REPORTS FROM COMMITTEE OR STAFF 1:29 p.m. Chief Williams arrived at the meeting Financial Plan - Air Quality Report dated September 19, 2018 from Roger Quan, Director, Air Quality and Climate Change, Parks, Planning and Environment Department, presenting the Financial Plan for Air Quality to the for consideration and endorsement. Members were provided a presentation on the Air Quality budget, highlighting air quality revenues, reserve use, and expenditures. Members considered amending the financial plan to include an additional $100,000 for legal costs related to the National Energy Board reconsideration of the Trans Mountain Expansion Project. Presentation material titled " Metro Vancouver Regional District - Air Quality" is retained with the October 3, 2018 agenda. It was MOVED and SECONDED That the : a) amend the Financial Plan for Air Quality as presented in the report " Financial Plan - Air Quality" dated September 19, 2018, to include an additional $100,000 for legal costs related to the National Energy Board reconsideration of the Trans Mountain Expansion Project; and b) endorse the Financial Plan for Air Quality, as amended, and forward it to the Board Budget Workshop on October 17, CARRIED Minutes of the Regular Meeting of the MVRD held on Wednesday, October 3, 2018 Page 2 of 4

5 5.2 Metro Vancouver's Ecological Health Framework Report dated September 21, 2018 from Marcin Pachcinski, Electoral Area and Environment Division Manager, and Laurie Bates-Frymel, Senior Planner, Parks, Planning and Environment, seeking MVRD Board approval of the Ecological Health Framework. It was MOVED and SECONDED That the MVRD Board approve the Ecological Health Framework as attached to the report dated September 21, 2018, titled "Metro Vancouver's Ecological Health Framework". CARRIED 5.3 Sustainable Infrastructure and Buildings Policy Report dated September 20, 2018 from the Utilities Committee, together with report dated September 7, 2018 from Conor Reynolds, Division Manager, Air Quality and Climate Change Policy, Parks, Planning and Environment, and Megan Gerryts, Corporate Projects Coordinator, CAO Executive Office, seeking approval of the Sustainable Infrastructure and Buildings Policy. Members were provided a presentation on the Sustainable Infrastructure and Buildings Policy, highlighting the proposed policy intent, rating systems and standards, and Metro Vancouver specific priority performance objectives. Presentation material titled "Sustainable Infrastructure and Buildings Policy: Proposed Board Policy" is retained with the October 3, 2018 Climate Action Committee agenda. It was MOVED and SECONDED That the MVRD/MVHC/GVWD/GVS&DD Boards approve the Sustainable Infrastructure and Buildings Policy as presented in the report dated September 20, 2018, titled "Sustainable Infrastructure and Buildings Policy". CARRIED 5.4 Manager's Report Report dated September 12, 2018 from Roger Quan, Director, Air Quality and Climate Change, Parks, Planning and Environment, providing the Climate Action Committee with an update on the 2018 Committee Work Plan, highlighting amendments to the odour management framework in preparation for cannabis legalization and the emotive electric vehicle campaign. 7 5.1 To: From: Roger Quan, Director, Air Quality and Climate Change Planning and Environment Department Date: December 21, 2018 Meeting Date: January 11, 2019 Subject: 2019 Priorities and Work Plan RECOMMENDATION That the endorse the work plan as presented in the report dated December 21, 2018, titled 2019 Priorities and Work Plan. PURPOSE To provide the with the priorities and work plan for the year BACKGROUND At its October 3, 2018 meeting, the endorsed the 2019 Budget and Annual Work Plan for the Air Quality function, which served as the basis for the 2019 Budget approved by the MVRD Board on October 26, The 2019 Annual Work Plan included a list of key actions that has been used to develop the s work plan presented in this report. The work plan presented in this report is consistent with the s terms of reference (Attachment 2) and with the Board Strategic Plan and is being brought forward for the Committee s information, review and endorsement. The Board will be developing a new Board Strategic Plan in the spring of 2019, and the work plan can be adjusted as needed WORK PLAN The is the standing committee of the Metro Vancouver Board that provides advice and recommendations on policies, bylaws, plans, programs, budgets and issues related to air quality, climate change, energy, environmental planning, and the sustainability innovation funds. Key actions in the 2019 work plan for the Committee are described below and listed according to the Committee responsibilities in its Terms of Reference. Climate Change and Energy Implement Climate 2050, adopted by the Board in September 2018, which provides a strategic framework for greenhouse gas reduction and climate change adaptation actions, including to: o develop implementation roadmaps for the ten issue areas identified in Climate 2050; o develop an online reporting and communications tool;

