2 Purpose of the Project Utilities Kingston has initiated a Class Environmental Assessment (EA) study to develop and assess options to address deterioration, lack of redundancy, and poor access for the Ravensview Trunk Sewer and to complete the twinning of the River Street Sanitary Forcemain This project will address Phases 1 and 2 of the Class EA process Phase 1 Identify the Problem Discretionary Public Information Centre We are here Phase 2 Alternative Solutions Identify reasonable alternative solutions to the problem Evaluate the alternative solutions Identify the recommended solution Public information centre Identify the preferred solution As this project may impact federal lands (i.e. CFB Kingston), the project team is coordinating with the Canadian Environmental Assessment Agency to ensure that any requirements under the Canadian Environmental Assessment Act (CEAA) are also met

4 Problem Statement Ravensview Trunk Sewer The Ravensview Trunk Sewer is a large gravity sewer main that represents a critical and essential link in the sanitary sewage collection system as it conveys all sewage from the Central and East portions of the City of Kingston to the Ravensview Wastewater Treatment Plant. As identified in the recently completed Sewage Infrastructure Master Plan for the City of Kingston Urban Area, the Ravensview Trunk Sanitary Sewer: Is deteriorating and requires remedial action Lacks redundancy Has poor access for maintenance The study will develop a strategy and confirm the preferred approach for providing continuous, safe and efficient sewage conveyance for this vital link.

6 Problem Statement River Street Sanitary Sewer Forcemain The recently installed twinned section of the River St. Sanitary Sewer Forcemain (Cataraqui River crossing) currently terminates on the eastern shore of the Cataraqui River, after which it continues in a single forcemain. This portion of the original single forcemain: Has been in service for more than 50 years Lacks redundancy Represents a hydraulic bottleneck in the sewer system An assessment of the options for completion of the twinning of the forcemain and rehabilitation or replacement of the remaining section of original single forcemain is required. Given the interconnected nature of the forcemain and the Ravensview Trunk sewer, the two infrastructure needs must be evaluated concurrently.
