6 Overall changes Huntingdonshire population increase by 23% from 169,500 to 209,000 i.e. by 39,500 21,000 new homes to be built in District ( Current population of Huntingdon and St Ives is 40,000 with around 17,000 houses )

7 Strategic Expansion Locations By 2036, new or expanded communities in the Strategic Expansion Locations will provide for: Alconbury Weald 5,000 homes (approximately) and a 150ha enterprise zone; St Neots East 3,820 homes (approximately), 22ha of employment land & 120 bed care home Wyton on the Hill 4,500 homes (approximately), 10ha of employment land & 100 bed care home

8 Spatial Planning Areas In the Huntingdon Spatial Planning Area, in addition to Alconbury Weald, allocated sites will provide for approximately: 3,344 homes; 65 bed care home for older people; and 10ha of employment land for business and general industry In the St Ives Spatial Planning Area allocated sites will provide for approximately: 630 homes; and 5.6ha of employment land for business and general industry excluding offices.

11 How does Hemingford Abbots feature in the Local Plan? This village is defined as a Small Settlement Strategy for Development Small settlements have a limited role in delivering sustainable development. A development proposal located within the built-up area of a small settlement will be considered on its sustainability merits, including availability of services and of sustainable modes of transport efficient use of land and existing infrastructure; scale of development, how it fits in with and its effect on the character of the settlement and surroundings. Exceptions Exceptionally, a proposal that does not necessarily comply with the above requirements but which can bring forward community benefits may be supported.

12 How does Hemingford Abbots feature in the Local Plan? A built-up area is defined as a distinct group of 30 or more homes and their immediate surroundings. It excludes: gardens, paddocks, agricultural land and other undeveloped land in the curtilage of buildings relating more to the surrounding countryside than to the built-up area; outdoor sports facilities, formal open spaces and agricultural buildings Small Settlements all have at least one built-up area. Where they comprise more than one distinct group, each will be treated as a separate built-up area. Countryside The countryside includes all land outside built-up areas and includes those hamlets, groups of buildings and individual buildings that are clearly detached from a built-up area The Countryside is considered to offer only very limited and specific opportunities for sustainable development.

13 Implications for Hemingford Abbots residents Within 5 miles of Hemingford Abbots (and excluding proposed development in Brampton) There will be an additional population of 27,000 the number of new houses to be built is 12,688 If we exclude Alconbury Weald and Northbridge There will be an additional population of 13,500 the number of new houses to be built is 6238 This is almost as large as St Ives town today population 16,000 number of houses 7000

23 Cambridgeshire County Council Long Term Transport Strategy As adopted by the CC on 25 November 2014 Wyton Airfield Access Further measures (to be determined by additional study work) to identify the most sustainable way to provide for the anticipated transport demand from the development of Wyton Airfield, and mitigate impacts on St Ives and Huntingdon

24 Cambridgeshire County Council Motion carried at the full Council meeting 16 December 2014 Therefore this Council resolves to: continue to encourage and support development that benefits the local community and economy - continue to provide advice to the district councils developing their Local Plans on: o the potential traffic and transport implications of proposed developments; and o potential feasible, affordable and sustainable solutions to mitigate impacts with an assessment of the residual impacts - object to proposals in draft Local Plans if CCC assessments indicate that potential interventions are not deliverable or the residual cumulative impacts of development will be severe - advise district councils that they, or the promoter of sites being put forward for development, should submit their own traffic and transport assessment to the County Council for comment if county council officers are not confident potential solutions are deliverable

25 Your Parish Council has already responded to each of the consultations spoken against the Wyton Road proposal at 2 committee meetings of the County Council resolved to support the joint statement by 10 local PCs, TCs and other relevant organisations seeking suspension of the Local Plan process pending its updating to current circumstances and now needs to hear your opinions to be included in its next response to Huntingdon District Council
