2 1. SUMMARY Proposed river bed sand mine is located at village Sattipara, tehsil Pratappur, district Surajpur and State Chhattisgarh over an area of 4.96 ha. on Mahan River river bed land. The proposed capacity of the project is cum/annum. Proposed land is Government (Bhu Jal) non forest land. Scrapping of sand by open cast semimechanized method of mining is the only suitable method of mining for such type of deposit. The proposed production is cum/annum, the excavation of sand will be done by scrapping of sand by open cast semimechanized method with no blasting. All the necessary permission and N.O.C. s has been taken by the proponent. Proponent is also applying to DEIAA for getting environmental clearance before starting mining at site. Consent to establish & operate from CGCECB will also be taken if instructed by DEIAA. 3

4 (iii) Need for the Project and its Importance to the Country and/or Region Mineral resources of any country are the TREASURETROVE of its national economy; Chhattisgarh is one of the richest states in the country with its sparkling mineral wealth. Sand is basic material for civil building & civil construction works. The project shall also provide additional revenue to local body and create direct and indirect employment opportunities, which will catalyze overall growth of the State and improve the quality of life of the people living in the region and transform the region s economy from predominantly agricultural to significantly industrial sector and accelerate the pace of regional development of region. There is huge demand of sand in the region as well as throughout country for the use in construction of House, Canal, Dam, Pachri and other infrastructure etc. (iv) Demand Supply Gap Sand is basic raw material of civil construction works likes building, dams, roads, etc. for construction of walls/base. (v) Demand Supply Analysis Exploiting sand is important for the country s long term economic growth and regional growth. By mining the sand the local body acts as bridge and fills the gap between demand and supply of sand in the market (vi) Employment Generation (direct and indirect) due to the Project The mining establishment presents opportunities of employment to various posts under various cedars viz. supervisory, skilled workmen, semiskilled workmen and unskilled workmen beside casual workmen. However the maximum required labours at the site to justify the production of sand at applied land are detailed below A) Direct Employment : B) Chhattisgarh is a new state in map of India. Considering the growth, State Government has divided the state in 27 districts out of which 9 are recently declared districts. State Government, is carrying on various Infrastructure development projects in all districts, like Pachri Nirman, Dams, Over bridge on rivers/nalla, roads and buildings etc. in addition to these various colonies, power plants, steel plant and cement plants in private sectors are under implementations, all above civil works require sand which is in huge in demand. However supplies of sand in the above sectors are in huge shortage. Therefore, a ready market is available for the proposed sand mine hence looking to the use and demand of sand there exist a good scope for the proposed project. 5 3. PROJECT DESCRIPTION (i) Type of Project including interlinked and interdependent projects, if any: (ii) (iii) The proposed project is < 5 hect. Minor mineral and noncoal mining project thus it is classified as CATEGORY B2 project under activity 1(a) of schedule of EIA notification dated 14th September 2006 as amended by notification dated 15th of January 2016 by Ministry of Environment, Forests and Climate Change, New Delhi, hence it comes under jurisdiction of DEIAA. Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted: The area for scrapping of sand has been identified, demarcated and declared by the District Collector and it is naturally occurring river bed sand mine which is site specific due to its geological origin. Mining is site specific project. Sand deposit area has been identified, declared and demarked by collector under regulatory statutes of the state govt. hence alternative site is not applicable. (iv) (v) Size or Magnitude of Operation: The total applied area is 4.96 hectare. After leaving 2 m column of sand above from water table at river bed, mining for each successive year is proposed to 3 m. depth from river bed surface with an average annual production of m³ / year through scrapping of sand (semimechinised) method. 6 Sand will be excavated in layers up to the depth of 3m. Mining will be done by deploying excavator, loaders, etc. Only 240 days have been considered for mining, rest 125 days of monsoon season for replenishment of the area. After leaving 2 m column of sand above the water table on river bed, mining for each successive year is proposed to its 3m depth of mineral bed with an average annual production of m³ / Year. The area on rotation basis is suggested in such a way that pit of previous year will act as depository during the monsoon season by reducing the velocity and carrying capacity of the stream thus depositing the mineral being transported by the tributary. In totality the principal of Placer Deposit is adopted. Hence following rotation plan is recommended. Mining will be done by open cast semimechanized method by scraping of sand layers with the help of excavator and loaders for loading of minerals, into the trucks, tipper and tractor/trolleys etc. For protection of aquatic life & riparian habitats mining will not be carried out in active channel and a buffer zone of minimum 10 m will be left along the active channel so that the aquatic life and the natural flow of river will not be disturbed. EXCAVATION & TRANSPORTATION The mine area is well connected with fare weather tar road. The applied area is having gentle slope with the gradient of 2 to 4 degrees hence, tracks for the movement of excavator/loader/tractors/dumpers can be made and maintained in any part of the Declared Sand Mine area. Excavation will be done by excavator/loader and the loaded tractor trolleys / dumpers trucks would carry the material. The extent of mechinisation are as under S.N. 1. Proposed project is a sand mining hence raw material is not required for the mining of Sand. Marketing area: Sand will be used as building material in civil constructions activity around the area. Mining will be done by open cast semimechanized method by scraping of sand layers with the help of excavator and loaders for loading of minerals, into the trucks, tipper and tractor/trolleys etc. for transportation. Availability of Water, its source, Energy/power requirement and source should be given Water Requirement: This is river bed send mine project. However no sand mining will be conducted at active channel of river course. There is no surface water source in the proposed mining Declared Sand Mine area. No water is required for the mining process, water will be required only for dust suppression, plantation and for domestic usages only. Water requirement is detailed below 6

