Work Location (City and Address)/Hours of Work MACKEZIE-TAYLOR, DEBORAH R; STATE ADMIISTRATIVE MAAGER South Grand Ave.; LASIG, MI / 8:00 to 5: General Summary of Function/Purpose of Position This individual will serve as a Drinking Water Quality Environmental Engineer for the Michigan Department of Health and Human Services, Division of Environmental Health, Toxicology and Response Section, Drinking Water Investigation Unit. This individual will investigate sources of chemical contamination, provide input into the development of drinking water sampling protocols, determine effectiveness of plans, and offer next-step recommendations with the goal of protecting public health from contaminants in drinking water. This position will interact with the public, local health department staff, local or state building and code compliance staff, local public works staff, and contractual staff to implement remediation of in-home sources of chemical contaminants to drinking water. This position will be required to maintain a DEH-HHS Elevated Blood Level Investigator certification, as well as up-to-date HAZWOPER credentials. This position is non-regulatory. Key duties of the position are: Review reports on operations of water supplies, municipal, and industrial water treatment systems; develop awareness of location, design, structure, operation, and maintenance of facilities and systems; participate in studies to determine environmental conditions; analyze and interpret field and laboratory data; follow-up with regulatory agencies to determine public health impact of required corrective measures at sites of contamination; assess hydrologic information and other data regarding ground and surface water and identify potential impact on sites; draft reports, as needed, on the hydraulic and hydrologic phases of the affected site of contamination watersheds, including the geologic, soil and biologic phases; develop and apply mathematical models to determine the impacts of water pollution on public health; survey and determine the nature and extent of current and potential environmental hazards related to ground and surface waters at sites of contamination; review data from environmental investigations dealing with soil and groundwater contamination, determine, with management, if appropriate response is being taken to ensure protections to public health; respond to complaints or requests for information from the public; may speak before groups; may respond to hazardous waste spills and other pollution control emergencies; maintain records and prepare reports and correspondence related to the work; perform related work as assigned.

The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 75 Serve as the Drinking Water Unit s resource on water transport. Review reports on operations of municipal water supplies, as well as municipal and industrial water treatment systems; Review reports and assess private drinking water systems in partnership with other staff in the Unit; Develop awareness of location, design, structure, operation, and maintenance of facilities and home water delivery systems; Analyze and interpret field and laboratory data; Follow-up with regulatory agencies to determine public health impact of required corrective measures at sites of contamination; Assess hydrologic information and other data regarding ground and surface water and identify potential impact on sites; Draft reports, as needed, on the hydraulic and hydrologic phases of the affected watersheds at sites of contamination, including the geologic, soil and biologic phases. Duty 2 General Summary: Percentage: 15 Partner with environmental sanitarians and other staff in the Drinking Water Unit to provide consultation with regard to public health-focused response to chemicals contaminants and ensure that recommended remediation activities planned will serve to mitigate human exposure to the contaminants. Develop and apply mathematical models to determine the impacts of water pollution on public health; Survey and determine the nature and extent of current and potential environmental hazards related to ground and surface waters at sites of contamination; Review data from environmental investigations dealing with soil and groundwater contamination, determine, with management, if appropriate response is being taken to ensure protections to public health; If issues are identified, draft project specifications in conjunction with the environmental sanitarians. Participate in project oversight to ensure that work is being done in accordance with public health standards. Duty 3 General Summary: Percentage: 5 Pursue knowledge and training in drinking water sampling, maintain a DEH-HHS Elevated Blood Lead Level Investigator certification, and maintain HAZWOPER credentials. Identify workshops, seminars, webinars, trainings, or meetings about investigating chemical contaminants in drinking water. Pending funding and approval, attend one or more workshops, seminars, webinars, training, or meetings about investigating chemical contaminants in drinking water. Maintain a certification as a DEH-HHS Elevated Blood Lead Level Investigator (Provided as on-the-job training.) Maintain credentials for Hazardous Waste Operations and Emergency Response (HAZWOPER). (Provided as on-the-job training.) Duty 4 General Summary: Percentage: 5 Provides additional support to the Department of Health and Human Services as requested. May be requested to present on area of expertise at public meetings; May respond to hazardous waste spills and other pollution control emergencies; Maintain records and prepare reports and correspondence related to the work; Provides input and editorial assistance for reports and section evaluations; Participates on interview teams; Provides briefings on toxicological issues for upper management; All other duties as assigned. 16. Independent judgment is required to carry out assignments that have a significant impact on the implementation of the water sampling protocol, data summary, reporting, and remediation activities needed to reduce people s exposure to chemicals in drinking water. 17. What kind of physical effort is used to perform this job? What environmental conditions in this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. Physical effort is typical of an office position. Requires valid vehicle operator s license and occasional travel within the State, including overnights. Less occasionally, travel may be required outside the State. There may be times when work outside of regular hours is necessary for the completion of a project. The employee may need to conduct site visits and attend public events around the state. Survey materials and supplies can be bulky and may weigh up to 40lbs. Site visits may require doorto-door work. The employee would be exposed to local weather conditions. The employee may be exposed to unpleasant and noxious fumes and odors when conducting site visits. Site visits and events may occur up to two to three times a month. 19. What is the function of the work area and how does this position fit into that function? The function of the Division is to act as a resource for the evaluation of the effects of the environment on health. Within the division, the Toxicology and Response Section evaluates sites of environmental chemical contamination for health effects on exposed human populations. This position will provide entry- to mid-level environmental engineering knowledge and support in the public health-focused assessment of sites of environmental contamination. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO:

4 Possession of a bachelor s degree in engineering. PREFERRED: Possession of a bachelor s degree in environmental engineering. EXPERIECE: Environmental Engineer 9 o specific type or amount is required. Environmental Engineer 10 One year of professional environmental engineering experience in the protection and improvement of land and water resources, occupational health, or air quality equivalent to an Environmental Engineer 9. Environmental Engineer P11 Two years of professional environmental engineering experience in the protection and improvement of land and water resources, occupational health, or air quality equivalent to an Environmental Engineer, including one year equivalent to Environmental Engineer 10. PREFERRED EXPERIECE: Any amount of experience working in the field assessing hydrogeology or experience in water treatment is preferred. KOWLEDGE, SKILLS, AD ABILITIES: Knowledge of the principles and practices of environmental engineering. Knowledge of the scientific principles relative to environmental control. Knowledge of mathematical models that simulate an air or water stream's response to pollutants. Knowledge of nomenclature and symbols used in engineering, drafting, and design. Ability to apply principles and practices to environmental engineering. Ability to prepare engineering drawings. Ability to read, interpret, and write engineering reports. Ability to collect and analyze engineering data. Ability to maintain records, and prepare reports and correspondence related to the work. Ability to communicate effectively with others. Ability to maintain favorable public relations.
