITH PROCESS DETAILS (A SCHEMATIC DIAGRAM /FLOW CHART SHOWING THE PROJECT LAYOUT, COMPONENTS OF THE PROJECT ETC. SHOULD BE GIVEN) - The mine will be carried out by open-cast other than fully mechanized method of mining. All operation of mining such as development, winning of ore and loading will be carried out by mechanized means. No drilling and blasting will be carried out. There is no OB. The development benches in mineral will be developed of uniform 5m height. Sorting & sizing of mineral will be carried out by manual means. The transport of men is not applicable and they will come from nearby villages on their own. No tubs, haulage rope, conveyor or locomotive will be used. The OB and mineral will be excavated and loaded mechanically on dumpers. (vi) RAW - MATERIAL REQUIRED ALONG WITH ESTIMATED QUANTITY, LIKELY SOURCE, MARKETING AREA OF FINAL PRODUCT/S, MODE OF TRANSPORT OF RAW - MATERIAL AND FINISHED PRODUCT No raw material will be required in the proposed project. The operation involves the mining of Mineral. (vii) RESOURCE OPTIMIZATION/ RECYCLING AND REUSE ENVISAGED IN THE PROJECT, IF ANY, SHOULD BE BRIEFLY OUTLINED Not envisaged. (viii) AVAILABILITY OF WATER, ITS SOURCE, ENERGY/ POWER REQUIREMENT AND SOURCE SHOULD BE GIVEN - The ground water is available from hand pump and bore well for domestic purpose. The water from mine sump will be sourced for dust suppression and afforestation purpose. Water will be required under following heads: Activity Water requirement, KLD Dust suppression /allied mining activity 3.0 Plantation 2.0 (Additional 1.0 cum of domestic waste) Domestic 2.0 (1.0 cum of domestic waste) Total 7.00 Power - Electrical power is available for site office by MPEB. 7

8 (ix) QUANTITY OF WASTES TO BE GENERATED (LIQUID AND SOLID) AND SCHEME FOR THEIR MANAGEMENT/ DISPOSAL - Solid Waste - About 480 MT/month of overburden and mine waste will be generated from the mine. It will be backfilled in the mined out area and reclamation will be carried out in the mined out pits in the lease area. Plantation will be carried out on the backfilled area. 9 4.0 SITE ANALYSIS (i) CONNECTIVITY The applied area is about 55 kms from District-Headquarter Satna towards south-east. The applied area can be approached via Amarpatan and Ahirgaon. Amarpatan is at 17 kms towards west. The nearest railway station is Maihar at 40 kms on Jabalpur Allahabad BG section of Western Central Railway towards south-west and Rewa at a distance of about Km in NNE direction. All the basic infrastructure is available at Maihar & Amarpatan. (ii) LAND FORM, LAND - USE AND LAND OWNERSHIP Landform - The area is undulating. It is waste land. Revenue land (iii) TOPOGRAPHY (ALONG WITH MAP) The lease area is undulating having gentle slope towards north. The highest level is 495m RL towards south while the lowest elevation is 484 m in north. (iv) EXISTING LAND USE PATTERN (AGRICULTURE, NON-AGRICULTURE, FOREST, WATER BODIES (INCLUDING AREA UNDER CRZ), SHORTEST DISTANCES FROM THE PERIPHERY OF THE PROJECT TO PERIPHERY OF THE FORESTS, NATIONAL PARK, WILD LIFE SANCTUARY, ECO-SENSITIVE AREAS, WATER BODIES (DISTANCE FROM THE HFL OF THE RIVER), CRZ. IN CASE OF NOTIFIED INDUSTRIAL AREA, A COPYOF THE GAZETTE NOTIFICATION SHOULD BE GIVEN. land-use pattern of the lease area The ML area is waste land. There is no agriculture land, forest land or any water body in the lease area. No national park, sanctuary or any eco sensitive area exists within 10 kms radius. No forest exists within 250 m. The nearest water bodies are Bihar nadi 6.5 Km North and Jhalmal Nala 1 km North within 10 kms buffer zone. (v) Existing infrastructure A office and site services will be constructed in north west of the ML area. Site services will comprise of office, stores, drinking water facility, first aid and Rest-shelters. The approach road connecting Amarpatan & Ahirgaon exists in west and north. The nearest rail head is at Rewa and Maihar. The nearest airport is at Khajuraho. Post office is at Ramgarh & Police station is at Amarpatan, Rest House/ Dak Bunglow is at Satna. Hospital and education facility up to PG level is at Satna and Amarpatan. 9