Water for other purpose will be brought as per guidelines of respective department i.e. from river or nearby pond etc.. Source of Electricity: Not Applicable Quantity of wastes to be generated (liquid and solid) and scheme for their management/disposal (a) Solid Waste A) B) Top Soil & overburden: The applied area is completely devoid of top soil. Sub grade /waste, material No subgrade/waste mineral will be generated during excavation of sand. All ROM mineral will be used. Sand is usable as building material hence saleable therefore no mineral reject or waste will be generated which requires their due management. (b) Liquid Effluent: Domestic effluent is expected to be generated which will be treated through septic tank followed by soak pits. A) B) Land chosen for disposal of waste with proposed justification: The area is devoid of top soil & OB hence Not Applicable. Manner of waste disposal & configuration: Not needed. 4. SITE ANALYSIS Connectivity The proposed site is about km from the district headquarter Surajpur. The area is well connected by tar road and all weather roads. The nearest rail head is Railway Station Silphili (about km towards south) from the mine site. The nearest airport is Raipur Airport about km. The applied area is connected by village Sattipara approach road. i. Land form, Land Use & Land Ownership Form & Use: River bed land. Ownership: Government land (Bhu Jal) non forest. 7

Topography: The study area consists of essentially flat river bed land. The flow of river is towards southeast. Maximum altitude is 508 m MSL and minimum 504 m MSL. The climate of Surajpur district is general and Pratappur in particular is characterized by a hot summer and a welldistributed rainfall during the southwestern monsoon season extending from end of June to October. The area has 4 welldefined seasons in a year. The winter season commences from mid November and continues up to the end of February, summer season extends from March to early June, rainy season generally from midjune to September and the postmonsoon season from October to November. Power line, telephone line, school, bank, govt. office, Hospital, Police station etc. at Pratappur. First aid: First aid is available at Sattipara and at Pratappur (12.40 km). However Specified first aid station will be maintained at the site office and the rest shelter as per rules. 5. PLANNING BRIEF Planning concept (type of industries, facilities, transportation etc) Town and country Planning/Development authority Classification Planning concept: It is a River bed sand mining project and planning for excavation by scrapping shall be governed by the approved Mine Plan under rule 4 of Chhattisgarh Goun Khanij Ret Ka Utkhanan Avam Vyavsay Viniyaman Nirdesh 2006 for safe, scientific & systematic working to follow the principles of safety & conservation of human health & mineral. Amenities / Facilities: Specific amenities / facilities are not required in this mining project. However appropriate rest shelters, toilets, drinking water facilities, first aid facilities, safety appliances, and regular medical checkup facilities shall be suitably provided for labors and their families. The health and safety of the employees shall be given first priority during the mining operation. Training program organize for first aid. Periodical medical checkup camps shall be organized for worker and staff i. Population projection: The project is very small in magnitude. The project will employ most of the workers from nearby villages. There will not be any increase in population due to the project. However, few people from other area may migrate in this area for business opportunities. Whatever manpower required is easily available at nearby villages. 8

