2 PROLOGUE General Facts about NTPEP Reports NTPEP Reports contain data collected according to laboratory testing and field evaluation protocols developed through consensus-based decision by the AASHTO s NTPEP Committee. These test and evaluation protocols are described in the Project Work Plan found in the Appendix of this Report. Products are voluntarily submitted by manufacturers for testing by NTPEP. Testing fees are assessed from manufacturers to reimburse AASHTO member departments for conducting testing and to report results. AASHTO member departments provide a voluntary yearly contribution to support the administrative functions of NTPEP. AASHTO/NTPEP does not endorse any manufacturer s product over another. Use of certain proprietary products as test control specimens does not constitute endorsement of those products. AASHTO/NTPEP does not issue product approval or disapproval; rather, test data is furnished for the User to make judgement for product prequalification or approval for their transportation agency. Guidelines for Proper Use of NTPEP Results The User is urged to carefully read any Introductory notes at the beginning of this Report. Also, to consider any special clauses, footnotes or conditions which may apply to any test reported herein. Any of these notes may be relevant to the proper use of NTPEP test data. The User of this Report must be sufficiently familiar with the product performance requirements and/or (standard) specification of their agency in order to determine which test data is relevant to meeting those qualifying factors. NTPEP test data is intended to be predictive of actual product performance. Where a transportation agency has successful historical experience with a given product it is suggested to factor that precedence in granting or withholding product approval or prequalification. NTPEP Report Special Advisory for Temp. Traffic Control Devices (TTCD) For transportation agencies who desire to have traffic control devices periodically resubmitted for NTPEP evaluation, the Temporary Traffic Control Devices Technical Committee recommends that these products be required a re-test when their materials composition has changed, or when the original design has changed. The User is urged to establish quality assurance (QA) practices for project-level acceptance of products. 6 PURPOSE This report summarizes the results of data collected for the Winter 2008, Summer 2008 field performance evaluation and laboratory test results on Flexible Delineators and Workzone Drums. Under the guidance of NTPEP (National Transportation Product Evaluation Program) the purpose is to pool the professional and physical resources of the individual participating AASHTO (American Association of State Highway and Transportation Officials) member departments, then to focus those resources to test materials of common interest in order to improve cost-effectiveness. The type of testing performed under the NTPEP program will provide information that will be used to evaluate the acceptability of materials and to compare the performance of similar materials. The NTPEP also provides industry with a central focal point to initiate the process of supplying materials to many organizations through one sample submission rather than separate samples of the same material to each organization. The NTPEP will not accept or reject material, but rather will provide test results for evaluation. I

7 SECTION I FLEXIBLE DELINEATOR TESTING INTRODUCTION The Winter 2008, Summer 2008 test series was conducted on three ground mount and three surface mount flexible delineator post systems. Each system was pre-approved by the NTPEP Coordinator before testing commenced. Manufacturers submitted a set of ten posts with reflective sheeting attached for each delineator model or series that was tested. Eight of the ten posts were subjected to impact testing. The remaining two posts of each set were retained for ultraviolet resistance testing. Impact testing was conducted at both high and low ambient temperatures as specified in the test procedure. Cold weather testing required impact tests to be conducted between 2.8ºC and 2.8ºC (27.0ºF and 37.0ºF). Warm weather testing specified that posts be impacted between 26.8ºC and 32.2ºC (80.0ºF and 90.0ºF). Actual temperatures were approximately -2.2 C (28.0 F) for cold weather testing and 31.1 C (88 F) for warm weather testing. At each of the two temperature ranges the eight posts were impacted five times with the bumper and wheel of a standard automobile complying with bumper height requirements as outlined in the testing procedure. The automobile was traveling at a speed of 55 miles per hour during the cold and warm weather testing. A series of photographs was taken initially and following each impact of the posts and drums as shown in the impact data. The test site was located in Dickson County, Tennessee along a section of State Route 840 set-aside for this type of testing. The posts were placed in the compacted shoulder, which consisted of a crushed limestone base (see test deck report). Manufacturer representatives installed their own systems while TDOT officials observed. Installations took place on March 11, The cold weather testing was performed April 15, The posts were left in place after impacting until the warm weather testing was performed August 1, The impact vehicle used in the testing for the summer and winter impacts was a 1997 Ford Taurus. No alterations were made to the vehicle. Sample identification numbers were assigned by the NTPEP Coordinator to identify samples as to manufacturer, model / series and the type of product being evaluated. Included for each sample is a brief description of the manufacturer's method of installation together with a product description as submitted by the manufacturer. Specific test data generated by each impact are contained in tabular form following laboratory test data. 1

