The facility would include up to 10 camp sites, parking for up to 40 vehicles, bathroom facilities and a camp ground host cabin. LOCATION: A parcel of land located within the SE ¼ and south half of the NE ¼ of Section 1, T2N, R5E, W.M. of land formerly owned by Longview Timberlands. DNR Road W2000. PARCEL NO.: PROPONENT: Go River, LLC Steven Epling, NE 78 th Way, Vancouver, WA The lead agency has determined that this proposal will not have a probable significant adverse impact on the environment. Pursuant to WAC (3), the proposal has been clarified, changed, and conditioned to include necessary mitigation measures to avoid, minimize or compensate for probable significant impacts. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request. The necessary mitigation measures are listed below: 1. The subject parcel is located within or near a Class I Erosion Hazard Area due to the soil s susceptibility to wind and/or water erosion. Best Management Practices shall be used during all phases of development to prevent erosion. 2. Re-vegetation of disturbed areas is necessary to reduce wind and water erosion, and the propagation of weeds. All undeveloped disturbed areas shall be reseeded with native grasses and mulched with certified weed free straw. 3. Erosion control measures must be in place prior to any ground disturbance. These control measures must be effective to prevent storm-water runoff from carrying soil and other pollutants into surface water or storm drains that lead to waters of the state. Sand, silt, clay particles, and soil will damage aquatic habitat and are considered by pollutants by Washington State.

2 4. The subject parcel is located on and adjacent to steep slopes in an Class II Landslide hazard area. A site specific Geological Assessment Report May be required prior to the issuance of Building Permits. 5. Dust suppression techniques using best management practices shall be in place to prevent dust from entering nearby and adjacent residentially used properties at all times until all exposed soils are reseeded and mulched. If the dust-suppression technique is the use of water, requirements to ensure that the watering does not cause erosion and offsite discharge of sedimentladen water needs to be followed. Information about dust suppression techniques can be found in Department of Ecology Publication # Techniques for Dust Prevention and Suppression". Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of Chapter 90.48, Water Pollution Control, and WAC A, Water Quality Standards for Surface Waters of the State of Washington, and is subject to enforcement action by the State of Washington. 6. The Washougal River is identified adjacent to the project proposal and is a designated Shoreline in Skamania County. A Class I stream buffer of 100 feet from the ordinary high-water mark is required. A class III (Reader Creek) and a Class V Stream (unknown) also cross the proposed site on the eastern shoreline of the Washougal River. Respective buffers of 100 feet and 25 feet from the ordinary high-water mark shall be required from these streams. 7. The owner shall take necessary actions to employ noxious weed abatement measures in compliance with RCW The parcel may lie within a 100-year floodplain along the Washougal River. The applicant may be required to obtain a flood elevation certificate from a licensed Washington Land surveyor prior to development of the property. 9. Skamania County has not reviewed the subject parcel for availability of drinking water or onsite septic systems. Proof of an adequate supply of drinking water and onsite septic systems shall be demonstrated prior to any types of development which will require drinking water and onsite septic systems. 10. Proposed future development includes the installation of permit exempt water wells and onsite septic systems. Construction of water wells must adhere to Skamania County Code 8.68 and Washington administrative Code New water well construction must be reviewed by the Skamania County Environmental Health Department. 11. Proposed future development includes the installation of onsite sewage systems. Approval and construction of onsite septic systems must comply with Skamania County Code There is potential runoff from the restrooms, cabin, office and camping cabin. A Stormwater National Pollutant Discharge Elimination System (NPDES) permit is required by Washington State Department of Ecology for any construction activity which disturbs one acre or more and which may result in a discharge of stormwater to surface waters of the state, which includes storm drains, ditches, wetlands, creeks, rivers, lakes and marine waters. The permit requires construction site operators to install and maintain erosion and sediment control measures to prevent soil, nutrients, chemicals and other harmful pollutants from being washed by stormwater runoff into local water bodies. The permit application, called a Notice of Intent, can be obtained by calling Washington State Department of Ecology s Storm-water Request Line at The application form is also available online from Ecology s website at

3 n 13. Cultural Resources: The following procedures shall be effected when cultural resources are discovered during construction activities: a. Halt Construction: All construction activities within 100 feet of the discovered cultural resource shall cease. The cultural resources shall remain as found; further disturbance is prohibited. b. Notification: The project applicant shall notify the Planning Department within 24 hours of the discovery. If the cultural resources are prehistoric or otherwise associated with Native Americans, the project applicant shall also notify the Indian tribal governments within 24 hours. 14. The site is located in an Mule and Blacktail deer priority habitat and steelhead and trout habitat. A review by the Washington Department of Fish and Wildlife may be required prior to the approval of any development permits on the subject parcel. A wildlife management plan may be required based on a determination by Washington Department of Fish and Wildlife. This MDNS is issued under WAC (2) and the lead agency will not act on this proposal for 14 days from the date below.
