Discussion In 2012, San Luis Obispo County IRWM Region received a $1-million IRWM Planning Grant, to cover the following local planning efforts: Planning Grant Funded Efforts Lead Agency Status IRWM Plan Update District Complete Watershed Management Planning USLTRCD, CSLRCD Ongoing Salt and Nutrient and Recycled Water Planning Salt and Nutrient Management Planning Priorities District Ongoing Basin Salt and Nutrient Management Plan Complete Basin Groundwater Model Update District Complete Santa Maria Basin Characterization District Ongoing Regional Recycled Water Planning District Complete IRWM Plan Update: Involved updating the IRWM Plan sections, engaging the stakeholders in discussions and commenting, finalizing and adopting the plan, and submitting it to the State Department of Water Resources. The grant funding was also helpful in engaging stakeholders, disadvantaged communities and Native American tribes addressing local water management needs. Watershed Management Planning: Involved preliminary efforts to develop a county-wide Watershed Management Plan that supports water quality improvements and related ecosystem restoration goals. In addition, environmental flows were studied by watershed to fill a data gap in county water planning. Lastly, it initiated an effort to look at groundwater percolation areas in several groundwater basins. Salt and Nutrient and Recycled Water Planning: Includes five separate studies for meeting the region s Salt and Nutrient Management Planning and Reuse/ Recycled Water Planning needs: (1) Identification of Basins Requiring SNMPs, (2) SNMP for the Groundwater Basin, (3) Groundwater Model Update Groundwater Basin, (4) Groundwater Basin Characterization for Santa Maria Groundwater Basin, and (5) Regional Recycled Water Strategic Plan. 3 TO: FROM: IRWM Regional Water Management Group Carolyn Berg, Water Resources Staff Engineer DATE: June 3, 2015 SUBJECT: Update on Drought Response Outreach Program for Schools Local Applications Recommendation Receive an update on the local applications submitted to the Drought Response Outreach Program for Schools (DROPS). Discussion On January 7, 2015, the RWMG supported local applications being submitted to the Drought Response Outreach Program for Schools (DROPS) grant program, which is being administered and funded by the State Water Board (SWB). The program was established in response to the Governor s declaration of a Drought State of Emergency on January 17, The SWB has re-purposed remaining funds from Propositions 13, the Safe Drinking Water, Clean Water, Watershed Protection, and Flood Protection Act of 2000 and Proposition 40, the California Clean Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002 in order to provide funding for DROPS. The Lucia Mar Unified School District, Joint Unified School District, Atascadero Unified School District and San Luis Obispo County Office of Education were awarded over $2.5-million of DROPS grant funding. 5 TO: FROM: IRWM Regional Water Management Group Carolyn Berg, Water Resources Staff Engineer DATE: June 3, 2015 SUBJECT: Update on 2015 Prop 84 IRWM Implementation Grant Application Development Recommendation Receive an update on the 2015 Prop 84 IRWM Implementation grant application development. Discussion Of the total $1-billion authorized under Proposition 84, the Legislature appropriated $52-million to the Central Coast Funding Area (CCFA) IRWM efforts. The San Luis Obispo County IRWM (SLOCo) Region must compete with five other IRWM regions for the allocations available to CCFA. The Department of Water Resources (DWR) manages the statewide IRWM program, and recently published the final guidelines for the final Proposition 84 IRWM Implementation Grant round, making the remaining $4.9-million CCFA allocation available via a competitive process. Visit: This grant solicitation round prioritizes implementation projects that yield multiple benefits, improve longterm drought preparedness, address the Human Right to Water Policy (i.e. address clean, affordable, and accessible water for human consumption, cooking and sanitary purposes), and provide direct waterrelated benefits to disadvantaged communities. It also prioritizes proposals that can demonstrate that the submitted projects will start construction/ implementation by April 1, 2016 and be completed by October 31, This grant solicitation provides another opportunity for our region to receive needed funding assistance for critical water resources management projects that are competitive under these criteria. On May 6, 2015, the RWMG selected and conditionally approved four projects listed in the table below. Allocations could vary depending on follow up with Project Sponsors. And inclusion of projects is dependent on receiving commitments/ documentation necessary for developing the application. 6 TO: FROM: IRWM Regional Water Management Group Carolyn Berg, Water Resources Staff Engineer DATE: June 3, 2015 SUBJECT: Long-Term IRWM Plan Project/ Program Integration and Implementation Recommendation Continue discussion of long-term IRWM Plan project and program integration and implementation. Discussion IRWM promotes collaborative, integrated management of water resources. The IRWM Program is administered at a State-level by the Department of Water Resources (DWR), and is managed at a regional-level by the locally established Regional Water Management Group (RWMG). The District is designated as the Lead Agency. Local efforts are guided by the current SLO Co Region s IRWM Plan (Plan) (adopted in August/ September 2014). The Plan houses a Full Project List, intended to be updated as needed (see IRWM Plan Section G.6 Biennial Project List Update). On May 6, 2015, the RWMG held a workshop-style discussion to consider opportunities for project integration within the current IRWM Plan Full Project List. The results of that discussion have been compiled into draft summary notes (attached). At the same meeting, the RWMG formed an RWMG Working Group to further consider opportunities for project integration, and to look at IRWM Plan Full Project List long-term implementation, and potential opportunities in Prop 1 Water Bond funding program. The RWMG Working Group includes: Paavo Ogren/ Jennifer Blackburn (Oceano CSD), Steph Wald (Central Coast Salmon Enhancement), Linda Chipping (Coastal San Luis RCD), Devin Best (Upper Salinas Las Tablas RCD), and Rick Sauerwein (City of Morro Bay). The RWMG asked the District to coordinate with RWMG member agencies to update the current IRWM Full Project List (e.g. input project status where known or remove projects no longer viable). This effort is ongoing. Once complete, District Staff will provide the updated Full Project List to the RWMG Working Group for their integration efforts over the summer. 8 IRWM Plan Full Project List Updates & Integration Concepts DRAFT SUMMARY NOTES: RWMG Meeting 5/6/2015 Overview of RWMG Workshop on IRWM Project Integration: On May 6, 2015, the Regional Water Management Group (RWMG) held a workshop to consider the IRWM Plan Full Project List, potential project/ concept integration, and long term implementation. The RWMG members and Interested Stakeholders split into subregional discussion groups (North County, North Coast and South County subregions). Each group reviewed the project list to consider potential opportunities for concept/project integration. The results of the workshop area compiled in this document. South County Subregion participants grouped projects by project categories, looking for opportunities in the South County as well as across all subregions and regional project lists. North County Subregion participants focused on projects in the North County subregion, and grouped projects by type, location and water systems. Then identified potential integration concepts in those categorizations. North Coast Subregion participants looked at both North Coast Subregion and Regional projects, and grouped projects by location. Participants also provided initial input on projects that have been completed or are no longer being pursued, and can therefore be removed from the IRWMP Full Project List. The RWMG asked that District Staff seek input from submitting agencies/ individuals to determine the status of projects listed. RWMG s Concepts for Project Integration: The following is a list of integration concepts discussed in the various subregional discussion groups. A table follows that looks at potential for integrating projects by subregions based on these integration concepts (see Notes on Integration column of table for projects related to these integration concepts).
