1 20 PRE-FEASIBILITY REPORT OF GHODACH SOAPSTONE & DOLOMITE MINES (APPLICANT: M/S KASTURI MINERALS) 1. EXECUTIVE SUMMARY: The project is for mining of Ghodach soapstone & Dolomite Mine M.L. No. 69/2010 Near Village Ghodach, Tehsil Nathdwara, District Rajsamand (Raj.) over an area of 4.00 hect. Of M/S Kasturi Minerals partner Shri Devi Lal Mehta. The Environment Clearance is required for mining project for a targeted production of M.T.P.A.(all grade) 2. INTRODUCTION TO THE PROJECT/BACKGROUND INFORMATION: The letter of intent to grant mining lease for mineral soapstone & Dolomite Near village Ghodach, Tehsil Nathdwara, District Rajsamand (Raj.) has been in favour of M/S Kasturi Minerals 3 Pa 58, Prabhat Nagar, Hiran Magri, Sector-5 District-Udaipur (Raj.) is issued vide Directorate order No. DMG/Raj-11/CC-11/F-1 (1) 69/2018/4492 dated The mining plan with progressive mine Closure Plan was approved by supdt. Mining Engineer, Rajsamand Circle Rajsamand vide letter No. SME/Raj-cir/M.S. with P.M.C.P Raj- 11/f-97/2018 /1017 Dated (i) Identification of project and project proponent. In case of mining project, a copy of mining lease/letter of intent should be given. (a) Identification of project The project under reference is a Soapstone & Dolomite Mining project having a lease of 4.00 hect. Mining is proposed to be done by semi mechanized open cast method. It is situated near village Ghodach, Tehsil Nathdwara, District Rajsamand. The project proponent is taking all safe guard measures to protect environment in the mines and whole of the area. (b) Identification of project proponent: The project proponent Shri Devi Lal Mehta is partner of the project.

Mob.No E mail december16.mehata@yahoo.com (ii) Brief description of nature of the project:- As stated above the project is meant for extraction Soapstone by mechanized open cast method. (iii) Need for the project and its importance to the country and or region:- This area has good quality Soapstone. Good quality of Soapstone is still imported from European and other Countries as the domestic production of Soapstone is not sufficient to meet the demand. Therefore production of Soapstone from this Mine will save foreign exchange and thus it will act an imports substitution. (iv) Employment Generation (Direct and Indirect) due to the project: (a) Direct Employment generation 1. Geologist/Mining Engineer/ Mine 1 Part Time Manager 2. Mining Mate 1 3. Driver 4 4. Indirect employment generation It is not possible to exactly quantify the in direct employment generation. But the following types of employment opportunity will be generated 1. Engagement of truck /dumpers for transportation of minerals to the processing units 2. Development of Hotels and Restaurant to cater to needs of visitors.

3 22 3. PROJECT DESCRIPTION: (i) Type of project including interlinked and interdependent projects, if any. As already stated it is a Soapstone & Dolomite mining project where Soapstone & Dolomite will be extracted manual open cast mining method. Neither inter linked nor interdependent projects are likely to come up along with the project under reference. It is proposed to produces tonnes of Soapstone and Dolomite per years. As per MOEF notification dated This application is obtaining for grant of Environment Clearance. (ii) Location (map showing general location, specific location, and project boundary & project site layout) with coordinates. The project site is located near village Ghodach in Tehsil Nathdwara, of District Rajsamand, Rajasthan. Its distance from district from the headquarter Rajsamand is about 40 Km. (iii) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted: Since, mining is a site specific project, it cannot be shifted at will. Its location is dependent on the availability of mineral. All possible measures have been proposed to protect the environment in and around the project. (iv) Size or magnitude of operation:- It is proposed to produces tonnes of Soapstone including Dolomite per year at the mine. All the operation will be semi mechanized open cast method. (v) Project description with process details (a schematic diagram/flow chart showing the project layout, components of the project etc. should be given). Extraction of Soapstone pieces is proposed to be done by manual open cast method. Activities to be carried out in the course of mining are enumerated below:- 1. Reconnaissance survey 2. Prospecting and exploration. 3. Detailed exploration. 4. Removal of overburden. 5. Drilling & Blasting. 6. Sizing / sorting of Soapstone pieces according to their quality like high grade and low grade, etc. 7. Loading of Soapstone & Dolomite pieces on to trucks/ trailers/ tipper/dumpers.

