1 Site Visit Report The site visit process is a sample on a particular day of an installation's compliance with some of its licence conditions. Where non-compliance against a particular condition has not been reported, this should not be construed to mean that there is full compliance with that condition of the licence. Instructions and actions arising from the visit shall be addressed, or where applicable noted, by the licensee in order to ensure compliance, to improve the environmental performance of the installation and to provide clarification on certain issues. 2 Scope The inspection was part of the enforcement plan visits for with the Licence s were assessed. Media Air, water and waste Site Areas Inspected All areas of the facility were inspected during the visit. 3 1. Health and Safety 1.1 Did the licensee make you aware of any site specific health and safety issues? Comment:Site works and road building were been undertaken in Cell 4 area. 1.2 Were any hazards identified on site other than those identified in the site specific risk assessment? No 1.3 Was safe and permanent access to sampling/monitoring points provided? 1.4 Did any accident/incident/near miss occur during the site visit/audit? Civic Waste Facilities/Waste Transfer Stations at landfills 3.1 Is all infrastructure at the facility fit for purpose and adequately maintained? 3.2 Are waste storage practices and general housekeeping at the facility satisfactory? 3.3 Are all containers clearly labelled to indicate their contents? 3.4 Is a record of each load of waste departing the facility being maintained? 3.5 Are unsuitable wastes received at the facility being stored appropriately in a designated Quarantine Area? 3.6 Are all bunds at the facility tested and inspected as required? 6 4. Landfill Gas 4.1 Is there a Landfill Gas (LFG) abstraction system (gas wells, pipework etc.) in place and abstracting gas from the landfill? Additional Significant gas management infrastructure in place, 4.2 Are landfill gas flare(s) and/or engines operating continuously? Additional One engine running continously and a flare on stand-by. 4.3 What are the flares/engines maximum design capacities (vol/hr)? Additional Checked Engine capacity 1 megawatt. and flare capacity 1500M/3 per hour. 4.4 Are the flares/engines connected to a SCADA system? Comment: SCADA off-line due to maintenance at this time. Corrective Action: Ensure the SCADA is running continuously and historic data is available to view by the Agency. 4.5 Does the facility have spare/backup capacity? 7 4.6 Is there a system for management of the gas field? Additional Facility staff routienly balance the gas field and monitor off-site gas wells. 4.7 Have staff managing the gas field received any training on landfill gas management? Additional Three staff have recieved formal training. 4.8 Are gas field balancing records being maintained? 4.9 Has the licensee undertaken a recent surface VOC emissions survey? Additional VOC survey completed onn 15/3/2016, no issues noted During this inspection, were practices in relation to LFG management satisfactory? Leachate 5.1 Has the licensee submitted a report in order to demonstrate compliance with the EC Environmental Objectives (Groundwater) Regulations 2010? 5.2 Is leachate being abstracted from all lined cells at the facility? 5.3 Are leachate levels in cells- being maintained at <1 meter above the top of the basal liner or below agreed trigger levels (unlined cells)? Checked Comment: Leachate levels are noted on a field sheet from the cells however they are not recorded on the SCADA. Corrective Action: Leachate levels for each cell should be recorded on the SCADA system so that historic records are readily available. 5.4 Do groundwater monitoring records reviewed indicate an absence of contamination due to leachate? 5.5 Do surface water monitoring records reviewed indicate an absence of contamination due to leachate? No Comment: elevated levels for Ammonia and Chloride were noted at SW1 and SW2. 35 mg/l and 89 mg/l Ammonia was noted in latest round of returns. Corrective Action: Investigate the elevated Ammonia in surface waters to determine if the waste body is the cause or external factors are resulting in elevated levels for Ammonia and chloride. Waste Management / Other Issues 6.1 Were the practices observed on site during the inspection such that potential to give rise to nuisance or impairment of the environment was adequately managed? 6.2 Were operations observed during this inspection in relation to waste handling/storage/disposal or recovery at the facility satisfactory? Checked Comment: Filling in cell 4 had caused a slip in Cell 4b. Corrective action: Develop a phased filling plan so that road access is possible for filling and slopes are maintained to avoid waste material entering Cell 4 B. Also a plan should be put in place for the covering of the Geohess flank as soon as possible with the inclusion of vertical wells in the waste body to extract landfill gas if any is produced prior to the completion of the Cell. 6.3 Were waste records reviewed during this inspection considered satisfactory? 6.4 Have all completed cells at the facility received a final cap as required by the Waste Licence? 11 7. Odour, Complaints and Incident Management 7.1 Has the facility been free of complaints regarding it's activities for the preceding 12 month period? Additional No A number of complaints have been recieved to the Agency and at the facility. Comment: On receipt of complaints in relation to odour an odour patrol was carried out and a source of odour was detected off-site not associated with the facility. No odour associated with the facility were noted. 7.2 Are complaints received by the licensee being investigated and addressed by the licensee in accordance with the licence? 7.3 Is the licensee maintaining a log/records of incidents notifiable to the Agency? 7.4 Are odour and nuisance inspections being undertaken as required? 7.5 Are there appropriate Emergency Response Procedures in place at the facility? 13 Summary This site inspection was part of the OEE Enforcement Plan visits for The facility is accepting soil, stone and water treatment sludge into cell 4. A gas engine is running at the facility and a flare on stand-by. All of the completed cells have been capped and a plan for leachate recirculation is been put in place. FOLLOW-UP ACTIONS You are required to complete the instructions and actions, as outlined in this report, within the specified timeframe. Where required, you shall respond to actions specified in Investigations within the required timeframe. The licensee shall maintain documentary evidence, for review by the EPA, that the prescribed corrective actions were completed within the required timeframe. You are not required to respond directly to items contained in this EPA site visit report; where an issue requires a direct response, the EPA will generate a Investigation through the EDEN system. You will receive notification when a Investigation instruction or action is generated. Please note that this Site Visit Report will be made available for public viewing via the EPA s Licence Enforcement Access Portal within one day of the issue date and will be published on the Licence Details Page of the EPA s website, that relates to your licence 60 calendar days after the issue date. You may if you choose submit, within 45 calendar days of the issue date of this Site Visit Report, a Licensee Public Response that will be published alongside the Site Visit Report. This Response, should you wish to avail of it, provides you with an opportunity to inform the public about how you are implementing the actions set out in the report, activities underway, timescales and target completion dates. Please be aware that the content of your Licensee Public Response must be factual and should not breach the EPAs stated online publication standards. If you wish to submit a Licensee Public Response to an EPA Site Visit Report, you should do this by clicking on the Make a Response link on the Site Visits page in EDEN. Please note that you are required to comply with the conditions of your licence at all times, and where noncompliance occurs you must restore compliance within the shortest possible time.