8 ULTRAVIOLET RESISTANCE TEST OBSERVATIONS DELINEATORS ONLY Six bow tie specimens were cut from delineator post samples submitted for the purpose of ultraviolet (UV) exposure testing. Three of each type is used for control purposes. The remaining three were subjected to 1000 hours of UV exposure in the Q.U.V. weatherometer. Specimen dimensions conform to those outlined below. Control specimens were #1, #2, #3, while weathered specimens were #4, #5 and #6, respectively. The laboratory test data summarizes the Tensile Strength of each and the average Tensile Strength for both control and weathered samples. The data also summarizes the elongation of each and the average elongation for both control and weathered samples. The average values are used to show the percent change in Force and Elongation calculated. The cross-sectional area is calculated to determine the average tensile strength of the control and weathered samples. The marker has a half moon design for optimal flexibility from repeated vehicle impacts and comes with a point at the bottom to be driven into the ground. The Glassforms Hi-Way flex is available with an optional u-channel anchor for easy installation into even the hardest soil. 26 EVALUATION DATA TTCD 2008(W-S)-3 TD 5500F EARTHFLEX SAMPLE IDENTIFICATION Description: The Three D Traffic Works 5500F Earthflex is a ground mount flexible delineator with a unique hinge system that allows 360 degrees of flex before returning to its original position. The galvanized steel soil anchor is driven into compacted soils using common tools. Unique Earthflex hinge is attached to the post with fasteners and then attaches to the soil anchor without special tools. The post is available in several colors with many sheeting options. It installs easily without special tools. Material Composition: The post is made from a UV-stabilized polymer alloy blend with an exclusive weather guard protection package. The Earthflex hinge is made from specially formulated elastomeric materials. The soil anchor is made from galvanized steel. Percent Post Consumer Recycled Material Content: 50% Installation and Equipment Observation: A truck mounted auger was used to create a pilot hole for anchor. The anchor was installed and back filled by hand using hand tools. 20

33 EVALUATION DATA TTCD 2008(W-S)-4 TD 5200R BOOMERANG SAMPLE IDENTIFICATION Description: The Three D Traffic Works 5200R Boomerang (Round Post) is a flexible surface mount delineator specially designed to flex 360 degrees, using no cables or springs. The boomerang is ideal for work zones, islands, parking lots and other permanent applications. The round post is available in several colors with many sheeting options. It installs easily without special tools. Material Composition: The post is made from a UV-stabilized polymer alloy blend with an exclusive weather guard protection package. The base is made from a specially formulated elastomeric material which performs equally well in cold or warm weather climates. Percent Post Consumer Recycled Material Content: 50% Installation and Equipment Observation: An A+B epoxy was used as the bonding agent, the approximate mixing and delineator set time was 3 to 5 minutes. The actual cure time for the epoxy depends on the manufactures recommendations. 27

64 SECTION III APPENDIX PROJECT WORK PLAN NATIONAL TRANSPORTATION PRODUCT EVALUATION PROGRAM (NTPEP) PROJECT WORK PLAN FOR LABORATORY TESTING AND FIELD EVALUATION OF FLEXIBLE GROUND MOUNTED DELINEATOR POSTS GENERAL REQUIREMENTS The flexible ground mounted delineator posts shall: Meet all requirements as set forth in the latest edition of the Manual on Uniform Traffic Control Devices (MUTCD) as pertaining to such device. Retroreflective sheeting shall be affixed to the post as recommended by the manufacturer. If there is no recommended sheeting, the manufacturer shall furnish the posts with 3 (wide profile) x 9 (length) retroreflective sheeting attached to the test samples. The sheeting shall be positioned ½ from the top of delineator. The manufacturer shall: Furnish at no cost to the testing state 10 flexible ground mounted delineator posts with the appropriate delineator or 3 x 9 retroreflective sheeting attached to the posts. The sheeting shall be positioned ½ from the top of delineator. Install the posts in accordance with their recommended procedures. Furnish the testing state with information on the composition of the posts and type of reflective sheeting. A short detailed description of the product to be used as the sample identification TEST PROCEDURES Sample size of ten units will be tested the following way: Eight flexible ground mounted posts installed by the manufacturer (four installed manually and four installed mechanically). The delineators will be hit ten times (four posts for glancing bumper hits and four posts for wheel hits). A standard sedan with a bumper height of approximately 18 while traveling at a speed of mph will be used for impact testing. Five of the impacts will be at an ambient temperature of F and the remaining five impacts at an ambient temperature of F. The test vehicle shall impact four of the posts at an angle perpendicular to the front of the post and shall impact the remaining posts at an angle of 25 clockwise from the angle perpendicular to the front of the posts. The same test samples will be used for the ten hits. Two flexible posts will be used for weatherometer testing. A glancing hit is defined as one on the bumper near the vehicle headlight. The delineators shall be installed a minimum of eight hours prior to being hit. TEST OBSERVATIONS The testing agent will inspect each post after each impact and document the following: 1. Any splits, cracks, breaks or other forms of deformation or distress; 2. The percent list to vertical two minutes after each impact; 3. The approximate percentage of the reflective area that is damaged after each impact to an extent it no longer performs as intended; 4. Any problems or comments associated with the installation and removal of the posts and bases. The testing agent will document any special equipment or techniques required for installing or removing the posts and bases. 5. Any problems or comments associated with the performance of each ground mounted flexible delineator post which would be of interest to the states; 58

