3 1. LICENSE: Must be current and psted. Hazardus Waste (HW) generatr license must be prminently psted in a public area. HWID (Hazardus Waste ID) is the same as the EPA ID listed n yur license. Licenses are nn-transferrable: If yu mve r sell yur business yu will have t clse ut yur license, prperly dispse f all waste and request a clse ut inspectin. Cntact yur inspectr fr a clse ut inspectin as sn as yu knw yu will be mving r selling. Example: HW Generatr License Changes t yur License: Yu must ntify the Department at PHE@c.washingtn.mn.us and the State (see HWID factsheet) fr any f the fllwing changes: Change in Hazardus Waste Site Cntact Change in Business Name Change in Business Mailing Address Renewing yur License: HW generatr licenses in Washingtn Cunty expire April 30 f each year. Applicatins t renew HW generatr licenses are due by the last business day in January befre the expiratin year f the license. HW generatr license renewal packets are mailed t generatrs mid-december. License renewal packets include the fllwing dcuments: If any piece is missing the applicatin may be cnsidered incmplete and subject t late fees. 1. License Fees: HW generatr licenses fees are based n generatr size and the amunt f hazardus waste vlume generated in the previus calendar year. 4 2. EVALUATE WASTE: All waste must be evaluated. Determine if a waste is hazardus: Check t see if it is a LISTED r CHARACTERISTIC waste. In reviewing the Safety Data Sheet (SDS), d any f the chemical ingredients appear n the lists? Des it display any f the six hazardus characteristics? Des it cntain any PCBs? See belw fr details. Keep in mind the SDS nly gives infrmatin abut the prduct befre use; prducts can be cntaminated r change chemically thrugh use and becme hazardus. Als SDSs may nt reprt t the lwest level needed. Test it: Have yur waste tested. Prir t testing cllect the waste and label as Waste t be tested. Generatr Knwledge: Yu may knw that yur waste is r is nt hazardus based n industry knwledge. Keep dcumentatin supprting yur evaluatin. A. Is it Characteristic? Des it display any f six hazardus characteristics? Ignitable: A liquid with a flash pint belw 140 degrees Fahrenheit, D001 Oxidizer: A substance that supplies xygen t a reactin in the absence f air, D001 Crrsive: A liquid with a ph f 2 r less, 12.5 r mre, D002 Reactive: Txic: Lethal: Wastes that are unstable, r can react vilently, prduce txic gases, r frm ptentially explsive mixtures when mixed with water, D003 A waste that will leach hazardus cntaminants abve the maximum allwable cncentratins specified in the TCLP cntaminants table in the Evaluate Waste factsheet, D004 D043 A characteristic specific t MN, is a waste if its ral r dermal median lethal dse (LD50) r inhalatin median lethal cncentratin (LC50) is less than the hazardus waste threshld, MN01 B. F list: P list: K list: U list: Waste frm manufacturing prcesses such as spent slvents; metal treating and wd preserving fr example can be fund n the F list, Acute hazardus waste frm discarded cmmercial chemical prducts, manufacturing chemical intermediates, and ff-specificatin can be fund n the P list. The listed chemical must be the sle active ingredient. Waste frm manufacturing prcesses such as cking, explsives, and petrleum refining fr example can be fund n the K list. Wastes that are discarded cmmercial prducts that cntain certain ingredients can be fund n the U list. C. Is it a PCB waste? 5 Hazardus Waste Cdes: A fur-character hazardus waste cde is assigned t each waste stream: Characteristic waste such as D001 - Ignitable r Oxidizer; D002 Crrsive; D003 Reactive; D004-D043 Txic. See the TCLP list (D list) fr details f the txic characteristic wastes. Listed wastes as detailed n previus page, F, P, K, r U. Lethal wastes are hazardus wastes characteristic specific t MN is Lethality, MN01; which cnsiders the txiclgical r pisnus effect f a waste. PCB wastes carry the waste cde MN03. Use the hazardus waste cdes fr annual reprting and identifying hazardus wastes n a manifest. P listed waste cdes and F020 F023, F026 and F027 are acute hazardus waste with increased regulatry requirements. Remember all wastes must be evaluated. New wastes must be evaluated within 60 days. Must add the new waste stream t yur management plan within 75 days. 6 3. GENERATOR SIZE: Determine generatr size and knw regulatry requirements. Determine generatr size: Generatr size is determined by the maximum hazardus waste generated at a site in a calendar mnth. The fllwing wastes d nt cunt tward yur generatr size is they are managed prperly: Universal Waste, Used Oil and il related materials Washingtn Cunty regulates very small quantity generatrs (VSQG), small quantity generatr (SQG), and large quantity generatrs (LQG). Mnthly vlume limits: VSQGs may generate up t: 220 punds r less f hazardus waste (abut ½ a 55 galln drum) 2.2 punds r LESS f acute hazardus waste. See MPCA factsheet: P List f Acute HW and Managing Acute HW. VSQGs may accumulate up t 2,200 punds (abut 4, 55 galln drums) f hazardus waste befre additinal regulatins apply. SQGs may generate in a calendar mnth up t: Mre than 220 punds but less than 2200 f hazardus waste (between ½ and 