4 Agenda Item 1. Call to Order/Pledge of Allegiance/Introductions. The meeting of the Basin Technical Advisory Committee was called to order by Chairman Guerrero at 1 :31 p.m. at the District office, 380 E. Vanderbilt Way, San Bernardino. Agenda Item 2. Approval of Minutes. A. Approval of the Minutes of the October 3, 2016, meeting. Daniel Cozad moved to approve the minutes of the October 3, 2016, meeting. Greg Gage seconded. The motion was unanimously adopted. Agenda Item 3. New Business. A. Consider Draft 2017 Regional Water Management Plan. Bob Tincher presented the Draft 2017 Regional Water Management Plan. The Basin Technical Advisory Committee (BTAC) acquired its responsibility through the Upper Santa Ana Watershed Integrated Regional Water Management Plan (IRWMP) that was developed approximately ten years ago. This is the ninth regional plan that has been developed. The plan will go before the Advisory Commission on Water Policy on December 8th, to the Municipal (SBVMWD) Board on December 20th, and will go before the Western Municipal (WMWD) Board of Directors on February 1, The purpose of developing the plan prior to the rainy season, is to be proactive and establish artificial recharge thresholds in the San Bernardino Basin Area (SBBA) to reduce the possibility of high groundwater and any negative impact on the contamination plumes. This year the artificial recharge threshold was determined by making annual adjustments to the 2011 model run. The model run is updated with the change in storage and any additional recharge that takes place throughout the year. The recommendation this year is to increase the recommended artificial threshold to 443,000 acre-feet. In 2015, the change in storage was -64, 702 acrefeet and the estimate for 2016 is approximately -2,345. The overall cumulative change in storage is -695,761 acre-feet. The recommendation is to recharge as much water as possible. It is estimated that there will be 31,520 acre-feet of imported water available going into Direct deliveries are estimated to take 20,902 acre-feet which will leave 10,000 acre-feet of water for carryover into Staff recommended the BTAC approve the Basin Technical Advisory Committee 2017 Regional Water Management Plan. Tom Crowley moved recommending approval of the 2017 Regional Water Management Plan. Daniel Cozad seconded. The motion was unanimously adopted. Agenda Item 4. Old Business. A. Report from the Engineering Subcommittee. Michael Plinski reported that the group met on December 5, 2016, and discussed four topics. The first topic was 564

5 the 2017 Regional Water Management Plan. The second topic was the 100 percent Table A Utilization study which included three scenarios. The study showed that even with wet or extreme scenarios all of the water could be recharged. The next step in the study is to perform field verification on infiltration rates on some of the basins. The third topic was the state's release of proposed water conservation drought regulations. There will be a webinar/workshop hosted by the state on December 8th to answer any questions and to get clarification. Comments are due back to the state by December 19th. The state owes the governor and legislature their draft by January 10, All retail water agencies will be subject to the regulations. The fourth topic was an update on the Groundwater Sustainability Taskforce cost sharing alternatives. The Subcommittee will be waiting for further direction. B. Report from the Water Conservation Subcommittee. Jennifer Ares stated there will be Garden Friendly events scheduled for March through May. Ms. Ares will send out an with the list of dates for the events. She indicated the Santa Ana Watershed Project Authority (SAWPA) grant deadline for the OmniEarth/Dropcountr was approaching. Mr. Tincher indicated that Western Municipal is working on a comment letter to the state in response to the recently released draft drought regulation, and agencies could participate in the letter if they were interested. C. Report from the Project Implementation Group. Francisco Lopez-Jimenez stated that the group had not met as there have been no new projects. D. Discussion of State Water Project Allocation Supply Availability. Mr. Tincher stated that the State Water Project Table A initial allocation came in at 20 percent. It is expected to increase due to the increased precipitation in Northern California. Mr. Tincher also reported that Valley District will perform its annual maintenance on the pipelines, which will shut down the feeder for one month. E. Update on Habitat Conservation Plans. Santa Ana River Plan. Michael Plinski reported that there had been a meeting and the work was progressing. Wash Plan. Daniel Cozad reported that they are developing documents that are register ready so they can be published in the Federal Register. That means that the regulatory agencies has gone through them and all of the reviews have taken place. The Environmental Impact Report/Environmental Impact Statement is being updated and will be approximately six weeks behind the Habitat Conservation Plan. The San Bernardino Valley Water Conservation District (SBVWCD) Board approved the trails plan. They are working on a Conservation Trust and to get it fully approved by the California Department of Fish and Wildlife. The Memorandum of Understandings are in process. The final Record of Decision and incidental take permits will be available by October or November

6 F. Emergency Response Network of the Inland Empire. No report was given. Agenda Item 5. Other Business A. Confirm Next Meeting Date of February 6, Chairman Guerrero confirmed the date of the next regularly scheduled meeting will be February 6, 2016, at 1 :30 p.m. Agenda Item 6. Adjourn.
