3 1. EXECUTIVE SUMMARY 1.1 Investigative Findings Impact7G, Inc. (Impact7G) was retained by JEO Consulting Group, Inc. to conduct a Phase I Environmental Site Assessment (ESA) for the property located along 14 th Avenue between CN & UP rail lines near Iowa Falls, Hardin County, Iowa (Figure 1 in Appendix A). The land is currently owned by Pete & Kathy Bartlett, Mary Lou Wood, James Ioerger Trust, Lyle & Elizabeth Campbell, and the Iowa Falls Community Investment Corporation (IFCIC), which is hereinafter, referred to as the Property. The majority of the Property is currently agricultural land, although there is a small pond on the east portion of the Property and a grassland area on the Property on the northwest portion of the Property. The Property contains all or part of the following parcels identified by the Hardin County Assessor s Office website. 4 This assessment did not reveal evidence of recognized environmental conditions (RECs) associated with the Property. 1.2 Recommendations Based on data gathered during this Phase I ESA, Impact7G believes that no further investigation is warranted for the Property at this time. 2

5 2. INTRODUCTION 2.1 Purpose The purpose of this assessment is to identify recognized environmental conditions in association with the Property; establish Bona Fide prospective purchaser liability protection and establish contiguous property owner liability protection in relation to the Property. ASTM Standard E defines the term recognized environmental conditions as: the presence or likely presence of any hazardous substances or petroleum products on a property under conditions that indicate an existing release, a past release, or a material threat of a release of any hazardous substances or petroleum products into structures on the property or into the ground, ground water, or surface water of the property. The term includes hazardous substances or petroleum products even under conditions in compliance with laws. The term is not intended to include de minimis conditions that generally do not present a threat to human health or the environment and that generally would not be the subject of an enforcement action if brought to the attention of appropriate governmental agencies. Conditions determined to be de minimis are not recognized environmental conditions. ASTM Standard E defines the term innocent landowner defense as: A person may qualify as one of three types of innocent landowners: (i) a person who did not know and had no reason to know that contamination existed on the property at the time the purchaser acquired the property; (ii) a government entity which acquired the property by escheat, or through any other involuntary transfer or acquisition, or through the exercise of eminent domain authority by purchase or condemnation; and (iii) a person who acquired the facility by inheritance or bequest. To qualify for the first type of innocent landowner LLP, such person must have made all appropriate inquiry on or before the date of purchase. Furthermore, the all appropriate inquiry must not have resulted in knowledge of the contamination. If it does, then such person did know or had reason to know of contamination and would not be eligible for the innocent landowner defense. ASTM Standard E defines the term Bona Fide prospective purchaser liability protection as: A person may qualify as a bona fide prospective purchaser if, among other requirements, such person made all appropriate inquiries into the previous ownership and uses of the facility in accordance with generally accepted good commercial and customary standards and practices. Knowledge of contamination resulting from All Appropriate Inquiry would not generally preclude this liability protection. A person must make All Appropriate Inquiry on or before the date of purchase. The facility must have been purchased after January 11, 22 ASTM Standard E defines the term contiguous property owner liability protection as: A person may quality for the contiguous property owner liability protection if, among other requirements, such person owns real property that is contiguous to, and that is or may be contaminated by hazardous substances from other real property that is not owned by that person. Furthermore, such person conducted all appropriate inquiry at the time of acquisition of the property and did not know or have reason to know that the property was or could be contaminated by a release or threatened release from the contiguous property. The all appropriate inquiry must not result in knowledge of contamination. If it does, then such person did know or had reason to know of contamination and would not be eligible for the contiguous property owner liability protection 3

6 2.2 Detailed Scope of Services In January and September 213, JEO Consulting Group, Inc. contracted with Impact7G to conduct a Phase I ESA for the Property. Impact7G performed or attempted to perform the following services: Visual inspection of the Property and adjoining properties Interviews with past and present owners, operators, and occupants Reviews of historical sources Reviews of federal, state, tribal, and local government records 2.3 Significant Assumptions The following assumption was used in the determination of potential RECs at the Property: The Iowa River is located approximately 1 mile north of the middle of the Property and flows to the east. Therefore, groundwater at the Property and adjacent properties is assumed to flow toward the north in the general direction of the Iowa River. 