4 drums) 2.2 punds r LESS f acute hazardus waste. SQGs may accumulate up t 6,600 punds fr up t 180 days frm accumulatin start date. LQGs may generate in a calendar mnth up t: 2200 punds r MORE f hazardus waste (abut 4, 55 galln drums r mre) 2.2 punds r MORE f acute hazardus waste. LQGs may accumulate any amunt f hazardus waste fr up t 90 days frm accumulatin start date. 4. CONTAINERS: Select and use prper cntainers Cnditin: Waste cntainers must be sturdy, leak prf and able t fully cntain all the waste cntents. Secndary cntainment is always a gd practice fr string liquid wastes. Cmpatibility: Waste cntainers must be cmpatible with the waste. Incmpatible wastes must be stred in separate cntainers. Example: A steel drum r metal cntainer is NOT a cmpatible cntainer fr liquid crrsive wastes. Clsed: Waste cntainers must always be clsed except when adding r remving waste. Open funnel/lid held clsed by gravity is NOT cnsidered a clsed cntainer. Clsed cntainer requirement applies t Universal Waste and Used Oil as well. 7 5. LABEL: Prperly label all waste cntainers. Labeling allws persnnel and emergency respnders t identify the cntents f a cntainer and determine a respnse t any incident. Hazardus waste must be labeled with the wrds HAZARDOUS WASTE and a clear descriptive name such as Waste Acetne r Waste Paint Thinner. Accumulatin start dates are required fr all hazardus waste in strage. The start date is the date the first waste was put in the cntainer in strage. Accumulatin start dates are nt required fr Satellite Accumulatin Cntainers. Universal waste must be prperly labeled, see sectin 7 fr details. Waste Oil and Oil related materials such as filters and absrbents have reduced labeling requirements, prvided the materials are prperly managed and recycled. Used il and il related materials simply need t be labeled as such: Used Oil, Used Oil Filters, Oily Rags, etc. N accumulatin start dates requirements fr Used Oil and related materials. See MPCA factsheet fr mre details. Waste Acetne 6. STORE: Prperly stre and inspect as required all waste cntainers. Knw the regulatry requirement differences between hazardus waste satellite accumulatin cntainers and hazardus waste strage cntainers. Satellite accumulatin: Hazardus waste accumulating at the pint f generatin, where the waste is under the direct cntrl f the generatr, the waste stream is less than 55 gallns and is prperly labeled: Hazardus Waste and a clear descriptive name. Start date nt required, until cntainer is full. Date and mve t strage within 3 days. If all requirements are met, n weekly inspectins required. Satellite cntainer at a nurse statin Strage cntainer: Hazardus waste ut f the direct cntrl f the generatr is cnsidered a hazardus waste strage cntainer and must be labeled with Hazardus Waste, a clear descriptive name AND an accumulatin start date, Weekly inspectins must be kept n site fr three year and cntain: date f the inspectin, prblems nted, inspectrs name, date, descriptin and name f persn wh made any crrective actin. 8 7. UNIVERSAL WASTES: Prperly stre, label, recycle annually and keep recrds. Universal wastes are a subset f hazardus waste that may be managed under reduced requirements in MN. Universal waste (UW) include: batteries (rechargeable), flurescent bulbs, mercury- cntaining equipment, and dental amalgam scrap traps and filters. UW must be labeled with the wrds UNIVERSAL WASTE the type f waste; Spent Batteries, Spent Flurescent Bulbs. UW must be recycled annually. Date the cntainer when yu start filling it and recycle the waste within ne year frm that date. Visit RethinkRecycling.cm fr a list f business that recycles universal waste. Can be transprted by the generatr, n manifest r bill f lading required. Keep recycling recrds. Generatrs must keep a recrd, recycling lg r receipts fr each shipment f UW recycled. Recrds must include: quantity and date recycled r shipped, name, address and phne number f the recycler. Yu d nt need t reprt UW vlumes recycled n yur hazardus waste annual reprt if they are managed prperly and yu keep recycling recrds. 8. DISPOSE: Treat r dispse f hazardus waste crrectly. Knw where yur waste ges fr Treatment, Dispsal r Recycling. The Generatr is respnsible fr the waste frm Cradle t Grave. Hazardus waste must ship n a hazardus waste manifest. Keep Initial Generatr Cpy nsite. Within 40 days: generatrs must mail the final three signature cpy t the state within 40 days f the designated facility receiving the waste. Used il, il filters and il related material ships with a bill f lading (BOL), n manifest required. Must ship with an apprved Oil Recycler. 9 9. KEEP RECORDS: Keep all waste recrds nsite fr at least 3 years. Waste recrds include all license dcuments, wastes evaluatins, inspectins, waste manifests, recycling receipts and recrds. Hazardus Waste water treatment unit inspectins If yur business has an apprved management plan fr sewering hazardus waste yu must inspect and dcument inspectins and any maintenance cnducted n the waste water treatment units. Dental clinics have amalgam waste water treatment units that need t be rutinely inspected. Such inspectins and any maintenance recrds must be kept nsite.