10 (vi) Soil classification - The soil is lateritic in nature. (vii) CLIMATIC DATAFROM SECONDARY SOURCES The region has a tropical monsoon climate with long humid summer and short winters. The rain fall is heavy during S-W monsoon and light during pre-monsoon season. The monsoon normally begins during June and retracts during September. The nearest IMD station for the proposed mine project is Satna and the meteorological data for IMD Satna is given below Sl. Temperature: The average maximum temperature was recorded in the month of June at 47.8 C and the minimum average temperature was 4.3 C in January. Relative Humidity: The maximum Relative Humidity was found during the monsoon season with the month of August recording the highest average at 86% Wind Speed: The maximum average wind speed was found to be 7.9 kmph in the month of June. (viii) Social infrastructure Available Existing : All social infrastructure facility is available near the area at Amarpatan and Satna. Water Supply: There is no water tank or nalla or reservoir in the applied area. The main source of water supply is through dug well & tube wells in the nearby villages. 11

12 5.0 PLANNING BRIEF - (i) PLANNING CONCEPT (TYPE OF INDUSTRIES, FACILITIES, AND TRANSPORTATION ETC.) TOWN AND COUNTRY PLANNING/ DEVELOPMENT AUTHORITY CLASSIFICATION Mining by open-cast other than fully mechanized mining method will be practiced. The targeted production of the Laterite will be TPA. The mining operation will be done in systematic and scientific manner by formation of benches as per MMR (ii) POPULATION PROJECTION The project will employ most of the workers from nearby villages. There will not be any increase in population due to the project. However, few people from other area may migrate in this area for business opportunities. Proposed facilities: Assistance in green belt development in the 2 Km buffer zone. Direct Employment to required number of persons from nearby villages. Indirect employment opportunities to about 20 persons from the nearby villages. Arrangements for safe and healthy working conditions Provision of Drinking water to nearby villages through tankers in dry period. Medical facilities and Health check-up camps for the workers Conducting medical camps in nearby villages at regular interval. Assistance in Sanitation and Hygiene. 12

13 (v) AMENITIES/ FACILITIES - The requisite site facilities are proposed as follows: Site - Office- A site office is proposed for technical & clerical staff and keeping the records. First - Aid - First aid - facility in the office for giving first -aid to the injured persons. Water - Hut - Water hut is proposed for drinking water for employees. The water is proposed to be stored in water pitchers and tanks. Rest - Shelter - A rest shelter is proposed for workers for lunch and taking rest during interval. Lavatory Portable toilets will be used. 6.0 PROPOSED INFRASTURECTURE (i) (ii) Industrial Area (Processing area) Not applicable Residential area (Non Processing area) There is no residential area in the mine lease. Only Site office and rest shelter will be provided. Only local labours will be employed. (iii) Green Belt It is proposed to plant trees along the mine lease boundary as well as on the backfilled area. Fencing will be done to protect the plants. (vii) SEWERAGE SYSTEM The domestic effluent from the site office and rest shelter will be discharged in septic tank and soak pit system. (viii) INDUSTRIAL WASTE MANAGEMENT There will not be any industrial waste generation. (ix) SOLID WASTE MANAGEMENT About 480 MT/month of overburden and mine waste will be generated from the mine. It will be temporarily stacked and then simultaneously backfilled in the mined out area. The reclamation and rehabilitation will be carried out in the mined out pits in the lease area. Plantation will be carried out on the backfilled area. (x) POWER REQUIREMENT & SUPPLY/ SOURCES. Electrical power will be required only for site office and will be obtained from MPEB and Solar energy. 7.0 REHABILITATION AND RESETTLEMENT (R&R) PLAN (i) POLICY TO BE ADOPTED (CENTRAL/STATE) IN RESPECT OF THE PROJECT AFFECTED PERSONS INCLUDING HOME OUSTEES, LAND OUSTEES AND LANDLESS LABORERS (A BRIEF OUTLINE TO BE GIVEN) There is no human settlement within the mine lease area. No human settlement will be disturbed due to the mining activity. So, no Rehabilitation and resettlement is proposed. 8.0 PROJECT SCHEDULE & COST ESTIMATES (i) LIKELY DATE OF START OF CONSTRUCTION AND LIKELY DATE OF COMPLETION (TIME SCHEDULE FOR THE PROJECT TO BE GIVEN) The project will commence after grant of environmental clearance. (ii) ESTIMATED PROJECT COST ALONG WITH ANALYSIS IN TERMS OF ECONOMIC VIABILITY OF THE PROJECT 14

15 The estimated project cost will be Rs1.0 Crore. 9. ANALYSIS OF PROPOSED (FINAL RECOMMENDATIONS) (i) FINANCIAL AND SOCIAL BENEFITS WITH SPECIAL EMPHASIS ON THE BENEFIT TO THE LOCAL PEOPLE INCLUDING TRIBAL POPULATION, IF ANY, IN THE AREA. All workers will be subjected to medical examination as per Mines Rule 1955 both at times of appointment and at least once in five years. Medical camps will be organized for this activity. Insurance of all employees as per the rules will be provided. The proposed mine will bring economical benefits to the state by the way of Royalty for mineral and to the local people by way of direct and secondary employment opportunities. The mine management will also help the nearby villages by providing aid to school, conducting medical and social awareness camps, helping in formation of self help groups, etc. especially keeping in view the tribal and economically backward population in the area. Thus the project will bring about socio-economic improvement of the area and will prove beneficial to the area. ***************** 15