2.4 Limitations and Exceptions Any conclusions regarding potential environmental risks or particular events and practices are limited by the quality and quantity of information provided by available historical documents; the visual Property inspection; and interviews with Property owners, Property operators, former Property owners and residents. Pursuant to Section of ASTM Standard Practice, the following is a list of non-scope considerations that the user may want to assess in connection with commercial real estate transactions. No implication is intended as to the relative importance of inquiry into such non-scope considerations, and this list is not intended to be all-inclusive: Asbestos Containing Materials Industrial Hygiene Radon Health and Safety Lead-Based Paint Ecological Resources Lead in Drinking Water Endangered Species Wetlands Indoor Air Quality Regulatory Compliance Biological Agents Cultural and Historic Resources Mold The information and conclusions presented in this report are based solely on the observations made during the site assessment evaluation and on data provided by others (individuals entities). Thus, the accuracy of the resulting reporting and conclusions drawn from this information is inherently based on the accuracy of the information that was obtained and provided. The conclusions and opinions stated herein do not represent or warrant that the site is free from contamination, pollution, or environmental problems. In summary, there is always a possibility that some contamination may be present on the property of interest which was not discovered or noted during the Phase I ESA activities (walkover inspection, records review) conducted by Impact7G. Therefore, no guarantees or warranties as to the condition of the property of interest or suitability of property use for any particular purpose are made or implied by Impact7G. 4

7 2.5 Special Terms and Conditions Contractual terms, conditions, and liability limitations are specified in the Scope of Services Agreement and Contract between Impact7G and JEO Consulting Group, Inc. Information used to prepare this report was provided by a number of parties including government agencies, third party vendors, and persons familiar with the site. All information reviewed was not independently verified unless actual knowledge of Property conditions or history indicated obvious inconsistencies or errors. 2.6 User Reliance This report has been prepared on behalf of and for the exclusive use by JEO Consulting Group, Inc., solely for use in evaluating the potential recognized environmental conditions and is not intended for any other purpose nor the benefit or use of any other person. This report and the findings contained herein shall not in whole or in part, be disseminated or conveyed to any other party, nor used by any other person, in whole or in part, without the prior written consent of Impact7G, except that the report may be conveyed to persons or groups of persons within JEO Consulting Group, Inc. 3. SITE DESCRIPTION 3.1 Location and Legal Description The Property currently consists mainly of agricultural land with a small pond and an area of grassland within Section 23 and the NW ¼ of Section 24, Township 89 North, Range 21 West in Hardin County, Iowa, and is further located at approximately North latitude and West longitude. Refer to the Site Vicinity Map included in Figure 1, in Appendix A for site location. 3.2 Site and Vicinity General Characteristics The land is currently owned by Pete & Kathy Bartlett, Mary Lou Wood, James Ioerger Trust, Lyle and Elizabeth Campbell, and the IFCIC. The Property is located in an agricultural area southwest of Iowa Falls, Hardin County, Iowa. It is approximately 1148 feet above mean sea level (msl) and surface drainage varies across the Property but is generally to the east. The direction of groundwater flow beneath the Property is expected to be toward the north in the general direction of the Iowa River. In order to more accurately determine the direction of local groundwater flow, subsurface water table measurements would be required. 3.3 Current Uses of the Property The Property currently consists mainly of agricultural land with a small pond and an area of grassland (see Figure 1 in Appendix A). 3.4 Descriptions of Structures, Roads, Other Improvements on the Site Descriptions of Structures At the time of the most recent site visit on September 24, 213, there was a two-story residential structure located on parcel However, during the interview on October 16, 213 with the Property owner representative for parcel , the owner representative stated he believed the Property currently had no structures. 5

8 3.4.2 Descriptions of Roads 14 th Street runs along parts of the south side of the Property and JJ Avenue runs through the Property Heating/Cooling System The Property is not currently improved with heating/cooling systems Sewage Disposal Parcel has a septic system which provided sewage disposal to the residential structure previously located on the Property. The Property owner representative for parcel stated the septic system was recently closed using standard procedures Source of Potable Water According to the Property owner representative for parcel and the Iowa Department of Natural Resources Search Database, there is a well on parcel which provided potable water to the former residence. 3.5 Current Uses of the Adjoining Properties The adjacent properties consist mainly of agricultural land. summarizes current uses of the parcels adjoining the Property. There is a potential that creosote on the rail ties and oils containing polychlorinated biphenyls (PCBs), herbicides, and arsenic for pest and weed control may be on the Property. However, it is likely that any potential herbicide concentrations have degraded over time. Also, any potential PCB or arsenic concentrations resulting from the railways would be confined to the near subsurface sediments and would not present a significant environmental health or safety concern to the Property or underlying groundwater. However, in the event the Property is developed for residential use, soil sampling may be warranted. 4. USER PROVIDED INFORMATION 4.1 Title Records Copies of title documents for the Property were provided by the User. 4.2 Environmental Liens or Activity and Use Limitations The User did provide chain-of-title and/or environmental lien information associated with the Property. According to the documents, it does not appear that there are any environmental lien or activity and use limitations associated with the Property. 6

