Development of the Joint North Florida Regional Water Supply Plan North Florida Regional Water Supply Partnership Stakeholder Advisory Commi<ee December 7, 2015 Carlos D. Herd, P.G. Suwannee River Water Management District

Today s Topics Water Supply Planning Plan Contents SAC role

Regional Water Supply Planning District must prepare a RWSP where exislng sources of water are not adequate to supply exislng and future uses and to sustain the water resources for the 20 yr planning period. The Plan provides a framework for future management decisions in areas where the hydrologic system is stressed due to withdrawals. Requires coordinalon with local governments and water supply enlles.

RWSP statutory requirements: QuanLficaLon of water supply needs List potenlal water supply development projects List potenlal water resource development projects Recovery and prevenlon strategy for MFLs Funding strategies

Quantification of Needs Demands projected over a 20 yr. planning period, 2010 to 2030 for: Agriculture Commercial\Industrial Public Supply DomesLc Self-supply RecreaLon/aestheLc

Water Resource Analysis Assessment of the amount of fresh groundwater available for water supply Determine impacts to water resources (i.e. constraints) Groundwater quality Wetlands MFLs Spring flows

Water Resource Analysis Results Can traditional groundwater sources can meet projected water needs Will demand projections exceed groundwater availability Will supply wells show elevated chlorides Are lakes, springs or rivers below or projected to fall below MFLs Potential impacts to non-mfl springs or other waterbodies

Alternative Water Supplies include: Reclaimed water Seawater Stormwater Surface water

Water Supply Development Projects Must include oplons for local governments and ulliles. Projects are idenlfied using plans from local governments and ulliles Projects are evaluated based on technical, environmental, and economic feasibility

Water Resource Development Projects Projects to increase the amount of water available Collect and analyze data for water supply planning Study the feasibility and benefits of new techniques

Conservation Plumbing retrofits High efficiency appliances Waterwise landscaping IrrigaLon system improvements Higher indoor plumbing efficiency codes ModificaLons to development regulalons Site-specific C/I/I audits Rate structures

If Constraints are not met The plan will idenlfy projects to meet future demands while meelng the needs of the water resources. Will likely include a combinalon of water resource development, water supply development, conservalon, reclaimed water or other projects. The total sum of projects may exceed the shor^all; that s okay, as these are projects are idenlfied as a means to show that future demands can be met.

User requirements Water users are not required to implement any of the oplons idenlfied However, users may offer alternalves to milgate impacts for new permits or when requeslng increases in allocalons 13

RWSP affect on water use permits It is a plan not a regulatory requirement Contains strategies: ConservaLon concepts essenlal to all water use permits Reclaimed Water & AWS feasibility evalualons Lowest quality source

Goals for plan: Promote water conservalon IdenLfy water supply and water resource development project oplons ConLnue intergovernmental, water supplier and public coordinalon Achieve MFLs through incorporalon of exislng MFL prevenlon and recovery strategies (not required to develop strategies for MFLs that are idenlfied in the plan)

SAC Role Provide coordinalon with stakeholders Provides a public process Review the plan components and provide Partnership with guidance and recommendalons during development of the plan