8 2019 Priorities and Work Plan Regular Meeting Date: January 11, 2019 Page 2 of 3 o implement additional energy and greenhouse gas reduction and offset projects that will achieve and maintain Metro Vancouver s status as a carbon neutral organization; o advance corporate policies related to energy and climate change; o implement a regional approach to climate change adaptation; and o enhance partnerships, collaboration, and sharing of best practices on climate action with member jurisdictions. Air Quality Develop new air quality bylaws and regulations towards goals for protection of human health and the environment and continuous improvement in air quality, for Board adoption; o continue to expand the non road diesel engine program; o complete amendments to automotive refinishing emission regulation; o consider new bylaw for residential wood burning emissions; o implement new or enhanced approaches to manage odorous air contaminants; and o initiate development of new mechanisms to manage emissions from cannabis production. Develop the next regional air quality management plan; Review system of user fees from permits and regulations to recover costs of developing regulations, monitoring compliance, and enforcement, while ensuring that fees provide incentives to reduce emissions and impacts; Review air quality monitoring capabilities to ensure provision of the evidence basis and performance measurement for the air quality program; and Receive updates on environmental regulation and enforcement activities including key permitting decisions. Outreach and Engagement Continue to improve public awareness and understanding of air quality, climate change and environmental issues and initiatives, including: o outreach and engagement on Climate 2050 and associated actions; o outreach and engagement on the Air Quality Management Plan; o preparation of the annual Caring for the Air report; o ongoing efforts to increase awareness and uptake of electric vehicles through the Emotive, EV Condo and EV Workplace charging programs; and o ongoing enhancements to airmap.ca and provision of air quality data to the public; Consult on the development of bylaws, regulations and new initiatives as noted above. Environmental Planning and Major Project Reviews Participate in assessments of environmental impacts, regional economic benefits and social implications associated with major projects in the region, including but not limited to: o Trans Mountain Expansion Project o Centerm Expansion o Pattullo Bridge Replacement o Roberts Bank Terminal 2 Receive status updates on the Ecological Health Framework adopted in 2018; Develop additional tools and measures for ecological health monitoring;

9 2019 Priorities and Work Plan Regular Meeting Date: January 11, 2019 Page 3 of 3 Update the Sensitive Ecosystem Inventory; and Complete best management practices for invasive species, initiated in Sustainability Innovation Funds Review proposals for funding, from the Regional District, Liquid Waste, and Water Sustainability Innovation Funds and make recommendations to the Board on proposals to support in the period. Report on the status of projects and progress on deliverables that the Committee and Board approved funding for in previous years. The 2019 work plan for the is provided in Attachment 1, including the expected time frame for reports to this Committee. The Committee will be updated on the status of the actions and projects in this work plan on a monthly basis per the Committee s schedule. With the development of a new Board Strategic Plan expected in the spring of 2019, the Climate Action Committee work plan can be adjusted as needed. ALTERNATIVES 1. That the endorse the work plan as presented in the report dated December 21, 2018, titled 2019 Priorities and Work Plan. 2. That the endorse the work plan as presented in the report dated December 21, 2018, titled 2019 Priorities and Work Plan with the amendments provided at the January 11, 2019 meeting. FINANCIAL IMPLICATIONS The priorities in the 2019 work plan of the are consistent with the 2018 Budget approved by the MVRD Board on October 26, 2018 and with key actions included in the 2019 Annual Work Plans. SUMMARY / CONCLUSION The work plan presented in this report conveys the priorities for the in 2019 and is consistent with its terms of reference and the 2019 Budget approved by the MVRD Board. 12 5.1 ATTACHMENT 2 Terms of Reference The is the standing committee of the Metro Vancouver Board that provides advice and recommendations on policies, bylaws, plans, programs, budgets and issues related to the Air Quality & Climate Change service, and the Environmental Planning function within Regional Planning. Committee Responsibilities Within the scope of the Board Strategic Plan, Integrated Air Quality and Greenhouse Gas Management Plan, Climate 2050 Strategic Framework, Ecological Health Framework, and Metro Vancouver Financial Plan, the Committee provides guidance and oversight to staff on the implementation of the annual work plans and business plans that govern the Air Quality and Environmental Planning areas of service. Specific Committee responsibilities include the following: Air Quality & Climate Change The Committee guides the implementation of the strategies and actions outlined in the Integrated Air Quality and Greenhouse Gas Management Plan, and the Climate 2050 Strategic Framework. The Committee monitors the progress made in achieving the Plan s vision of healthy, clean and clear air for current and future generations, the Framework s vision of Metro Vancouver demonstrating bold leadership in responding to climate change, and goals related to the protection of public health and the environment, the improvement of visual air quality, and the minimization of the region s contribution to global climate change. The Committee recommends to the Board changes and updates to the Plan and the Framework. Energy The Committee oversees and guides the efforts of staff in working with municipalities, the private sector, not-for-profit societies and others to develop strategies and programs aimed at achieving the efficient use of energy, promoting the use of alternative energies, and reducing the region s overall carbon footprint, all in an effort to mitigate climate change. Environment The Committee guides and monitors the organization s actions under the Ecological Health Framework. Recommendations on changes and updates to the Framework are made by the Committee to the Board. Climate Change Adaptation The Committee works to develop, for recommendation to the Board, climate change adaptation policies and programs. Environmental Reviews The Committee explores the anticipated environmental impacts, regional economic benefits and social implications associated with significant energy and other capital projects proposed for the region by public and private authorities. Sustainability Innovation Funds The Committee oversees the review of proposals for funding under Metro Vancouver s Sustainability Innovation Funds, and makes recommendations to the Board on proposals to support. The Committee receives case study reports on all funded projects, and monitors the overall performance of the Sustainability Innovation Fund program January 2, 2019