Land Use Planning Though the mining activity involves removal of minerals thereby creating depressions in the area but as the mining operation involves riverbed and mined out pit will be completely filled up during floods rainy season hence there would be no change in the topographical features and land use pattern. For protection of aquatic life & riparian habitats mining will not be carried out in active channel and a buffer zone of minimum 10m. will be left along the active channel so that the aquatic life and the natural flow of river will not be disturbed. Further appropriate distance will be maintained from river bank. iii. Assessment of infrastructure demand (physical and social) The road facility is already available which shall be used and properly maintained. Preference will be given to local labor from nearby villages. Other requisite infrastructure as transport of mine labors is available by way of jeep, twowheeler. Medical facility is available for first aid at project site. Educational facility is available at nearby village and towns. iv. Extent of Mechanization: At present no machinery deployed for mining operations. To achieve the desired production, as proposed in the five years mining plan period, the following machinery is proposed to be deployed. Mining will be done by deploying earthmovers like excavator/poclain and loaders for loading of mineral into trucks, tippers and tractor/trolleys. Mining machineries and transporting vehicles may be deployed on contractual basis. No mineral beneficiation will be carried out at the site. Industrial Area (Processing Area) The project is sand mining project and will be carried on govt. land. Thus no processing area needed. 9

Green belt Afforestation program shall be started with the commencement of mining operation. The plantation will be done along the River Bank (on availability of Government waste land), transportation road or on the Government waste land as suggested/demarked by village Gram Panchayat 200 saplings of various species like Pipal, Neen, Aam, Arjun, Jamun, Imli, Sirus, Sisu, Karanj ect. These developed green belts will control the dust and reduce noise levels. iv. Social infrastructure For the social developmental program on the need base assessment some development program will be undertaken by the project proponent i.e. first aid, transport, rest shelters, training, periodic health checkup and educational facility etc. Impact of the sand excavation will be positive, as it will upgrade the socioeconomic status of local inhabitants in the nearby areas by giving employments to poor people of nearby villages. Due to this positive impact the living standard will increase and will lead to Educational upliftment. v. Drinking Water Management (source & supply of water): Given in detail in point no. 3.7 above. vi. Sewerage System: No construction or sewage waste is expected from the mining process. However the domestic waste from the toilets shall be given treatment through septic tank and soak pit arrangement. vii. Industrial waste management: No industrial waste will be generated. viii. Power requirement & supply/source: Power will not be required for mining. Effect on Flora & Fauna: Mining is restricted to very small area. No study have been conducted or record found on effect on Floora & Fauna for mine area. However mining activity causes impact on flora and fauna due to land degradation/operational activity/chang in land use etc., 7. REHABILITATION AND RESETTLEMENT (R & R) PLAN: No R&R plan is required as the mine area does not cover any habitation. Hence the mining activity does not involve any displacement of human settlement. No public buildings, places, monuments etc. exist within the Declared Sand Mine Area or in the vicinity of the mine Declared Sand Mine area. The mining operation will not disturb/ relocate any village or need resettlement. Thus no adverse impact is anticipated. 10

PROJECT SCHEDULE AND COST ESTIMATES A) Likely date of start construction and likely date of completion (time schedule for project to be given) The proposed mining project will be started after obtaining Environmental Clearance and other approval from district collector, Surajpur. Consent to establish & operate from CGCECB will also be taken if instructed by DEIAA. B) Estimated project cost along with analysis in terms of economic viability of the project. S. Project proponent has decided to examine and adopt one such option that will be both environment friendly and best suited for sand mining. Various alternatives in terms of site, technology, and equipment are considered. The Proposal is for the Environment Clearance of the Proposed Sand Mine. The Proposal does not require further Infrastructure Facilities except few machines. The Project is viable and environmental friendly as it s a development project for the State & Country. Increased financial benefits accruing to local body by ways of taxes, royalties, cesses etc (e) The proposed sand mining project will create local employment to the villagers and they will get employment and thus their socioeconomic condition will be improved.