4 23 (vi) Raw material required along with estimated quantity, likely source, marketing area of final product/s, Mode of transport of raw Material and Finished Products. Since, it is Soapstone & Dolomite mining project no raw material will be required for its production. The Soapstone pieces at the mine are transported to shorting yard by dumpers/trucks. No, HSD is required to be used at the mine for running various mining machineries. (vii) Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined. Since minerals are depleting asset it must be conserved as much as possible. Mineral will be extracted from maximum possible depth. Recycling of Soapstone is not possible. (viii) Availability of water its source, Energy/power requirement and source should be given. Availability of water its source:- The rain fall in area being about 554.5mm, and the nature of rock being permeable upto a certain extent, the ground water is sufficiently recharge with rain water. The area falls under safe category as far as availability of ground is concern. The drinking water is obtained through bore wells. Arrangements have been made for storing rain water into mining pits. The stored water is used for various mining operation like Drinking,drillings, dust suppressions etc., About 8.00 KLD of water will be required at the project.

5 24 (ix) Quantity of wastes to be generated (liquid and solid) and scheme for their Management/disposal. There is no plan for mineral beneficiation hence there is no tailing or liquid effluents. The waste is dumped on barren land outside lease area as approved in mining plan. Retaining wall will be made on the toe side to prevent spreading of the waste material. At the end of mine life this dump top will be covered with soil and thereafter plantation will be done to stabilize the dump. However, Soapstone powder slurry generated during drilling will get deposited in the sump at the bottom of the pit. This sump will be desilted from time to time and wet slurry will be disposed off on the waste disposal dumping ground and burying the same under rock debris. (x) Schematic representations of the feasibility drawing which give information of EIA purpose. As per the MOEF notification dated 15 January The project falls in B1 category. The EIA report is required to get environmental clearance for the project from the SEIAA, Jaipur

7 26 4. SITE ANALYSIS: (i) Connectivity: The existing mine site consists of 4.00 Ha of mining area. It is well connected with road, rail and air network. The lease area is about 1.57 Km East of village Ghorach, Tehsil- Nathdwara, and District- Rajsamand. Nearest Railway Station -Khemli at a distance of 23.00kms. Nearest Airport Dabok Udaipur at a distance of 30Kms. Nearest Road Tar Road at a distance of 0.70Kms. (ii) Land Form, Land use and Land ownership. Waste land 4.00 (Rajasthan) (iii) Physiography: The topography of this area is parts if hills Highest elevation of 790 mrl & lowest elevation being 768 mrl. Natural drainage in the area, follows the hill slopes and are generally flowing towards low lying Agricultural fields. (iv) Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ)), shortest distances from the periphery of the project to periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ. In case of notified industrial area, a copy of the Gazettee notification should be given. That, there are no Wild life sanctuary, National Park within Buffer zone. The area does not fall in CRZ, no eco sensitive zone exist in buffer zone. However Inter State boundary falls within 10 km. from area. 8 27 (v) Existing Infrastructure:- There is a mine office a store room, a rest shelter and a first aid room at the mine. Roads also already exist up to the pit top. (vi) Soil classification: The soil available in the area is mostly loamy to siltty. (vii) Climatic data from secondary sources: Rajsamand district is situated in the southern part of Rajasthan. The climate of Rajsamand district during the summers the maximum and minimum temperature recoded are 38 C and 7 C. Similarly. The average annual rainfall in the region is about mm. (viii) Social Infrastructure available: There is no inhabitation within the lease hold. However, the following Infrastructure exists around the area Police Station : Delwara Post Office : Ghodach Educational Facility : Ghodach Hospital : Losing (PHC) 5. PLANNING BRIEF: (i) Planning Concept (type of industries, facilities, transportation etc.) Town and Country Planning/Development authority Classification. It is a Manual opencast Soapstone & Dolomite mining project. Mining is done with the help of Iron Pans, etc., by forming proper benches, as per mining plan. (ii) Population Projection. (iv) Assessment of Infrastructure Demand (Physical & Social). In case of increase in production in future, widely and consolidation of the existing road will be required. The infrastructure structure like office building, first aid room, rest shelter, etc., already exists at the mine. For social up liftmen, necessary facilities will be provided to the local school and religious palces. Campse will be arregne in the nearby villages for regular health check up and providing medical health. Training programs will be arranged for making the local people self deepened. (v) Amenities/Facilities. All the amenities and facilities as required under the statutes will be provided at the mine. Since, the worker engaged at the mine come from local villages, they don t require housing facilities. 6. PROPOSED INFRASTRUCTURE: (i) Industrial Area (Processing area): There is no proposal of setting up any processing unit in and around the mining project. (ii) Residential Area (Non Processing Area): Since, the mine workers come from the nearby villages there will be no requirement of developing the residential area.

