1 The 10-year Caribbean & North Brazil Shelf Large Marine Ecosystems Strategic Action Programme (CLME+ SAP ) 3 rd Meeting of the LBS STAC, Miami, Florida 31 October 2 November, 2016

2 Large Marine Ecosystems (LMEs) Sixty-six LMEs have been delineated globally (NOAA) LME s constitute a meaningful geo-spatial unit to promote implementation of ecosystem-based management (NOAA, GEF )

3 The Caribbean and North Brazil Shelf Large Marine Ecosystems (4.4 million km 2 ) CLME + region = 2 LMEs: the CARIBBEAN LME and the NORTH BRAZIL SHELF LME 25 GEF-eligible countries + 18 overseas territories + USA

4 Transboundary Diagnostic Analysis (TDA) and Strategic Action Programme (SAP) SAP - negotiated policy document Endorsed at the highest level of all relevant sectors of government TDA identify key environmental problems that are transboundary in nature; identify associated causes Establishes clear priorities for action (e.g., policy, legal, institutional reforms, or investments) to resolve the priority transboundary problems Mechanism used to seek fact-based agreement among countries on priority issues

Specify the Directions for Strategic Action (SDs) 2.b. Set Societal Benefits Objectives (SBOs) CLME + SAP: a 6 (+4) Strategies Programme and its correspondent Actions 4. Agree upon the overarching and ecosystem-specific Strategies 4. Agree upon the Priority Actions The SAP will be implemented through a series of projects: 5. Define & Agree on specific Activities

18 RECOMMENDATIONS FOR CONSIDERATION BY THE STAC 1. Recommend additional joint LBS-SPAW STACs in the future 2. Recommend progressive integration of efforts under LBS and SPAW Protocols e.g. integrated EBM projects 3. Recommend progressive development towards LBS COP 4 & SPAW COP 10 - of an integrated assessment on the State of the Marine Environment of the Convention Area reporting mechanism consider expanding the Monitoring & Assessment WG to include BD interests consider use of draft CLME+ SOME outline as basis recommend CLME+ PCU and UNEP CEP Secretariat to further work on a proposed outline, to be taken to COP3/9 Art 16 CC Art 7 LBS Protocol
