The application of the project proponent was placed before the Committee in its 4 th meeting held on 5/5/2008 vide item no The observations of the Committee and the reply given by the project proponent vide its letter dated NIL, received on 13/10/2008 (copy of reply enclosed as Annexure-I) in annotated form are as under:- S.N. 5 Item No Application for grant of environmental clearance for residential colony namely Vipul World to be developed by M/s Vipul Limited at Vill. Banohar, Ferozepur Road, Ludhiana. The application of the project proponent was placed before the Committee in its 11 th meeting held on 23/8/2008 vide item no The observations of the Committee and the reply given by the project proponent vide its letter no. Vipul/08-09/73 dated 11/10/2008 (copy of reply enclosed as Annexure-II) in annotated form are as under:- S.N. Observation Raised Reply submitted by promoter 1. Revised layout plan with minimum clear distance of 100 ft. between the bank of the canal and the residential plots, duly approved by the Competent Authority. 2. The location of sewage treatment plant in the revised layout plan should also be kept at an appropriate location. 3. Data of ambient air and ground water quality for one month from NABL accredited laboratory should be provided. 4. The project proponent shall submit affidavit on non-judicial stamp paper of at least Rs. 100/- that he will provide adequate fire hydrant system and make agreement with common bio-medical waste treatment facility for disposal of bio-medical waste generated from the dispensary. 5. The project proponent should submit written permission from Municipal Corporation, Ludhiana for disposal of solid waste to be generated from the colony. 6. The promoter should submit calculations regarding requirement of land for vermi-composting of biodegradable waste generated from the colony and the land reserved for this purpose in the project area. 7. 6 Item No Application for grant of environmental clearance for residential colony namely AKME POLIS to be developed by M/s AKME Projects Ltd. at Vill. Jandiali, Ludhiana-Chandigarh Road, Distt. Ludhiana. M/s AKME Projects Ltd. has applied for grant of environmental clearance for its proposed residential colony namely AKME Polis to be developed at Vill. Jandiali, Ludhiana-Chandigarh Road, Distt. Ludhiana. The case of the project was considered in the 12 th meeting of State Expert Appraisal Committee held on 27/9/2008. During the meeting, all construction ingredients of the project as fixed in the criteria for Environmental Grading prescribed by Ministry of Environment & Forests, Govt. of India, New Delhi were discussed and evaluated. The Committee awarded Silver Grading to the project. The Committee pointed out that the mean value of SPM level at the project site, as per the ambient air quality data provided by the promoter was µg/nm 3, which is higher than the prescribed limit specified in Manual on Norms and Standards for Environment Clearance of Large Construction projects, Ministry of Environment and Forest, Government of India. The project was forwarded to State Environment Impact Assessment Authority for consideration for grant of environmental clearance with the conditions approved by SEAC in its 12 th meeting. However, the SEIAA has informed that the case was considered by SEIAA in its 11 th meeting held on 17/10/2008, wherein the Authority observed as under :- 1. The project site is located very near to focal point, as such the effect of various type of industries located in this focal point need to be assessed. 2. The commercial part of the project is shown an un-determined plan in the plans approved by the competent authority, which can not be considered for grant of environmental clearance at this stage. 3. The project has been granted change of land use for establishment of residential/commercial project, whereas as per the master plan of the Ludhiana city this area has now been earmarked for light industries. 4. The four acre land earmarked for disposal of treated effluent is not included in CLU. Accordingly, it was decided by the Authority that the case may be referred back to the State Level Expert Appraisal Committee for re-consideration of the same in light of above mentioned points and give its revised recommendation accordingly. 