1 LAUNCH: Thursday, February 7, at 8:30 AM. Overview We will begin wrk immediately n Green New Deal bills t put the nuts and blts n the plan described in this reslutin (imprtant t say s smene else can t claim this mantle). This is a massive transfrmatin f ur sciety with clear gals and a timeline. The Green New Deal reslutin a 10-year plan t mbilize every aspect f American sciety at a scale nt seen since Wrld War 2 t achieve net-zer greenhuse gas emissins and create ecnmic prsperity fr all. It will: Mve America t 100% clean and renewable energy Create millins f family supprting-wage, unin jbs Ensure a just transitin fr all cmmunities and wrkers t ensure ecnmic security fr peple and cmmunities that have histrically relied n fssil fuel industries Ensure justice and equity fr frntline cmmunities by priritizing investment, training, climate and cmmunity resiliency, ecnmic and envirnmental benefits in these cmmunities. Build n FDR s secnd bill f rights by guaranteeing: A jb with a family-sustaining wage, family and medical leave, vacatins, and retirement security High-quality educatin, including higher educatin and trade schls Clean air and water and access t nature Healthy fd High-quality health care Safe, affrdable, adequate husing Ecnmic envirnment free f mnplies Ecnmic security fr all wh are unable r unwilling t wrk There is n time t waste. IPCC Reprt said glbal emissins must be cut by by 40-60% by US is 20% f ttal emissins. We must get t 0 by 2030 and lead the wrld in a glbal Green New Deal. Americans lve a challenge. This is ur mnsht. When JFK said we d g t the by the end f the decade, peple said impssible. If Eisenhwer wanted t build the interstate highway system tday, peple wuld ask hw we d pay fr it. When FDR called n America t build 185,000 planes t fight Wrld War 2, every business leader, CEO, and general laughed at him. At the time, the U.S. had prduced 3,000 planes in the last year. By the end

2 f the war, we prduced 300,000 planes. That s what we are capable f if we have real leadership This is massive investment in ur ecnmy and sciety, nt expenditure. We invested 40-50% f GDP int ur ecnmy during Wrld War 2 and created the greatest middle class the US has seen. The interstate highway system has returned mre than $6 in ecnmic prductivity fr every $1 it cst This is massively expanding existing and building new industries at a rapid pace grwing ur ecnmy The Green New Deal has mmentum. 92 percent f Demcrats and 64 percent f Republicans supprt the Green New Deal Nearly every majr Demcratic Presidential cntender say they back the Green New deal including: Elizabeth Warren, Cry Bker, Kamala Harris, Jeff Merkeley, Julian Castr, Kirsten Gillibrand, Bernie Sanders, Tulsi Gabbard, and Jay Inslee. 45 Huse Reps and 330+ grups backed the riginal reslutin fr a select cmmittee Over 300 lcal and state pliticians have called fr a federal Green New Deal New Reslutin has 20 c-spnsrs, abut 30 grups (numbers will change by Thursday). FAQ Why 100% clean and renewable and nt just 100% renewable? Are yu saying we wn t transitin ff fssil fuels? Yes, we are calling fr a full transitin ff fssil fuels and zer greenhuse gases. Anyne wh has read the reslutin sees that we spell this ut thrugh a plan that calls fr eliminating greenhuse gas emissins frm every sectr f the ecnmy. Simply banning fssil fuels immediately wn t build the new ecnmy t replace it this is the plan t build that new ecnmy and spells ut hw t d it technically. We d this thrugh a huge mbilizatin t create the renewable energy ecnmy as fast as pssible. We set a gal t get t net-zer, rather than zer emissins, in 10 years because we aren t sure that we ll be able t fully get rid f farting cws and airplanes that fast, but we think we can ramp up renewable manufacturing and pwer prductin, retrfit every building in America, build the smart grid, verhaul transprtatin and agriculture, plant lts f trees and restre ur ecsystem t get t net-zer. Is nuclear a part f this? A Green New Deal is a massive investment in renewable energy prductin and wuld nt include creating new nuclear plants. It s unclear if we will be able t decmmissin every nuclear plant within 10 years, but the plan is t transitin ff f nuclear and all fssil fuels as sn as pssible. N ne has put the full 10-year plan

