SNETP's 4th General Assembly Vilnius, Lithuania, 18 October 2013 Nuclear Cogeneration Industrial Initiative Marek Tarka (Prochem S.A.)

Outline Current status of NC2I TF Consolidation of NC2I TF NC2I-R Project Conclusions: next steps for nuclear cogeneration

Outline Current status of NC2I TF Consolidation of NC2I TF NC2I-R Project Conclusions: next steps for nuclear cogeneration

SNE-TP recognized NC2I as one of the three pillars

EUROPAIRS Consortium gathered 26 companies

Current status of NC2I TF Members NC2I founding members Industry: Areva, E.ON, Fortum, Prochem Research: AGH, JRC, NCBJ, NRG NC2I TF has been and is open to all nuclear technologies NC2I TF Chairs: balance industry / research Chairman: Marek Tarka (Prochem) Vice-Chairs: Harri Tuomisto (Fortum) and Sander de Groot (NRG) NC2I TF constituted a Technical Secretariat Members: AGH, E.ON, JRC + support by LGI An End User Group has been constituted Building on the EUROPAIRS and HTRPL networks

Outline Current status of NC2I TF Consolidation of NC2I TF NC2I-R Project Conclusions: next steps for nuclear cogeneration

Consolidation of NC2I-TF NC2I-TF activity will be further developed basing on started NC2I-R project Situation not favourable to nuclear energy NC2I TF invites other SNETP members to join the NC2I TF There is no special procedure to do so, only a written confirmation is sufficient

NC2I Organisation SNETP Governing Board ExCom NUGENIA ESNII Chair VCs: NC2I TF M. Tarka (Prochem) S. de Groot (NRG) H. Tuomisto (Fortum) Technical secretariat AGH, JRC, E.ON, LGI Members on HTR, LWR, FBR User Group

There is already a heat market for all technologies Reactor maturity Cogen maturity Market potential Water reactors Mature Operational Medium Fast breeders Gen IV under development Proven (restricted to low temp.) HTR Proven Demo needed Large Bruce Industrial Park, Canada (8 CANDU, MWth) Aktau nuclear desalination plant, Kaxskhstan (BN350, 100 MWth) PWR desalination plant, Ohi, Japan ~ reactor.years of experience in nuclear cogeneration in 2006 Nuclear district heating, Bohunice, Slovakia (VVER, 61 MWth) THTR Germany

Technology groups for cogeneration in SNETP For low-temp cogen applications, NUGENIA and ESNII are invited to define any R&D needs Possible technology cooperation within SNETP: Reactor R&D Cogen R&D Relations with end-users LWR NUGENIA NC2I TF NC2I TF FBR ESNII NC2I TF NC2I TF HTR NC2I TF NC2I TF NC2I TF High share of R&D funding needs Reactor specific Low share of R&D funding needs Cross-cutting One contact point for nuclear industry Market focus

Outline Current status of NC2I TF Consolidation of NC2I TF NC2I-R Project Conclusions: next steps for nuclear cogeneration

NC2I-R General Info Abbreviation: Nuclear Cogeneration Industrial Initiative Research, Budget: (approx. 210 man-months), Duration: 24 months, Project started: 1 st October partners, NCBJ is a coordinator.

NC2I-R Partners FZ Jülich

NC2I-R Planned Actions

The conditions for success A host country for the demonstrator, which requires A political commitment A national participation in the project funding A favourable public opinion An appropriate site Process heat user industries + nuclear operator ready to be involved in the project Dialogue with Safety Authorities and TSOs Funding sources For design & licensing (+ support R&D): Do not expect significant commitment from end-users (too high risks, too long term ROI, not in the scope of their business) Looking for public funding sources (European structural funds, national funds, international partnership ) For construction: Future nuclear operator Maybe some involvement of end-users For operation: Nuclear operator Early commitment of end-users to buy the heat produced by the demonstrator Due to the size of the project (3 to 5 G ) and to the political obstacles, an international partnership around the project

Outline Current status of NC2I TF Consolidation of NC2I TF NC2I-R Project Conclusions: next steps for nuclear cogeneration

Conclusions: ongoing & next steps Expand NC2I TF inviting other SNETP members Utilize EUROPIARS results (NC2I-R) Finalize & publish NC2I Concept Paper, endorsed by End User Group Continue co-operation with US NGNP Alliance Meeting in Washington is planned by NC2I-R. Target of this meeting is to probe possibilities for a common transatlantic demonstration project with shared costs and benefits