9 4.3 Specialized Knowledge According to the individuals interviewed for this assessment, no specialized knowledge of the Property was brought forward. 4.4 Commonly Known or Reasonably Ascertainable Information The User was asked to provide any commonly known or reasonably ascertainable information regarding the Property, including past uses of the site, specific chemicals that were once present at the Property, spills or chemical releases that have taken place at the Property, and any environmental cleanups that may have taken place at the Property. The User was unaware of any commonly known or reasonably ascertainable information. 4.5 Valuation Reduction for Environmental Issues The User is unaware of any valuation reductions for environmental issues, and none have been reported to Impact7G. 4.6 Owner, Property Manager, and Occupant Information The land is currently owned by Pete & Kathy Bartlett, Mary Lou Wood, James Ioerger Trust, Lyle and Elizabeth Campbell, and the IFCIC. 4.7 Reason for Performing Phase I Pursuant to obtaining innocent landowner, contiguous Property owner, or prospective purchaser limitations under CERCLA liability guidelines, the User contracted Impact7G to complete a Phase I ESA to investigate potential environmental concerns associated with the Property. 4.8 Other No other information was reviewed in the completion of this assessment. 5. RECORDS REVIEW 5.1 Standard Environmental Record Sources The purpose of the records search is to obtain and review data and information that would aid in identifying recognized environmental conditions in connection with the Property. Federal and State environmental record sources were reviewed by Environmental Data Resources Inc (EDR) to at least the minimum search distances established in ASTM E EDR specializes in the retrieval of such information and the EDR FirstSearch report is presented in Appendix D. Information from the federal and state record sources search is included in the following sections. The table below summarizes the results of the EDR FirstSearch report. These unmapped sites include: one NFRAP site, three RCRA GEN sites, nine State/Tribal Tanks sites, one Spills site, and ten Other sites. Based on site information, and/or regulatory status and/or general location, these sites are not considered an environmental concern to the Property at this time. 5.2 Additional Environmental Record Sources The following list contains information on additional individuals interviewed or sources consulted for this assessment. 8

Thirteen wells were identified: five from the IGS well database, two s registered for testing, and six from the Private well tracking system. Two wells were identified on the Property. One well on the Property is identified in the Private well tracking system as being located on parcel This well has an Active status and is identified for Household use. The well depth is reported to be 1 feet and the construction date is 192. The other well is listed in the s registered for testing database and is also located on parcel The limited information in this database lists the well depth as 1 feet and the construction date as 192. Additional details on the identified well are provided in Appendix G. 5.3 Physical Setting Source(s) The Property generally slopes to the east and is located at an approximate elevation of 1148 feet above msl. The topographic gradient across the Property is variable with small hills and low areas. Information on the topographic gradient is also included in Figure 1 of Appendix A. A Web Soil Survey was conducted through the Natural Resources Conservation Service to obtain a depiction of soil at the Property. The survey indicated the Property is mainly underlain by Webster-Nicollet complex, 1 to 3 percent slopes and Clarion loam, 2 to 5 percent slopes. 5.4 Historical Use Information of Property Historical information for the Property and surrounding area was based on review of historical aerial photographs, historical USGS topographic maps, site reconnaissance and interviews where available. This information is summarized in the following table. However, it is likely that any potential herbicide concentrations have degraded over time. Also, any potential PCB or arsenic concentrations resulting from the railways would be confined to the near subsurface sediments and would not present a significant environmental health or safety concern to the Property or underlying groundwater. However, in the event the Property is developed for residential use, soil sampling may be warranted. 6. SITE RECONNAISSANCE 6.1 Methodology and Limiting Conditions The site reconnaissance was performed on March 27, 213 by Mr. Jon Reis of Impact7G and on September 24, 213 by Mr. Jeromy Pribil and Mr. Jon Reis of Impact7G. During the March site visit, Impact7G was unable to access parcel Snow was a limiting factor during the March site visit; however, snow was not present during the September site visit. Crop cover limited sight of the ground during the September site visit. There were no other limiting conditions for the Property or surrounding area during the site visit. 1