10 29 (iii) Green Belt: Greenbelt will be developed over an area of 1.32 ha outside/within the lease hold.. A total of about 1320 plant will be planted within the greenbelt. (iv) Social Infrastructure: Necessary facilities will be proved to the local schools and religious places for enhancing the standards of education and religious facilities. Medical will be arranged periodically for the benefit of the local people. Similarly training facilities will be provided to the local people for making them self depended. Drinking water facilities will be provided to the needy villages. (v) Connectivity (Traffic and Transportation Road/Rail/Metro/Water ways etc). No public road or Rail line is passing through the area. The lease area is about 1.57 Km Este of village Ghodach, Tehsil- Nathdwara, and District- Rajsamand and is connected by Kaccha Rasta with village Ghodach. (vi) Drinking Water management (Source & Supply of water): Drinking water is obtained from a Tube Well situated outside the M.L. area. (vii) Sewerage System. No sewerage system exists at the mine. (viii) Industrial Waste Management: No industrial waste is generated at the mine. (ix) Solid Waste Management: The solid waste obtained in the form of overburden as well as side burden will be managed by forming dumps over approved areas outside the lease hold. Proper retaining wall will construct along the toe of the waste dumps to prevent its spreading. Inactive dumps will be vegetated after laying a top soil layer over the waste dumps. (x) Power Requirement & Supply / source. There will be no requirement of the HSD. However, electricity connection will be required for the lighting purpose will be obtained by the AVVNAL. The requirement of energy will depend upon the rate of production and will be increased if the need arises. The present daily requirement is appox KWH per day. 7. REHABILITATION AND RESETTLEMENT (R & R PLAN): (i) Policy to be adopted (Central/State) in respect of the project affected persons including home oustees, land oustees and landless laborers (a brief outline to be given).

11 30 No person will be deprived of their homes or land. Thus, there is no need of preparing their rehabilitation and resettlement plan. 8. PROJECT SCHEDULE & COST ESTIMATES: (i) Likely date of start of construction and likely date of completion (Time schedule for the project to be given). Individual mine are already in operation. (ii) Estimated project cost along with analysis in terms of economic viability of the project. The estimated cost of the integrated project is about Rs Crore. 9. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS): (i) Financial and social benefits with special emphasis on the benefit to the local people including tribal population, if any, in the area. The mining proposed which proposed to integrated into one have provided employment opportunity in the residents of nearby villages. It has raised the standard of living of the local people, because their source of income has increased. In due course of time the standard of education in the area will improved considerably. Similarly the local people are getting various health facilities from the existing project. They are being dominated by the travel people, the area deriving maximum benefits from the projects. Drinking water facilities will be provided to a number of sounding villages.