7 Item No Application for grant of environmental clearance for shopping complex namely Grand Trunk Mall to be developed by M/s Ascot Hotels & Resorts Ltd. at Vill. Kotkalan & Paragpur, G.T. Road, Jalandhar. The application of the project proponent for grant of environmental clearance for Shopping Complex namely Grand Trunk Mall to be developed at Vill. Kotkalan & Paragpur, G.T Road, Jalandhar was considered in the 6 th and 11 th meetings of State Expert Appraisal Committee. During the 11 th meeting of SEAC, all construction ingredients of the project as fixed in the criteria for Environmental Grading prescribed by Ministry of Environment & Forests, Govt. of India, New Delhi were discussed and evaluated. The Committee awarded Silver Grading to the project. However, it was pointed out that SPM level at project site, as per the ambient air quality data provided by the promoter was 245 µg/nm 3, which is higher than the prescribed limit specified in Manual on Norms and Standards for Environment Clearance of Large Construction projects, Ministry of Environment and Forest, Government of India. The project was forwarded to State Environment Impact Assessment Authority for consideration for grant of environmental clearance with the conditions approved by SEAC in its 11 th meeting. However, the SEIAA has referred back the case for reconsideration by State Expert Appraisal Committee in light of the following points for revised recommendations:- 1. The project proponent has proposed to discharge the treated effluent during no demand period into city sewer. The project proponent has proposed to lay the sewer line at its own cost upto city sewer but no approval has been given for the same from the local authorities regarding laying of private sewer in Govt. land and its connectivity with public sewer. 2. requested to give cumulated effect of environmental pollutants due to all the existing / proposed activities within 500 metres radius of the project site as the present SPM level of the ambient air is 245 µg/nm 3, which is higher than the prescribed limit. But the promoter has failed to submit the same. Accordingly, it was decided by the Authority that the case may be referred back to the State Level Expert Appraisal Committee for re-consideration of the same in light of above mentioned points and give its revised recommendation accordingly. 8 Item No Application for grant of environmental clearance for Trishla Plus Homes to be developed by M/s Trishla Builders at Vill. Peer Mushalla, NAC Zirakpur, Distt. Mohali. The application of the project proponent was placed before the Committee in its 10 th meeting held on 9/8/2008 vide item no The observations of the Committee and the reply given by the project proponent vide its letter received on 21/8/2008 and 30/10/2008 (copy of reply enclosed as Annexure-III) in annotated form are as under:- S.N. Observation Raised Reply submitted by promoter 1. The list of all structures like industries, other buildings, Roads and any other important project within 500 metre radius alongwith site plan indicating relative location of these features within 500 metre radius of the proposed project, as per Form 1A. 2. The data regarding ambient air quality, ground water quality and soil testing data for one month (except monsoon season) from NABL accredited laboratory. 3. A part of the treated sewage should be recycled by providing dual plumbing system and the promoter should submit an undertaking in this regard. 4. The promoter should submit an undertaking on non-judicial stamp paper of at least Rs. 100/- that he will obtain permission of Central Ground Water Board for extraction of ground water. 5. The promoter will also submit an undertaking to constitute an Environmental Monitoring Cell Map enclosed, however, list of important structures, industries and other buildings within 500 metre radius from the project site not given. Item No Application for grant of environmental clearance for Penta Heights a Residential Group Housing Project to be established by M/s Penta Homes Pvt. Ltd. at Chandigarh-Ambala Road, Dera Bassi, Distt. Mohali. An application for environmental clearance for Residential Group Housing project namely Penta Heights to be developed at Chandigarh-Ambala Road, Dera Bassi, Distt. Mohali has been received from M/s Penta Homes Pvt. Ltd. As per the application, the total area of the proposed site is 15,928 sq. mt. and the expected cost of the project is Rs. 20 crores. The project promoter has applied for screening category 8 (a) of the schedule attached to EIA notification dated 14/9/2006. As per application submitted by the promoter, the project is located within the municipal limits of Dera Bassi. There is no change in topography with respect to local land use plan.