13 6.2 General Site Setting The Property consists mainly of agricultural land with a small pond on the east portion of the Property and an area of grassland on the northwest portion of the Property. The current use of the adjoining properties was also observed. Agricultural land is located to the west of the Property while a railway followed by agricultural land and farmsteads/residences are located to the north of the Property. A railway, 14 th Street, and residential properties followed by agricultural land are located to the east of the Property. A railway and 14 th street followed by agricultural land and an ethanol facility are located to the south of the Property. 6.3 Interior and Exterior Observations at Site Hazardous Substances or Petroleum Products In Connection With Identified Uses One approximate 5-gallon, currently in use, Aboveground Storage Tanks (AST) containing diesel fuel was identified near a machine shed on the farmstead east of parcel Two approximate 2 gallon ASTs, which were used to fire an incinerator, were identified near the hog building on the farmstead east of parcel but are not currently in use. Additionally, a propane AST was observed near a grain bin and machine shed and another empty AST, not currently in use, was observed near a machine shed on the farmstead east of parcel No evidence of leaks, spills, or damage was observed in association with the ASTs on the Property. Therefore, these ASTs are not considered an environmental concern to the Property at this time. An empty, 55-gallon drum labeled Heavy Duty Motor Oil was observed near a machine shed on the farmstead east of parcel No evidence of leaks or spills was observed in association with this 55-gallon drum. Therefore, this 55-gallon drum is not considered an environmental concern to the Property at this time. No additional hazardous substances or petroleum products were observed on the Property Storage Tanks See Section for information on storage tanks on the Property and adjoining properties. Multiple storage tanks of various sizes were observed on parcel during the site visit. No evidence of leaking or staining was observed in association with the tanks. During an interview with the Property owner representative for parcel conducted after the site visit, he stated that all the tanks had been cleared from the Property. No additional storage tanks were observed on the Property Odors No unusual odors were identified on the Property Pools of Liquid No pools of liquid where identified on the Property. 11

14 6.3.5 Drums See Sections and for information on drums on the Property and adjoining properties. Multiple empty drums were observed south of the pond on parcel No evidence of leaking or staining was observed in association with the drums. No other drums were identified on the Property Hazardous Substances or Petroleum Products Containers (Not Necessarily in Connection With Identified Uses) No hazardous substances or petroleum product containers were observed on the Property Unidentified Substance Containers An unlabeled, empty drum was identified on parcel No leaking or staining in association with this drum was apparent during the site reconnaissance. This drum is not considered an environmental concern to the Property at this time. Numerous unidentified substance containers, both empty and containing liquid, were observed on parcel during the site visit. No leaking or staining in association with these containers was apparent during the site reconnaissance. During an interview with the Property owner representative for parcel conducted after the site visit, he stated that all the unidentified substance containers had been cleared from the Property. No other unidentified substance containers were identified on the Property Polychlorinated Biphenyls (PCBs) Pole-mounted transformers were identified at parcel and across JJ Avenue from parcel at the intersection with the railroad tracks. No evidence of leaks, spills, or damage was noted in association with these transformers; therefore, the transformers are not considered an environmental concern to the Property at this time. No additional potential PCB containing equipment was observed on the Property Pits, Ponds, or Lagoons A pond is located on the southeast portion of parcel No other pits, ponds, or lagoons were identified on or near the Property Stained Soil or Pavement No stained soil or pavement was observed on the Property Stressed Vegetation No stressed vegetation was found on the Property Solid Waste Solid waste was identified at the north end of parcel Solid waste on parcel includes old farm machinery, wooden boards, and an empty 55- gallon drum. The solid waste is not considered an environmental concern to the Property at this time. 12