3 tgether yet, and if it is pssible t get t fully 100% renewable in 10 years, we will d that. Des this include a carbn tax? The Green New Deal is a massive investment in the prductin f renewable energy industries and infrastructure. We cannt simply tax gas and expect wrkers t figure ut anther way t get t wrk unless we ve first created a better, mre affrdable ptin. S we re nt ruling a carbn tax ut, but a carbn tax wuld be a tiny part f a Green New Deal in the face f the gigantic expansin f ur prductive ecnmy and wuld have t be preceded by first creating the slutins necessary s that wrkers and wrking class cmmunities are nt affected. While a carbn tax may be a part f the Green New Deal, it misses the pint and wuld be ff the table unless we create the clean, affrdable ptins first. Des this include cap and trade? The Green New Deal is abut creating the renewable energy ecnmy thrugh a massive investment in ur sciety and ecnmy. Cap and trade assumes the existing market will slve this prblem fr us, and that s simply nt true. While cap and trade may be a tiny part f the larger Green New Deal plan t mbilize ur ecnmy, any cap and trade legislatin will pale in cmparisn t the size f the mbilizatin and must recgnize that existing legislatin can incentivize cmpanies t create txic htspts in frntline cmmunities, s anything here must ensure that frntline cmmunities are priritized. Des a GND ban all new fssil fuel infrastructure r nuclear pwer plants? The Green New Deal makes new fssil fuel infrastructure r nuclear plants unnecessary. This is a massive mbilizatin f all ur resurces int renewable energies. It wuld simply nt make sense t build new fssil fuel infrastructure because we will be creating a plan t rerient ur entire ecnmy t wrk ff renewable energy. Simply banning fssil fuels and nuclear plants immediately wn t build the new ecnmy t replace it this is the plan t build that new ecnmy and spells ut hw t d it technically. Are yu fr CCUS? We believe the right way t capture carbn is t plant trees and restre ur natural ecsystems. CCUS technlgy t date has nt prven effective. Hw will yu pay fr it? The same way we paid fr the New Deal, the 2008 bank bailut and extended quantitative easing prgrams. The same way we paid fr Wrld War II and all ur current wars. The Federal Reserve can extend credit t pwer these prjects and investments and new public banks can be created t extend credit. There is als space fr the gvernment t take an equity stake in prjects t get a return n investment. At the end f the day, this is an investment in ur ecnmy that shuld grw ur wealth as a natin, s the questin isn t hw will we pay fr it, but what will we d with ur new shared prsperity.

4 Why d we need a sweeping Green New Deal investment prgram? Why can t we just rely n regulatins and taxes and the private sectr t invest alne such as a carbn tax r a ban n fssil fuels? The level f investment required is massive. Even if every billinaire and cmpany came tgether and were willing t pur all the resurces at their dispsal int this investment, the aggregate value f the investments they culd make wuld nt be sufficient. The speed f investment required will be massive. Even if all the billinaires and cmpanies culd make the investments required, they wuld nt be able t pull tgether a crdinated respnse in the narrw windw f time required t jump-start majr new prjects and majr new ecnmic sectrs. Als, private cmpanies are wary f making massive investments in unprven research and technlgies; the gvernment, hwever, has the time hrizn t be able t patiently make investments in new tech and R&D, withut necessarily having a cmmercial utcme r applicatin in mind at the time the investment is made. Majr examples f gvernment investments in new tech that subsequently spurred a bm in the private sectin include DARPAprjects, the creatin f the internet - and, perhaps mst recently, the gvernment s investment in Tesla. Simply put, we dn t need t just stp ding sme things we are ding (like using fssil fuels fr energy needs); we als need t start ding new things (like verhauling whle industries r retrfitting all buildings t be energy efficient). Starting t d new things requires sme upfrnt investment. In the same way that a cmpany that is trying t change hw it des business may need t make big upfrnt capital investments tday in rder t reap future benefits (fr e.g., building a new factry t increase prductin r buying new hardware and sftware t ttally mdernize its IT system), a cuntry that is trying t change hw its ecnmy wrks will need t make big investments tday t jump-start and develp new prjects and sectrs t pwer the new ecnmy. Merely incentivizing the private sectr desn t wrk - e.g. the tax incentives and subsidies given t wind and slar prjects have been a valuable spur t grwth in the US renewables industry but, even with such investmentprmtin subsidies, the present level f such prjects is simply inadequate t transitin t a fully greenhuse gas neutral ecnmy as quickly as needed. Once again, we re nt saying that there isn t a rle fr private sectr investments; we re just saying that the level f investment required will need every actr t pitch in and that the gvernment is best placed t be the prime driver. Reslutin Summary Created in cnsultatin with multiple grups frm envirnmental cmmunity, envirnmental justice cmmunity, and labr cmmunity 5 gals in 10 years:
