Local governments now have statutory powers, and the beneyit of recent court decisions, that enable action at the community level.

4 S)$ )* B0"2*$10)y J"1+ R"x0+y"+ John Robinson is a professor with the Institute for Resources, Environment, and Sustainability, and the Department of Geography, at the University of British Columbia. He is currently directing research programs looking at the intersection of climate change mitigation, adaptation and sustainability; the use of visualization, modeling and citizen engagement to explore sustainable futures; sustainable buildings and urban design; creating private/public/ngo and research sector partnerships for sustainability; and generally the intersection of sustainability, social and technological change, behaviour change, and community engagement processes His major current project is trying to get the Centre for Interactive Research on Sustainability (CIRS) built and operating. Dr. Robinson is a member of the BC Climate Action Team, the BC Hydro External Advisory Committee on Electricity Conservation and EfYiciency, and the Vancouver Climate Leadership Council, on the Board of the Sustainable Cities Foundation and the Pembina Institute, a member of the Steering Group of HELIO International, and on the Editorial Boards of the journals Integrated Assessment, Ecology and Society, Building Research and Information, and the Journal of Industrial Ecology. He has been a Lead Author in the last three reports of the Intergovernmental Panel on Climate Change. D"+$%. L0.y-"+), Q.C. Don has practiced generally in the area of municipal law since 1980 and recently joined Ratcliff & Company LLP. His municipal law focus is in the areas of constitutional, administrative, and environmental law, particularly in respect of governance, land use/sustainable development, regulatory approvals, and legislative drafting. He is a co founder of the Sierra Legal Defence Fund/EcoJustice and Smart Growth BC. Invited to speak regularly at conferences, symposia and universities, Don has chaired the Sustainable Region Initiative (Governance and Finance), Liquid Waste Expert Review Panel, Fire Services Review Panel, Whistler Waste Blue Ribbon Panel, and the Municipal Law Section of the British Columbia Branch of the Canadian Bar Association. Don has published numerous papers and manuals and consulted on the development of the British Columbia Community Charter and other municipal statutes.