15 Solid waste including building debris, trees and shrubs, tires, and scrap metal were observed on parcel during the site visit. During an interview with the Property owner representative for parcel conducted after the site visit, he stated that all the solid waste had been cleared from the Property. Multiple piles of railroad ties were observed along the railway on the southern edge of parcel There is a potential that creosote on the rail ties and oils containing polychlorinated biphenyls (PCBs), herbicides, and arsenic for pest and weed control may be on the Property. However, it is likely that any potential herbicide concentrations have degraded over time. Also, any potential PCB or arsenic concentrations resulting from the railways would be confined to the near subsurface sediments and would not present a significant environmental health and safety concern to the Property or underlying groundwater. No other solid waste was observed on the Property Waste Water No evidence of waste water was identified on the Property s A spigot likely associated with a well was located in a shed on parcel Another spigot likely associated with a well was identified on the farmstead east of parcel near an out-building. No other evidence of wells was identified on the Property Septic Systems No evidence of septic systems was identified on the Property Stains and Corrosion No evidence of stains or corrosion was observed on the Property Drains and Sumps No drains or sumps were observed on the Property. 7. INTERVIEWS 7.1 Interviews with Owner Impact7G spoke with Mr. Dan Wood, land owner representative for the Mary Lou Wood Property, for additional information regarding the Property. Mr. Wood was unaware of any environmental concerns associated with the Property. Contact information for Mr. Wood is found in Appendix E. Impact7G contacted Ms. Connie Prantner, land owner representative for the James Ioerger Trust Property, for additional information regarding the Property. Ms. Prantner was unaware of any environmental concerns associated with the Property. Contact information for Ms. Prantner is found in Appendix E. Impact7G spoke with Mr. Pete Bartlett, land owner representative for the Pete & Kathy Bartlett Property, for additional information regarding the Property. Mr. Bartlett said there were two wells on the adjoining farmstead property to the east; one which supplies the 13

Additionally, Mr. Bartlett said the red, 5 gallon tank with diesel fuel on the adjoining farmstead is currently in use while the two approximate 2 gallon tanks near the hog building on the adjoining farmstead are currently not in use but were used to fire an incinerator. Mr. Bartlett was unaware of any environmental concerns associated with the Property. Contact information for Mr. Bartlett is found in Appendix E. Impact7G spoke with Mr. Lyle Campbell, land owner representative for the Lyle and Elizabeth Campbell Property, for addition information regarding the Property. Mr. Campbell said he has been familiar with the Property since ca He said the previous owner of the property had disposed of agricultural waste (fencing, etc ) in the pond on the Property for several years before he sold the Property. Mr. Campbell said it is likely any disposed waste is still in the pond. Mr. Campbell also stated they had buried trash along the north side of the Property along the railway in a tree covered area. However, he stated they buried the trash and have farmed over it since. Mr. Campbell was unaware of any environmental concerns associated with the Property. Impact7G spoke with Mr. Larry Johnson, land owner representative for the IFCIC Property, for additional information regarding the Property. Mr. Johnson said the IFCIC purchased the property in the spring of 213 and that he has been familiar with the Property prior to that. According to Mr. Johnson, all the buildings on the Property have been demolished and the solid waste has been hauled off the Property. Mr. Johnson stated there was a septic system located on the Property but that it has been closed using standard procedures. He also said the residence that was located on the Property used a well for household water. Mr. Johnson was unaware of any environmental concerns associated with the Property. Contact information for Mr. Johnson is found in Appendix E. 7.2 Interviews with Site Managers There are currently no site managers associated with the Property. 7.3 Interviews with Occupants There are no occupants associated with the Property. 7.4 Interviews with State and Local Government Officials Impact7G spoke with Mr. Rick Gustin, Fire Chief for the Iowa Falls Fire Department, for additional information regarding the Property. OTHER ENVIRONMENTAL CONDITIONS 8.1 Lead Based Paint This information is for general informational purposes only and does not constitute a lead hazard evaluation. In addition, the information is not intended to comply with federal, state or local regulations in regards to lead-containing paints. In structures constructed after 1979, it is unlikely that LBP is present. Structures built after 1979, while not expected to, may still contain LBP. As part of a nonscope ASTM service, Impact7G believes, based on the absence of identified structures on the Property, the risk of LBP exposure is not likely. Therefore, no further LBP investigation of this Property is considered warranted at this time Asbestos The below is for general informational purposes and does not constitute an asbestos containing materials (ACM) survey. In addition, the information is not intended to comply with federal, state or local regulations in regards to ACM. Although the cutoff date of 1981 is generally accepted for estimating the likelihood that a building contains ACMs, building materials manufactured after 1981, while not expected to, may still contain asbestos. At the time of the site visit on September 24, 213, there was a two-story residential structure located on parcel However, during the interview on October 16, 213 with the Property owner representative for parcel , he stated he believed the Property currently had no structures. As part of a nonscope ASTM service, Impact7G believes, based on the absence of identified structures on the Property, the presence of ACM is not likely. Therefore, no further ACM investigation of this Property is considered warranted at this time. 9. FINDINGS Impact7G has performed a Phase I ESA for the Property located along 14 th Avenue between CN & UP rail lines near Iowa Falls, Hardin County, Iowa, in conformance with the scope and limitations of ASTM Practice E Any exceptions to, or deletions from, this practice are described in Sections 2.4, 6.1 and 12. of this report. This assessment did not reveal evidence of RECs associated with the Property. 15

