2 Transposition status The Directive has been largely transposed, mainly through: Law on Waste Management 35 By-laws, the main ones being on: categories, testing and classification of waste products that become special waste streams application and content of a permit for storage, treatment and disposal of waste Additional transposition of a limited number of provisions is required. 3 Additional transposition required The requirements that have not yet been fully transposed relate to : some of the key definition setting out scope of application application of the waste hierarchy by-products and end-of-waste status targets for re-use and recyling extended producer responsibility seperate collection and treatment of bio-waste requiring high level of energy efficiency Republic of Serbia - Bilateral screening Chapter 27 Environment 3

11 Strengthening administrative capacities Staff receive(d) training & technical assistance to enhance their capability to effectively transpose & implement the Directive. Current project support includes: Assistance for preparation for EU accession negotiation (ENVAP 2/SIDA 2016) Assistance in transposition of Ch 27 & enhancing capacities for approximation (PLAC) Administrative capacity strengthening at central and local level for development & implementation of hazardous waste (IPA 2013 Twinning 2017). 14 Implementation status strategies and plans for full implementation National Waste Management Strategy (NWMS) for providing the strategic framework and planning tools for municipal solid waste management. Establishment Regional Waste Management Systems Draft amendments to NWMS completed in 2014 (EISP project)/planned adoption early 2015 Providing a timeline & define the main instruments/measures to secure alignment with and implementation of the EU waste legislation. Draft DSIP developed in 2014 (EISP poject )/ completition and adoption 2016 (IPA 2013) includes assessment of required infrastructure, costs of implementation, Republic of Serbia financing - Bilateral screening possibilities Chapter 27 Environment 14

20 Implementation: establishing infrastucture in two phases First phase in all regions: 100% collection coverage Separate collection of recyclables paper, plastic, glass, metal and textiles Secondary separation of recyclables sorting plant Household waste reception / recycling yards (bulky waste, WEEE, hazardous) Fully engineered sanitary landfill with compaction; Composting of separately collected bio-waste (at least from parks and gardens) Closure of existing landfills Republic of Serbia - Bilateral screening Chapter 27 Environment 20

21 Implementation: establishing infrastucture: key issues Infrastructure investments need to be coordinated in order to enable Serbia to meet each of the directive targets. source separation of recyclables must take place before the remainder is incinerated in a Waste To Energy facility otherwise the recycling targets will not be met. 22 Implementation: infrastucture development in two phases Second phase infrastructure : More advanced and expensive technologies for municipal waste treatment, like anaerobic digestion, waste to energy plants etc. 1. Waste To Energy to provide heat and power and 100% diversion of BMW 2. Mechanical biological treatment for the production of refuse derived fuel for co-incineration. The first & second phase waste infrastructure will gradually be implemented in all regions In accordance with the investment plan for the regional systems. 23 Action for full implementation until 2017 is foreseen (IPA 2014): Development of National Waste Management Plan; Development of Waste Prevention Program; Development of set of economic instruments to support source separation and recycling; Awareness campaign Develop priority pipeline of waste management infrastructure in accordance with the DSIP and the Methodology for selection and prioritization of infrastructure projects Environmental Multiannual Financing Investment Plan, will be developed in 2016 (IPA 2013) Develop financing model and provide national sources to be complemented with other (EU, IFIs) to support investments Republic of Serbia - Bilateral screening Chapter 27 Environment 23