65 6. Type of soil and impact surface. ULTRAVIOLET RESISTANCE TEST PROCEDURE Two posts will be tested initially for tensile strength and elongation according to ASTM D-638 and again after 1,000 hours QUV weatherometer exposure (ASTM G53). ULTRAVIOLET RESISTANCE TEST OBSERVATIONS The testing agent will record the percent change in the ultimate tensile strength and elongation after 1,000 hours of weatherometer exposure. COMMENTS The attached delineator/reflective sheeting used in conjunction with the delineator posts is not under evaluation; however, the delineator posts capability to retain the attached delineator/sheeting will be documented. 59

66 NATIONAL TRANSPORTATION PRODUCT EVALUATION PROGRAM (NTPEP) PROJECT WORK PLAN FOR LABORATORY TESTING AND FIELD EVALUATION OF PLASTIC WORKZONE DRUMS GENERAL REQUIREMENTS The plastic barrels (drums) shall: Meet all requirements as set forth in the latest edition of the Manual on Uniform Traffic Control Devices (MUTCD) as pertaining to such device. Have 6 high performance reflective sheeting attached to the test samples. The manufacturer shall: Furnish at no cost to the testing state four plastic barrels and recommended ballast (if required) with the high performance reflective sheeting attached. Drums shall be randomly sampled by the testing agency or their appointed authority. Two barrels shall be striped as illustrated (figure 1) in configuration A and two barrels shall be striped as illustrated in configuration B. Furnish the chemical composition (high or low-density polyethylene), physical characteristics, and unballast weight of the plastic drums and base. The model number shall be permanently attached and/or molded on the barrel. The model number shall be capable of identifying the drum as high or low density. TEST PROCEDURE Four plastic barrels with recommended ballast will be hit by a standard size sedan with a bumper height of approximately 18 while traveling at a rate of 55+2 mph. Each barrel is to be impacted ten times. 1. The barrels shall be exposed to ambient air temperature a minimum of thirty minutes prior to testing. 2. Five impacts to be conducted at an ambient air temperature of 32+5 F. a. Two impacts to be direct (near center of vehicle). b. Three impacts to be direct wheel hits. Five impacts to be conducted at an ambient air temperature of 85+5 F. Two impacts to be direct (near center of vehicle). Three impacts to be direct wheel hits. The barrels shall be reshaped after each impact and reattached to bases (if applicable). Replacement of the original test bases will not be allowed. TEST OBSERVATIONS Prior to the testing the agent inspecting each plastic barrel after each impact and documenting the following, the testing agent will determine and document if the plastic barrels are easily stackable and unstackable (shall not stick together) and capable of being ballasted (if required) as well as the following: Any splits, breaks, cracks or other forms of deformation or distress; Approximate percentage of sheeting damaged; Type and weight of manufacturer s recommended ballast; Whether or not barrels can be restocked after ten impacts; Any problems or comments associated with reshaping or reattaching two- (2) piece barrel (if applicable); Any other problems or comments associated with the performance of each barrel. COMMENTS The high performance reflective sheeting used in conjunction with the barrels is not under evaluation; however, the barrels capability to retain the sheeting or damage to the sheeting will be documented. 60