OPINION It is the opinion of the environmental professionals that information obtained from the historic research of the Property and surrounding Property uses, government databases, the site reconnaissance and interviews indicates that presently there are no RECs associated with the Property. 11. CONCLUSIONS Based on data gathered during this Phase I ESA, Impact7G believes that no further investigation is warranted for the Property at this time. 12. DEVIATIONS 12.1 Data Failure During the March site visit, Impact7G was unable to access parcel Snow was present on the Property during the March site visit, however, there was no snow limiting ground observations during the September site visit. Crop cover limited ground observations during the September site visit. Impact7G does not believe these data failures will change the conclusions made in this report. No additional data failures were encountered while completing this assessment Data Gap No historical information could be obtained from prior to the 193s for the Property or adjoining properties or from the 198s-199s for the adjoining properties. The absence of historical information from those years is not expected to significantly affect the conclusions made in this report. Overall, the above data gaps, data failures and deviations are not expected to alter the recommendations of this report. 13. 144 Preface Soil surveys contain information that affects land use planning in survey areas. They highlight soil limitations that affect various land uses and provide information about the properties of the soils in the survey areas. Soil surveys are designed for many different users, including farmers, ranchers, foresters, agronomists, urban planners, community officials, engineers, developers, builders, and home buyers. Also, conservationists, teachers, students, and specialists in recreation, waste disposal, and pollution control can use the surveys to help them understand, protect, or enhance the environment. Various land use regulations of Federal, State, and local governments may impose special restrictions on land use or land treatment. Soil surveys identify soil properties that are used in making various land use or land treatment decisions. The information is intended to help the land users identify and reduce the effects of soil limitations on various land uses. The landowner or user is responsible for identifying and complying with existing laws and regulations. Although soil survey information can be used for general farm, local, and wider area planning, onsite investigation is needed to supplement this information in some cases. Examples include soil quality assessments ( and certain conservation and engineering applications. For more detailed information, contact your local USDA Service Center ( agency=nrcs) or your NRCS State Soil Scientist ( state_offices/). Great differences in soil properties can occur within short distances. Some soils are seasonally wet or subject to flooding. Some are too unstable to be used as a foundation for buildings or roads. Clayey or wet soils are poorly suited to use as septic tank absorption fields. A high water table makes a soil poorly suited to basements or underground installations. The National Cooperative Soil Survey is a joint effort of the United States Department of Agriculture and other Federal agencies, State agencies including the Agricultural Experiment Stations, and local agencies. The Natural Resources Conservation Service (NRCS) has leadership for the Federal part of the National Cooperative Soil Survey. Information about soils is updated periodically. Updated information is available through the NRCS Soil Data Mart Web site or the NRCS Web Soil Survey. The Soil Data Mart is the data storage site for the official soil survey information. 147 How Soil Surveys Are Made Soil surveys are made to provide information about the soils and miscellaneous areas in a specific area. They include a description of the soils and miscellaneous areas and their location on the landscape and tables that show soil properties and limitations affecting various uses. Soil scientists observed the steepness, length, and shape of the slopes; the general pattern of drainage; the kinds of crops and native plants; and the kinds of bedrock. They observed and described many soil profiles. A soil profile is the sequence of natural layers, or horizons, in a soil. The profile extends from the surface down into the unconsolidated material in which the soil formed or from the surface down to bedrock. The unconsolidated material is devoid of roots and other living organisms and has not been changed by other biological activity. Currently, soils are mapped according to the boundaries of major land resource areas (MLRAs). MLRAs are geographically associated land resource units that share common characteristics related to physiography, geology, climate, water resources, soils, biological resources, and land uses (USDA, 26). Soil survey areas typically consist of parts of one or more MLRA. The soils and miscellaneous areas in a survey area occur in an orderly pattern that is related to the geology, landforms, relief, climate, and natural vegetation of the area. Each kind of soil and miscellaneous area is associated with a particular kind of landform or with a segment of the landform. By observing the soils and miscellaneous areas in