3 Objective of the EIA study TERMS OF REFERENCE M/s. Dynamix Vacations Resorts Pvt. Ltd. is proposed Residential Township with Vacation Resorts project at Bagmala, Mandve, Chaul, Revdanda village in Taluka Alibaug, District Raigad of. The total plot area is 44.4 Ha (4, 44,018 sq. m.). FSI area is 1, 31, m 2 and total construction area of 1, 95, m 2. As per the EIA notification, 2006 and its amendments, area development project with built up area more than 1, 50,000 Sq. mtr. will be treated as activity listed at serial no. 8(b). The proposed project has built up area of 1, 95, m 2, so application for environmental clearance is done under Category 8(b) Townships and Area Development Projects. Hence this Terms of Reference (ToR) is being proposed to carry out the environmental impact assessment of proposed development. The study area being considered for the EIA study is 10 km from the project site. The map of the study area is attached as Annexure I.The project will involve development of bungalows, club House, health club, and shopping area along with hotel. The Terms of reference for conducting EIA study for the proposed project is described in the following sections. 1 INTRODUCTION 1.1 Preamble M/s. Dynamix Vacations Resorts Pvt. Ltd. is proposed Residential Township with Vacation Resort project at Bagmala, Mandve, Chaul, Revdanda village in Taluka Alibaug, District Raigad of. The land use is converted to residential & commercial use. The purpose of this Environmental Impact Assessment (EIA) study is to provide information on the nature and extent of environmental impacts arising from the proposed project and related activities and define an Environmental Management Plan (EMP) to minimize adverse environmental impacts. 1.2 Project Location M/s. Dynamix Vacations Resorts Pvt. Ltd. is proposed Residential Township with Vacation Resorts project at Bagmala, Mandve, Chaul, Revdanda village in Taluka Alibaug, District Raigad of. The project is located at 72 54'54.68"E Longitude and 18 35'35.83"N Latitude. The proposed project site is accessible by NH66 - Mumbai Goa highway. April M/s. Dynamix Vacations Resorts Pvt. Ltd.

4 The proposed site is located at about 10 km away from Alibaug city. The total plot area is 44.4 Ha (4, 44,018 sq. m.). FSI area is 1, 31, m 2 and total construction area of 1, 95, m 2. The location map indicating proposed project is given in Figure 1 below. 1.3 Objectives of the Study The objectives of the EIA study are: To describe the scope of the proposed project and associated works; To establish the baseline environmental and social scenario of the project surroundings; To identify and quantify emission sources and determine the significance of impacts on sensitive receptors; To identify, predict and evaluate environmental and social impacts expected during the construction and operational phases in relation to the existing civic infrastructure and sensitive receptors present if any; To develop mitigation measures so as to minimize pollution, environmental disturbance and nuisance during construction and operational phases; and To design and specify the monitoring schedule necessary to ensure the implementation and the affectivity of the mitigation measures adopted 1.4 Methodology of the Study Reconnaissance survey is carried out to understand nature of the proposed development, conduct visual site inspection, decide the sampling locations and program. Sampling locations are identified on the basis of following criteria: Predominant wind direction in the study area Existing topography Location of existing activities Location of sensitive areas Accessibility, availability of power and security of monitoring instruments Area that represents baseline conditions April M/s. 6 2 PROJECT DISCERPTION The proposed development is located at Alibaug taluka in Raigad district,. The project will involve development of resorts along with primary infrastructure like water, road and electricity. The project will involve development of bungalows, club House, and shopping area along with hotel. The main purpose and benefit of the project are: To provide good work opportunity The proposed project is located close to Alibaug area which has many similar residential & commercial projects there. No A or B category industry as per environmental clearance schedule (promotion of green category industries as per pollution control board norms), 2.1 Land Use The project site under consideration is presently convert in non-agricultural land from fellow land. The land use conversion to residential & commercial usages has been done. 2.2 Built Up Area The total plot area is 44.4 Ha (4, 44,018 sq. m.). FSI area is 1, 31, m 2 and total construction area of 1, 95, m 2. 8 2.4 Population Details The total working population during operation phase of the project will be around 2946 and population of bungalows & commercial areas will be around Project Infrastructure & Its Utilities Planned The utilities and recreational facilities planned in proposed project includes landscaped garden. The study area for the EIA study shall be the area within the 10 km radius of the periphery of the project. Map of the study area clearly delineating the location of various monitoring stations (air/ water / soil and noise) superimposed with location of habitats shall be shown. Primary data collection is initiated at site from August 2015, based on the CPCB guidelines. The data/information on Environmental Baseline Status is collected as per the following paragraphs. Meteorology: As a part of the EIA study, a micro meteorological data was collected from Met station set up in October 2015 at project site. The parameters include wind speed, wind direction, temperature, and relative humidity. The collected data will be used for preparation of wind rose diagrams and air quality modelling. Ambient Air Quality: An ambient air quality monitoring network is designed for assessment of the baseline status of ambient air quality. The monitoring was conducted at 8 locations including project site from October, November for 8 weeks for following parameters: PM10 April M/s. Dynamix Vacations Resorts Pvt. Ltd.

