3 Regional Water System Delivers water to 2.4 million people in the Bay Area Serves an average of 260 million gallons of water daily Consists of 11 reservoirs, 280 miles of pipelines, 60+ miles of tunnels, 5 pump stations, 2 water treatment plants Includes many components built more than 70 years ago Crosses 3 major earthquake faults

4 Water System Improvement Program (WSIP) Approved by San Francisco voters in November 2002 $4.3 billion Capital Improvement Program to be completed in mid-2014 Over 70 projects in 7 counties Goal: To ensure a reliable source of high quality drinking water to the Bay Area for the future

5 San Mateo County Major Projects San Andreas Pipeline No. 3 Installation HTWTP Short-Term & Long- Term Improvements Crystal Springs Pipeline No. 2 Replacement Crystal Springs/San Andreas Transmission Upgrade New Crystal Springs Bypass Tunnel Bay Division Pipeline Reliability Upgrade Lower Crystal Springs Dam Improvements BDPLs Nos. 3 & 4 Crossovers

7 SFPUC Right of Way Contains vital water and power lines Often as shallow as three feet below the surface Varies from 60 to 110 feet in width depending on size of pipeline and terrain Owned in fee by SFPUC or easement from property owner SFPUC has fiduciary and public safety responsibility to protect public interest of these lands After survey of 210-mile system, SFPUC taking steps to remove encroachments Threaten access to pipelines Impair maintenance & improvements Increase potential liabilities

11 Unauthorized Encroachments Major break would be difficult to repair at this site or where there are permanent improvements over pipelines.

12 Right of Way Issues SFPUC revised its ROW policy in February Approximately 160 encroachments in San Mateo County fences, yards, portable sheds, gardens, etc. Some are more serious- house extensions, decks, garages, etc. Bisected parcels given special consideration: Revocable permits for access to driveways or paths Limited landscape uses Some municipalities, non-profits, schools, and businesses have made permitted improvements

13 Removing Encroachments Prioritized Encroachments in 6 Categories: SFPUC is meeting with property owners individually to assess encroachments beginning with most difficult situations: Priority 1 Encroachment with structures on ROW Priority 2 Bisected Priority 3 Structures close to or over BDPL 1-2 Priority 4 (e.g., swimming pool on the property line) Priority 5 Vegetation (trees, bushes, gardens) directly over BDPL 1 or 2 Priority 6 All others