the survey area and relating their position to specific segments of the landform, a soil scientist develops a concept, or model, of how they were formed. Thus, during mapping, this model enables the soil scientist to predict with a considerable degree of accuracy the kind of soil or miscellaneous area at a specific location on the landscape. Commonly, individual soils on the landscape merge into one another as their characteristics gradually change. To construct an accurate soil map, however, soil scientists must determine the boundaries between the soils. They can observe only a limited number of soil profiles. Nevertheless, these observations, supplemented by an understanding of the soil-vegetation-landscape relationship, are sufficient to verify predictions of the kinds of soil in an area and to determine the boundaries. Soil scientists recorded the characteristics of the soil profiles that they studied. They noted soil color, texture, size and shape of soil aggregates, kind and amount of rock fragments, distribution of plant roots, reaction, and other features that enable them to identify soils. After describing the soils in the survey area and determining their properties, the soil scientists assigned the soils to taxonomic classes (units). Taxonomic classes are concepts. Each taxonomic class has a set of soil characteristics with precisely defined limits. The classes are used as a basis for comparison to classify soils systematically. Soil taxonomy, the system of taxonomic classification used in the United States, is based mainly on the kind and character of soil properties and the arrangement of horizons within the profile. After the soil scientists classified and named the soils in the survey area, they compared the 5

148 Custom Soil Resource Report individual soils with similar soils in the same taxonomic class in other areas so that they could confirm data and assemble additional data based on experience and research. The objective of soil mapping is not to delineate pure map unit components; the objective is to separate the landscape into landforms or landform segments that have similar use and management requirements. Each map unit is defined by a unique combination of soil components and/or miscellaneous areas in predictable proportions. Some components may be highly contrasting to the other components of the map unit. The presence of minor components in a map unit in no way diminishes the usefulness or accuracy of the data. The delineation of such landforms and landform segments on the map provides sufficient information for the development of resource plans. If intensive use of small areas is planned, onsite investigation is needed to define and locate the soils and miscellaneous areas. Soil scientists make many field observations in the process of producing a soil map. The frequency of observation is dependent upon several factors, including scale of mapping, intensity of mapping, design of map units, complexity of the landscape, and experience of the soil scientist. Observations are made to test and refine the soillandscape model and predictions and to verify the classification of the soils at specific locations. Once the soil-landscape model is refined, a significantly smaller number of measurements of individual soil properties are made and recorded. These measurements may include field measurements, such as those for color, depth to bedrock, and texture, and laboratory measurements, such as those for content of sand, silt, clay, salt, and other components. Properties of each soil typically vary from one point to another across the landscape. Observations for map unit components are aggregated to develop ranges of characteristics for the components. The aggregated values are presented. Direct measurements do not exist for every property presented for every map unit component. Values for some properties are estimated from combinations of other properties. While a soil survey is in progress, samples of some of the soils in the area generally are collected for laboratory analyses and for engineering tests. Soil scientists interpret the data from these analyses and tests as well as the field-observed characteristics and the soil properties to determine the expected behavior of the soils under different uses. Interpretations for all of the soils are field tested through observation of the soils in different uses and under different levels of management. Some interpretations are modified to fit local conditions, and some new interpretations are developed to meet local needs. Data are assembled from other sources, such as research information, production records, and field experience of specialists. For example, data on crop yields under defined levels of management are assembled from farm records and from field or plot experiments on the same kinds of soil. Predictions about soil behavior are based not only on soil properties but also on such variables as climate and biological activity. Soil conditions are predictable over long periods of time, but they are not predictable from year to year. For example, soil scientists can predict with a fairly high degree of accuracy that a given soil will have a high water table within certain depths in most years, but they cannot predict that a high water table will always be at a specific level in the soil on a specific date. After soil scientists located and identified the significant natural bodies of soil in the survey area, they drew the boundaries of these bodies on aerial photographs and identified each as a specific map unit. Aerial photographs show trees, buildings, fields, roads, and rivers, all of which help in locating boundaries accurately. 6
