DRAFT EIR PUBLIC MEETING Tuesday, March 21, :00 pm to 8:00 pm

Project Site Project Site Terminal 3 Terminal 2

Existing Conditions TICKETING HALL Overcrowded Security Checkpoints Dated Concourse Areas in Need of Upgrades

CEQA Process CEQA OVERVIEW Purpose is to inform decision-makers, agencies, organizations, and the public of environmental effects of a project Identifies potential effects on the environment Identifies ways to avoid or reduce significant impacts through mitigation measures or alternatives WORKSHOP OBJECTIVES Provide information about the T2/T3 Modernization Project Provide information on the Environmental Impact Report (EIR) process and findings Identify significant impacts discussed in the Draft EIR Collect community comments on the information and analyses presented in the Draft EIR

Project Objectives Modernize existing Terminals 2 and 3 (T2 and T3) Compliance with federal requirements for security screening New and upgraded passenger and baggage processing and inspection facilities Maximize operational efficiencies between T2 and T3 Upgrade building systems (i.e., mechanical, plumbing, electrical, IT, etc.) Improve overall interior and external appearance of terminals Enhance passenger level of service and amenities Update aircraft apron areas (e.g., aircraft parking positions, passenger boarding bridge locations, aircraft fueling system hydrant locations, ground support equipment parking locations)

Proposed Project Components Upgrading T2 Concourse: Additional floor area and reconfiguring gates Upgrading T3 Concourse: Additional concourse area, new tower, and reconfiguring gates Upgrading passenger and baggage process facilities associated with T2/T3 Apron improvements: Relocation of fuel pits and resurfacing/restriping apron area Reconfiguring of passenger gate positions and aircraft-parking layout New secure connector between T2 and T3 Sustainability Improvements (i.e., energy efficient building systems) Sample of anticipated types of interior improvements

Proposed Project Improved Connectivity Between Gates and Between Improved Concourse Areas With More Natural Lighting Terminals

Initial Study Findings IMPACTS NOT SIGNIFICANT (NO FURTHER ANALYSIS REQUIRED) Aesthetics Land Use and Planning Agricultural/Forestry Resources Mineral Resources Air Quality (operation except energy Noise usage) Biological Resources Population and Housing Cultural (Historic) Resources Public Services Geology and Soils Recreation Greenhouse Gas Emissions (operation Transportation/Traffic (operation) except energy usage) Hazards and Hazardous Materials Utilities and Service Systems Hydrology and Water Quality

Draft EIR Findings Resource Area Impact Level of Significance Mitigation Measures & Standard Control Measures Air Quality Odors and Human Health Less Than Significant Construction-Related Air Quality Control Measures Risk during Construction Local NO 2 Less Than Significant with Mitigation Construction-Related Air Quality Control Measures Renewable Diesel Fuel NO x during Construction Construction-Related Air Quality Control Measures Renewable Diesel Fuel Regional & Cumulative Significant and Unavoidable Construction-Related Air Quality Control Measures Renewable Diesel Fuel Energy Usage (Operation) Less Than Significant None Required Cultural Resources Tribal Cultural Resources Less Than Significant LAWA Archaeological Treatment Plan Human Remains Less Than Significant LAWA Archaeological Treatment Plan Archaeological Less Than Significant with Mitigation LAWA Archaeological Treatment Plan Paleontological Less Than Significant with Mitigation LAWA Paleontological Management Treatment Plan Greenhouse Gases Less Than Significant Renewable Diesel Fuel Construction-Related Air Quality Control Measures Green Build Requirements and Sustainability Measures Construction Traffic Project-Level Less Than Significant Construction Traffic Management Plan Cumulative Significant and Unavoidable No Feasible Mitigation Measures Available

Clean Construction Off-Site Emissions Reduction Committed to utilizing more clean diesel haul trucks On-Site Construction Equipment Emissions Reduction Clean Equipment and Best Available Emission Control Devices on diesel equipment Ultra-low sulfur diesel required Idling restrictions on diesel equipment Fugitive Dust Control Rule 403 compliance (e.g., watering 3 times daily) LAWA air quality requirements include provisions for Tier 4 engines, Sign posted with dust complaint contact information which is the cleanest (lowest emitting) technology currently available for diesel engines in Require corrective action within 24 hours construction equipment Independent Third-Party Monitor Monitor compliance with clean equipment requirements

Mitigation Measures Air Quality: Preferential Use of Renewable Diesel Fuel (Mitigation Measure MM-AQ-(T2/T3)-1) Reduce air quality impacts by requiring construction equipment and trucks onsite to use less polluting renewable diesel fuel for at least 90 percent of the diesel fuel demand. Cumulative Construction Traffic: Century Blvd/Sepulveda Blvd No Feasible Mitigation Available Imperial Hwy/I-105 Ramp No Feasible Mitigation Available