13 Terms of Reference Page 2 of 2 Committee Membership and Meetings The Chair, Vice Chair and members are appointed annually by the Chair of the Metro Vancouver Board. The Committee meets monthly, except for August and December, and holds special meetings as required. A quorum of 50% plus one of the Committee membership is required to conduct Committee business. Committee Management The Committee Chair, or in the absence of the Chair the Vice-Chair, is the chief spokesperson on matters of public interest within the Committee s purview. For high profile issues the role of spokesperson rests with the Metro Vancouver Board Chair or Vice Chair. On technical matters or in cases where an initiative is still at the staff proposal level, the Chief Administrative Officer or a senior staff member is the appropriate chief spokesperson. Where necessary and practical, the Board Chair, Committee Chair and Chief Administrative Officer confer to determine the most appropriate representative to speak. The Chief Administrative Officer assigns a Committee Manager for the Committee. The Committee Manager is responsible for coordinating agendas and serves as the principal point of contact for Committee members January 2, 2019

Beginning with the February meeting, the 2019 work plan will be attached to the Manager s Report for each Committee meeting, with updates on the status of each item. Attendance at 2019 Standing Committee Events Participation at external events provides important learning and networking opportunities. The following events that fall under the purview of the were included in the 2019 Leadership and Engagement budget: ACE 2019 Air and Waste Management Association s Annual Conference and Exhibition Place and Date: Quebec City, Quebec, June 25-28, 2019 Number of attendee(s): 2 ACE 2019 will focus on environmental, energy and health issues, and to alternative energies, including the growth of electric vehicles. Electric Vehicle Roadmap Conference 2019 Place and Date: Portland, Oregon, June 18-19, 2019 Number of attendee(s): 1 The Electric Vehicle Roadmap Conference has established itself as one of the leading electric vehicle conferences in the United States. Founded by Portland General Electric and Portland State University, and now produced by Forth (formerly Drive Oregon), the conference provides a "graduate course" in electric vehicle deployment. Odour Management Conference and Technology Showcase Place and Date: North America (location to be confirmed), Fall 2019 Number of attendee(s): 1 The conference is expected to cover odour assessment, monitoring, odour regulations, mitigation, complaint management, odour modelling, and abatement. Industries of

15 Manager s Report Regular Meeting Date: January 11, 2019 Page 2 of 2 interest are relevant to Metro Vancouver, including wastewater treatment, waste management, petrochemical, oil and gas, manufacturing, food processing and agriculture, pulp and paper, and composting. Please notify the Committee Chair or Committee Manager as soon as possible, but no later than the March 15, 2019 meeting, if you are interested in attending any of the above-noted events. As the funds for these events are budgeted in general government, the Finance and Intergovernment Committee will consider approval of the events, but final approval on attendance rests with the Board Chair