9 PM 2.5 Sulphur Dioxide (SO2) Nitrogen Oxide (NOx) Carbon Monoxide HC The frequency of sampling is twice a week for 8 consecutive weeks. The sampling stations are selected based on the predominant wind direction of the area and cover upwind, downwind and cross wind directions. Noise: Equivalent continuous noise level (Leq) in and around the project area is monitored at 8 locations including project site. Construction equipment and road traffic are expected to be the key sources of noise. Baseline data of noise at the project area and the neighbourhood habitat areas is ascertained. Daytime and night time data was collected for 24 hr once in a season. Land use: The information on land use pattern will be collected from the available data. The details regard to soil type and characteristics, Physical and chemical characteristic of soil is analyzed through 3 samples collected in project area. Water Quality: Baseline water quality from sources such as 4 ground water samples and 3 surface water samples are analyzed and will be compared to the water quality norms prescribed for drinking water. Biological Environment: As a part of the study the information on the following is collected through field visit, Gazetteer of district, forest department and revenue offices: Data on the availability of various floral and faunal species in the study area Inventory of major species of trees, herbs, shrubs and timber trees on site List of economically important plants, if any Presence of rare and endangered species, if any Socio Economic Environment: The data on demographic profile in the study area will be collected using secondary data sources. The data collected will be as follows: Demography Caste profile Literacy profile Occupational profile 4 IMPACT ASSESSMENT With the knowledge of the baseline conditions, Project characteristics, the intensity of construction activities, detailed projections shall be made of the influence of planned project on all the areas of social, physical and biological environment in the area. 10 predictions, the critically affected environmental parameters will be identified for the proposed project. 11 Impact identification on traffic due to proposed development. 6 ENVIRONMENTAL MONITORING PROGRAM An environmental monitoring program is required to provide scientifically defensible information for determining the status of the environmental quality of the surrounding area of the project site and to check whether the levels of critical pollutants are within the environmentally acceptable limits. This will help to obtain an early warning of unacceptable environmental conditions so that control measures can be taken immediately. It also helps to determine in a timely fashion, changes in the local environmental quality. Environmental monitoring shall comprise checking: Appropriate permits, certificates, authorizations and Compliance with EMP and governmental regulations This can be ensured through use of checklists for: Site establishment Monthly Audit Site closure The purpose of environmental monitoring is to evaluate the effectiveness of implementation of Environmental Management Plan (EMP) by periodically monitoring the important environmental parameters within the impact area, so that any adverse effects are detected and timely action can be taken. Based on the guidelines issued by pollution control, client will finalize the monitoring protocol and location for monitoring ambient air quality, noise levels, groundwater quality, etc. in accordance with monitoring schedule. Risk assessment study deals with identifying and evaluating the magnitude of impending risks to which the neighbouring population is exposed due to occurrence of accidents involved in the project construction and operation. This assists in illustrating the guidelines for preparation of disaster management plan which will be executed to handle the situation, if any emergency occurs. A risk analysis study comprising of the following is to be conducted: Identification of potential accidents Type of emergency Emergency evacuation plan As a part of the study, a detailed onsite Disaster Management Plan shall be formulated. 8 PROJECT BENEFITS The improvement in physical infrastructure, social infrastructure if any shall be detailed out. 13 9 ENVIRONMENTAL MANAGEMENT PLAN (EMP) Environmental Management Plan will be developed to selectively mitigate the adverse impacts due to the construction and operation of various activities planned for the proposed project. The key issues to cover as a part of Environmental management plan are listed in the following paragraphs.