9 As per column no. 2.2, 236 Kl/day of water is required for this residential colony. The fresh water requirement will be 157 Kl/day. M.C. supply will be main source of water and tubewells will be installed as stand-by source. The municipal solid waste will be 700 Kg/day. The project will need approximately 1800 KW of electricity. The developer will provide D.G. sets for power backup in case of electricity failure, wherever it is required. The other details of the project including Environment Management Plan (EMP) have been given in the Form 1 & 1-A submitted by the promoter and already circulated alongwith the agenda of 13 th meeting. The application of the project proponent was placed before the Committee in its 13 th meeting held on 11/10/2008. However, no representative of the promoter attended the meeting on 11/10/2008. Accordingly, vide letter no dated 22/10/2008, the promoter was requested to clarify whether he wants to pursue his case or not. The promoter vide his letter received on 27/10/2008 informed that he was not available for the presentation on 11/10/2008 and requested for another date for presentation of their case. Committee for consideration. Item No Application for grant of environmental clearance for Penta Mega Mall a Commercial Complex to be established by M/s Penta Homes Pvt. Ltd. at Chandigarh-Ambala Road, NAC Zirakpur, Dera Bassi, Distt. Mohali. An application for environmental clearance for Commercial Complex namely Penta Mega Mall to be developed at Chandigarh-Ambala Road, NAC Zirakpur, Dera Bassi, Distt. Mohali has been received from M/s Penta Homes Pvt. Ltd. As per the application, the total area of the proposed site is sq. mt. and the expected cost of the project is Rs. 40 crores. The project promoter has applied for screening category 8 (a) of the schedule attached to EIA notification dated 14/9/2006. As per details given in Form 1 submitted by the promoter, the site falls in M.C. limits and project is dully approved by M.C. The site constitutes of relatively plain land. There is no change in topography with respect to local land use plan. As per column no. 2.2, 113 Kl/day of water is required for this project. M.C. supply will be main source of water and tubewells will be installed as stand-by source. The municipal solid waste will be 610 Kg/day. The project will need approximately 2900 KW of electricity. The developer will provide D.G. sets for power backup in case of electricity failure, wherever it is required. The

10 other details of the project including Environment Management Plan (EMP) have been given in the Form 1 & 1-A submitted by the promoter and already circulated alongwith the agenda of 13 th meeting. Ltd. at NAC Zirakpur, Distt. Mohali. An application for environmental clearance for Residential Group Housing Project namely Penta Highway Towers to be developed at NAC Zirakpur, Distt. Mohali has been received from M/s Vishwa Calibre Builders Pvt. Ltd. As per the application, the total area of the proposed site is 9.64 acres and expected cost of project is Rs. 40 crores. The project promoter has applied for screening category 8 (a) of the schedule attached to EIA notification dated 14/9/2006. As per application submitted by the promoter, the project is located within the municipal limits of Zirakpur. The site constitutes of relatively plain terrain with a gentle slope. There is no change in topography with respect to local land use plan. As per column no. 2.2, 572 Kl/day of water is required for this project. Fresh water will be 381 Kl/day. M.C. supply will be main source of water and tubewells will be installed as stand-by source. The municipal solid waste will be 1696 Kg/day. The project will need approximately 4300 KW of electricity. The developer will provide D.G. sets for power backup in case of electricity failure, wherever it is required. The other details of the project including Environment Management Plan (EMP) have been given in the Form 1 & 1-A submitted by the promoter and already circulated alongwith the agenda of 13 th meeting. Jhok Tehal Singh Wallah, Ferozepur. M/s Turboatom TPS Projects Ltd. has applied to State Environment Impact Assessment Authority for grant of environmental clearance under the provisions of EIA notification dated to set up a 10 MW biomass based power plant to be located at Vill. Jhok Tehal Singh Wallah, Ferozepur. The project is covered at Sr. No. 1(d), Category B of the Schedule attached to EIA notification dated The total cost of the project is Rs crore and the total land area of the project is 40,000 sq.m. It is an agricultural land and it will be converted into industrial use. The expected water requirement will be 1,118 Kl/day and the source will be ground water. Sewage generated will be treated in sewage treatment plant and the treated sewage will be used for horticultural purposes. The fuel requirement is 77,683 Mt/year of biomass. Total power requirement will be 1.0 MW (Approx. 10% of generated out put). The sources of air pollution from the proposed project are fly ash and bottom ash. Emissions from D.G. sets will also be generated during their use in emergency like grid failure. The fly ash generated will be sent either to brick manufacturers or will be used for land filling. submitted by the industry (Annexure-IV). The project is covered at Sr. No. 1(d), Category B of the Schedule attached to EIA notification dated The total cost of the project is Rs crore and the total land area of the project is 40,000 sq.m. It is an agricultural land and it will be converted into industrial use. The expected water requirement will be 2212 Kl/day and the source will be ground water. Sewage generated will be treated in sewage treatment plant and the treated sewage will be used for horticultural purposes. The fuel requirement is 1,17,944 Mt/year of biomass. Total power requirement will be 2.0 MW (Approx. 10% of generated out put). The sources of air pollution from the proposed project are fly ash and bottom ash. Emissions from D.G. sets will also be generated during their use in emergency like grid failure. The fly ash generated will be sent either to brick manufacturers or will be used for land filling. The project is covered at Sr. No. 1(d), Category B of the Schedule attached to EIA notification dated The total cost of the project is Rs crore and the total land area of the project is 44,000 sq.m. It is an agricultural land and it will be converted into industrial use. The expected water requirement will be 1118 Kl/day and the source will be ground water. Sewage generated will be treated in sewage treatment plant and the treated sewage will be used for horticultural purposes. The fuel requirement is 77,683 Mt/year of biomass.
