Person in charge: Faragó Emma Experts: Szabó Lászlóné, Tomesz Éva, Schwenk Zsuzsa, Némethné Pető Valéria, Tóthné Meszlényi Ágota Reference: IPPC permit for the Waste-to Energy Plant ORDER According to the whole scope environmental review documentation for the municipal solid waste incineration heat recovery activity of the Budapest Waste to Energy Plant of the Municipal Cleansing Maintenance Rt. hereby I am entitled to give IPPC Integrated Pollution Prevention and Control - (`uniform environmental use`) - permit according to the following conditions: I. Data for the facility Name, location of the facility Its owner, operator Are covered by the activity By air protection: The area is variable by components (solid, SO 2, CO, NO 2, HCl). According to the data of 2001 at m the HCl is the main component. From the second half of It is NO2 which is expected to be maximum 2500 m. At dust the area is not available. By noise protection Location of the incinerator, the streets and houses nearby The houses are not directly next to the incinerator but the noise by continuous night shift may cause a load to the people. Area of the load to soil, groundwater, surface water The area is the area of the incinerator. II. Data for the activity Name: municipal solid waste incineration

2 2 Main parameters of the incinerator and the incineration process Every kiln has whole scope of emission measurement monitoring system. All of the components in the 3/2002. Ministerial decree are continuously measured and registrated by computer. From the produced electricity some electricity (which is not used by them) can be taken to the national grid at the level of 10 kv. The heat can be used at the block of flats of Káposztásmegyer. III. Environmental conditions of the activity III./a. Air pollution Point sources: - The value limits are under Annex 2. Diffuse emission: The facility must ensure that: - Every transport material which carries dust must be covered; - The vehicles must be cleaned. III/b. Noise emission - The noise sources must be in good operational state. - The outer doors must be equipped by technical solutions to ensure the conditions closing of the door. - The emergency testing can be done in working days from 10 a.m to 16 p.m. III./c. Groundwater, soil protection: - Groundwater monitoring must be done by KF: 6039/2004. order. - The sampling must be done by the examination of the average soil at 0,2 0,5 m. - The soil examination must be done yearly and sent to the inspectorate. III./d. Surface water: - The value limits must meet the 204/2001. (X. 26.) Gov.decree values. - The water which is discharged into the rainwater network must meet the 203/2001. (X. 26.) Gov. decree as well as the 9/2002. (III. 22.) KöM-KöViM decree values.

Waste management: - The permitted activity: R1 utilisation, R4 utilisation (metal recovery), disposal. - The waste types are listed at Annex 1 for the t/y capacity. - Activity plan is required for the selective waste collection with dates. The material recovery must be the first priority before incineration. The plan must be submitted to the inspectorate. Deadline: June 30., and every March The activity plan for the selective waste collection must be reviewed every year according to the following: How the improvements helped to collect the recyclable materials; How the halogen and other hazardous waste separation was carried out from the burnable waste. Deadline: June 30., and every March The amount of the slag must be decreased and must be ensured to classify as non hazardous waste (it is forbidden to mix it with hazardous waste). In the Dunakeszi landfill only non hazardous waste can be landfilled. - The solid residual must be collected without dusting. - The flue gas residuals must be treated separately and permitted by the inspectorate. - The flying ash which is without treatment and the other flue gas cleaning residuals are considered as hazardous waste. III./f. Requirements for material and energy management: Water management: - The used water must be measured and registered. - The watering pipe can not used for watering if hovering or scrubbing or mopping can be used instead of it. Energy management: - The energy consumption must be reported to the inspectorate yearly. - The heat insulation must be operated in a proper way. III./g. Monitoring and data provision - The air emission sources must be checked for the materials in Appendix 2.: - The facility operator must inform the inspectorate 14 days before sampling.
