2 1.0 Overview is located in Ashbourne Industrial Estate. The company has been operating under IPPC licence since This annual environmental report summarises the environmental performance of the company for the year ending 31 st December The report has been compiled in accordance with the EPA guidance note for an annual environmental report, requirements in Schedule 3 of the licence, using PRTR template spreadsheets for summarising environmental emissions. A copy of the PRTR accompanies this report. The agency visited the installation on one occasion during the year in which observations were made on environmental performance. Section 4.6 details the observations made and current status of improvement implementation. 3 2.0 Environmental Management The General Manager is responsible for implementation of the environmental policy, environmental management and allocation of resources to ensure aspects of the licence are adhered to. The ground staff has day to day responsibility for implementing good environmental management and practice. Meetings are held to discuss all site operations and will include site improvements, EPA corrective actions, actions in progress, waste management issues/ controls and environmental running costs. Information will be passed on to relevant team members as appropriate by the General Manager. Any issues, improvements or comments from members of staff regarding environmental performance were communicated through the system. Report No: Page 3 of 18 Version 0

4 3.0 Environmental Summary 3.1 Raw Materials Raw materials including timber and treatment products have been incorporated into the environmental objectives in Protim and wood are the main raw materials use on site. Protim is delivered by tanker in bulk directly to the treatment plant where it is utilised. There is no waste or other storage arrangements carried out or proposed on site Surface Water Doherty Brothers Timber has implemented a procedure for the daily inspection of surface water, which includes ensuring drains are free of blockage and there is no visual contamination in the system. Surface water inspection records are available for daily monitoring during There was no contamination observed in any of the three surface waters for the year. Analysis of surface water samples have been summarised later in this report. Issues were raised by the agency relating to colour coding of the system. Drains were painted blue to highlight their location and each location was painted with specific name. Due to the volumes of traffic in these areas the paint fades however will be recoded on an annual basis Employee Training and Awareness Doherty Brothers Timber recognises the need for staff training in environment awareness and will strive for compliance with the conditions laid down in the IPPC licence. Yard operatives have been trained in house with regard to safe handling and use of Protim at the facility. In 2008, an external Protim handling training course was attended by site operatives Yard Maintenance It has been identified that corrosion of the hard standing area where treated timber is stored may represent a potential discharge to both groundwater and surface water. Doherty Brothers Timber is addressing this issue by allowing timber to dry in a bunded and covered area to prevent any potential contaminant run off. Any waste collected in this area will be removed off site by an approved waste contractor. Bund integrity tests were carried out by Environmental Efficiency Consulting Engineers in December Visual inspections were carried out however by request of the EPA this must be expanded to water integrity testing. Spill kits and containment booms have made available to prevent any spillages entering the off site storm drains in the event of an incident on site. On site personnel were trained in the use and importance of using spill kits. Report No: Page 4 of 18 Version 0

5 3.1.3 Storage of Chemicals on Site The main chemical used by Doherty Brothers on site during 2008 was Protim E415 Wood Preservative. There was 29,180 litres purchased for use as opposed to 41,100 litres in This agent was mainly purchased as diluted product and pumped from transporter into a storage tank. The tank is contained in a bunded area in case of spillage or leaks. The agent is recycled again and again, pumped to and from the storage tank. It was calculated that the approximate ratio of chemical usage to product was 12.0 litres per meter cubed product. 3.2 Waste There was one waste contractor employed on site in 2008: Midland Waste Disposal Limited, Proudstown Road, Navan, Co Meath Waste Collection Permit No: WCP/MH2001/04C This company was employed to remove recyclable, plastics and municipal waste during Other waste items produced on site have been summarised in table 1. Registers have been compiled from waste management records on site and information provided by Midland Waste Disposal Limited. 3.3 Monitoring & Reporting The company will continue to carry out all monitoring and reporting as required by the IPPC Licence P , and any other reporting as requested by the EPA from time to time. 6 4.0 Emissions 4.1 Emissions to Sewer and Atmosphere All activities on site were carried out responsibly to ensure that there were minimal odours or air emissions released from the site. There were no direct discharge points to atmosphere that were covered under the scope of the licence. There are no licensed discharges to sewer from site operations. 4.2 Surface Water Monitoring There is a requirement in the IPPC licence to monitor surface water and an independent testing laboratory is contracted at present. There were no samples taken and independently analysed in The agency carries out spot checks on the surface waters sporadically during the year. A set of samples were taken from all surface waters in January and again in November 2008 by the EPA. Sample results were determined to comply with the Agency s requirements. 8 4.4 Water Usage Water was measured both coming into and out of the site in The water was metered by Meath Co Co and invoiced based on meter readings. The total usage for this site in 2007 was 44 cubic meters. Water usage on site is generally for domestic purposes and some cleaning on site. Wastewater produced on site was also determined at approximately 44m Energy Usage Energy requirements vary significantly over the year. It was concluded from electrical bills that a total of 58 MWHrs were utilised at the installation during the period. Calculation of energy usage is based on invoice figures. In 2008 the company switched Energy supplier from the ESB to wind power generated by Airtricity. This will help reduce the companies Carbon Footprint going forward. 9 5.0 Environmental Performance 5.1 Annual Reporting The AER for 2007 had been complete and filed on site, however was not submitted to the Agency until October This was compiled to the satisfaction of the Agency. 5.2 Complaints Received There were no complaints received at the plant regarding operations at the plant in Wastes Off Site All wastes that were transported off site were recorded by Waste Contractor as per requirements of IPPC licence. This includes the tonnage waste produced, dates and name of transporters. Waste contractors have obtained the required permits and licenses. 5.4 Notifications and Reported Incidents to the Agency during There were no environmental incidents reported to the EPA during the year. 5.5 Bund Integrity Testing Doherty Brothers Timber tested bund areas in 2008 to comply with the requirements of their licence. The only bunds requiring testing on site have been listed as the wood preservative area. A visual inspection was carried out by independent engineers; however this was not to the satisfaction of the Agency. Water integrity tests will be carried out in EPA Inspection Findings The EPA visited the site 2008 in which they highlighted 2 non conformances. The following summarises where this site failed to meet licence requirements: Annual Environmental Report: The AER had not been submitted until October 2008, which was not incompliance with the stated deadlines of 31 st March annually. 10 Bund Testing: The Agency does not consider visual inspections to be suitable integrity tests for the bunds on site. There is a proposal with the Agency to water integrity test in Report No: Page 10 of 18 Version 0
